Village of Goodrich Regular Council Meeting August 10, 2020 6:00 PM Minutes 1. Meeting called to order by McCafferty at 6:00 p.m. 2. Pledge of Allegiance 3. Members Present: Barraco, Ciaramitaro, Light, McAbee, McCafferty Others Present: Wilkerson, Sasser 4. Agenda: Motion: To approve the agenda with the addition of New Business item C “Portable Radar Speed Signs”. Moved by Light, seconded by Barraco 5 yes, 0 no. Motion carried. 5. Minutes: Special Council Meeting: June 29, 2020 Regular Council Meeting: July 13, 2020 Motion: To approve the minutes of the Special Council Meeting June 29, 2020 and Regular Council Meeting July 13, 2020 as presented. Moved by McAbee, seconded by Light 5 yes, 0 no. Motion carried. 6. Approval of Accounts: a. Treasurers Report: No Report b. Bills and Transfers: Motion: To accept the Bills and Transfers for July 2020 in the amount of $518,326.53 as presented. Moved by Light, seconded by McAbee 5 yes, 0 no. Motion carried. 7. Public Comments: One member of the public chose to comment 8. Reports: a. Administrator’s Report – Administrator Wilkerson updated Council on the Village computer server security wall being updated by ITRight, the office hours will remain with a late night for our community’s convenience, health insurance will increase approximately 7%, concerns with Village cell phones and the Friendship path is covered with poison ivy. b. Street Administrator’s Report – Asked that the Paser Road Study results be available at the next meeting for councils’ review on road repair costs. c. DPW Report –No Report  d. Code Enforcement Report – Noted e. Building Department Activity Report – Noted f. Cash Receipting Report – Noted g. Fire Department Activity Report July 2020 – Noted h. Sheriff Department Activity Report July 2020 – Noted i. Dam Committee Report – Keith Walworth updated the council on the upcoming meeting on Wednesday, August 12, 2020 with the committee, Wade Trim and the State Dam Inspector. The committee will be looking into collecting information on the dam and grant money possibilities. 9. Unfinished Business: a. None 10. New Business: a. Resolution 2020-10 Motion: To adopt Resolution 2020-10 to authorize “The Pines of Goodrich” to continue the operation, maintenance and administrative responsibilities of their particular drinking water supply under state permit. Moved by Barraco, seconded by Light Barraco yes, Ciaramitaro yes, Light yes, McAbee yes, McCafferty yes. Motion carried. b. Genesee County agreement with Community Development Block Grant Funds Motion: To approve the subrecipient agreement between the County of Genesee and the Village of Goodrich to utilize Community Development Block Grant Funds from August 1, 2020 to July 31, 2021 in the amount of $4,307. Moved by Barraco, seconded by McAbee Barraco yes, Ciaramitaro yes, Light yes, McAbee yes, McCafferty yes. Motion carried. c. Portable Radar Speed Signs Motion: To purchase 2 portable radar speed signs at $2,636 a piece plus shipping fees of $300 totaling $5,572.
