Village of Goodrich Regular Council Meeting November 8, 2021 6:00 PM Minutes Members Present: Ciaramitaro, Moore, McAbee, Schluentz, Walworth Others Present: Administrator/Clerk Wilkerson, Council/Deputy Clerk Sasser Members Absent: 1. Meeting called to order by McAbee at 6:02 p.m. A moment of silence was held for the passing of Mr. Gerald Hughes. Mr. Hughes was a teacher and football coach in Goodrich along with a long time Village resident. 2. Pledge of Allegiance 3. Agenda: Motion: To approve the agenda as presented. Moved by Walworth, seconded by Schluentz 5 yes, 0 no. Motion carried. 4. Minutes: Regular Council Meeting: October 11, 2021 Motion: To approve the minutes of the Regular Council Meeting October 11, 2021 as presented. Moved by Moore, seconded by Schluentz 5 yes, 0 no. Motion carried. 5. Treasurer Report: Motion: To accept the Treasurers Reports dated September 2021 in the amount of $1,943,979.27 as presented. Moved by Moore, seconded by Schluentz Moore yes, Ciaramitaro yes, McAbee yes, Walworth yes, Schluentz yes. Motion carried. 6. Bills and Transfers: Motion: To accept the Bills and Transfers for October 2021 as presented. Moved by Moore, seconded by Schluentz Schluentz yes, Moore yes, Ciaramitaro yes, McAbee yes, Walworth yes. Motion carried. 7. Public Comments: One member of the public chose to comment. 8. Reports: a. Administrator’s Report – Noted b. DPW/Street Administrator’s Report – Noted c. Code Enforcement Report – Noted d. Building Department Activity Report – Noted e. Cash Receipting Report – Noted f. Fire Department Activity Report – Noted g. Sheriff Department Activity Report – Noted 9. New Business: a. Sanitary Sewer Collection System Permit Motion: To adopt the sanitary sewer collection system permit as required by DEGLE. Moved by Moore, seconded by Schluentz 5 yes, 0 no. Motion carried. b. Municode Motion: To authorize Municode to perform a legal review of our codes providing a snapshot of possible conflicts and inconsistencies within the codes. Moved by Moore, seconded by McAbee Moore yes, McAbee yes, Schluentz yes, Walworth no, Ciaramitaro yes. Motion carried. c. Hegel Road Closure Request Motion: To approve the request to close Hegel Road after the turn around area near the Village Commons Park entrance down to Clarence Street, not obstructing Clarence Street for Downtown Christmas on December 9, 2021 from 5:00 p.m. to 9 p.m. Moved by Moore, seconded by Walworth 5 yes, 0 no. Motion carried. d. 2005 Truck Break Repair Motion: To confirm the prior authorization given by council for emergency break repairs to DPW 2005 GMC truck. Moved by Walworth, seconded by Schluentz Ciaramitaro yes, Walworth yes, Schluentz yes, McAbee yes, Moore yes. Motion carried. e. Mobile Food Truck Ordinance Motion: To authorize submission to Village Attorney to review a proposed ordinance to permit and regulate mobile food vehicle vendors within the Village of Goodrich. Moved by Walworth, seconded by Ciaramitaro Walworth yes, Schluentz yes, McAbee yes, Moore yes, Ciaramitaro yes. Motion carried. f. Stimulus Fund Project Motion: To authorize Administrator and Wade Trim to look into a summary of pending legislation on how current stimulus funds may be appropriated, including two new programs related to dam repair and reconstruction. Moved by Moore, seconded by Walworth Schluentz yes, McAbee yes, Moore yes, Ciaramitaro yes, Walworth yes. Motion carried. 10. Public Comments: Three members of the public chose to comment. g. Closed Session – Employee Wage and Wage for Treasurer Position Motion: To go into closed session with Administrator and employee to discuss employee wage and wage for Treasurer position. 6:52 p.m. Moved by Schluentz, seconded by Moore 5 yes, 0 no. Motion carried. No motions were made during closed session. Motion: To reconvene from closed session. 7:26 p.m. Moved by Walworth, seconded by Moore 5 yes, 0 no. Motion carried. Motion: To raise hourly wage of employee Traci Sasser an additional $3.00 per hour to be paid from the Treasurer’s wage line budget effective November 9, 2021. Moved by Moore, seconded by Schluentz Walworth yes, Ciaramitaro yes, Schluentz yes, Moore yes, McAbee yes Motion carried. Motion: To pay monthly stipend retro of $500 to Traci Sasser for taking over the Treasurer’s duties beginning the month of October 2020 through November 2021 or until a new Treasurer has been appointed. Moved by Schluentz, seconded by Ciaramitaro Schluentz yes, Walworth yes, Ciaramitaro yes, McAbee yes, Moore yes Motion carried. Motion: To set the incoming wage at $20.00 per hour for the vacant Treasurer’s part-time position. Moved by Moore, seconded by Ciaramitaro Moore yes, Ciaramitaro yes, Schluentz yes, McAbee yes, Walworth yes Motion carried. Motion: To add to the agenda to authorize the hiring of Rachel Cushman to fill the vacant position of Treasurer for the Village of Goodrich. Moved by Schluentz, seconded by Moore Ciaramitaro yes, Moore yes, Walworth yes, Schluentz yes, McAbee yes Motion carried. Motion: To authorize the hiring of Rachel Cushman as the Treasurer of the Village of Goodrich beginning December 1, 2021. Moved by Moore, seconded by Schluentz Moore yes, Walworth yes, McAbee yes, Schluentz yes, Ciaramitaro yes. Motion carried. 11. Council Members Comments: No comments 12.
