Village of Goodrich Regular Council Meeting September 14, 2020 6:00 PM Minutes 1. Meeting called to order by McCafferty at 6:00 p.m. 2. Pledge of Allegiance 3. Members Present: Barraco, Ciaramitaro, McAbee, McCafferty Members Absent: Light excused Others Present: Wilkerson, Mayne, Sasser 4. Agenda: Motion: To approve the agenda as presented. Moved by Barraco, seconded by McAbee 4 yes, 0 no. Motion carried. 5. Minutes: Regular Council Meeting: August 10, 2020 Motion: To approve the minutes of the Regular Council Meeting August 10, 2020 as presented. Moved by McAbee, seconded by Barraco 4 yes, 0 no. Motion carried. 6. Approval of Accounts: a. Treasurers Report: No Report Motion: To approve the Treasurers Reports for June, July and August 2020 as presented. Moved by Barraco, seconded by McAbee 4 yes, 0 no. Motion carried. b. Bills and Transfers: Motion: To accept the Bills and Transfers for August 2020 in the amount of $49,246.71 as presented. Moved by Light, seconded by McAbee 5 yes, 0 no. Motion carried. 7. Public Comments: No comments 8. Reports: a. Administrator’s Report – Administrator Wilkerson updated Council on the information the Village attorney provided regarding dangerous dog(s), employees personal cell phones, island use for advertisement, businesses located in residential neighborhoods and a definition of a “committee”. She also made mention of the estimated distribution funding from M Dot for the next three years. b. Street Administrator’s Report – No Report c. DPW Report – Mayne updated the council on more road replace/repair information along with the gravel roads getting graded and chloride this week. d. Code Enforcement Report – Noted e. Building Department Activity Report – Noted f. Cash Receipting Report – Noted g. Fire Department Activity Report August 2020 – Noted h. Sheriff Department Activity Report August 2020 – Noted i. Dam Committee Report – Keith Walworth relayed to council that there was nothing real new to report. The committee will be meeting again in the next few weeks. 9. Unfinished Business: a. None 10. New Business: a. Land Division 7460 Fairview Drive Motion: To approve the request for land division; Michael Furnari, petitioner; 7460 Fairview Drive; Lot 13; Fairview Hills Subdivision. Moved by Barraco, seconded by McAbee 4 yes, 0 no. Motion carried. b. Land Combination ½ of 7460 Fairview with 7450 Fairview Drive Motion: To approve the request of the land combination of ½ of 7460 Fairview Drive with 7450 Fairview Drive. Moved by McCafferty, seconded by McAbee 4 yes, 0 no. Motion carried. c. Land Combination ½ of 7460 Fairview with 7470 Fairview Drive Motion: To approve the request of the land combination of ½ of 7460 Fairview Drive with 7470 Fairview Drive. Moved by Barraco, seconded by McAbee 4 yes, 0 no. Motion carried. d. Close Road on October 17, 2020 Motion: To approve the road closure of Windemere on October 17, 2020 between 11:00am to 4:00pm to allow for a Halloween neighborhood event. Moved by Ciaramitaro, seconded by McAbee 4 yes, 0 no. Motion carried. e. Charter Communications 10-year Renewal Motion: To approve the Charter Communications cable television franchise 10- year renewal under the terms and conditions of the uniform agreement established by the State of Michigan and set the franchise fee; currently 3% Moved by Barraco, seconded by Ciaramitaro 4 yes, 0 no. Motion carried. f. Year End Budget Amendments Motion: To approve the auditor recommended line items for the year end budget amendments as presented. Moved by Barraco, seconded by Ciaramitaro 4 yes, 0 no. Motion carried. g. Purchase of two Speed Radar Signs Motion: To rescind the motion of action taken at the August 10, 2020 meeting to purchase two speed signs in the amount of $5,572. Moved by Barraco, seconded by McAbee Barraco yes, Ciaramitaro yes, McAbee yes, McCafferty yes Motion carried. Motion: To purchase two Evolis Twin Pack 2020 Speed Radar Signs for a total cost of $5,499. Moved by Barraco, no support Motion denied. h. Sonitrol Security Alarm Backup Motion: To approve the installation of IP backup for Sonitrol Security Alarm at an installation cost of $600 plus an additional monthly monitoring fee of $20. Moved by Barraco, seconded by McAbee Barraco yes, Ciaramitaro no, McAbee yes, McCafferty yes Motion carried. 11. Public Comments: Two members of the public chose to comment 12.
