Village of Goodrich Regular Council Meeting October 11, 2022 6:00 PM Minutes 1. Meeting called to order by Walworth at 6:00 p.m. 2. Pledge of Allegiance 3. Members Present: Moore, Simion, Schluentz, Walworth Others Present: Administrator/Clerk Wilkerson, DPW Supervisor Mayne, Minutes Pat Schierup, Village Engineer Kevin Cook Members Absent: None 4. Agenda: MOTION: To approve the agenda with the addition of items E. Tree Removal and F. Bench Replacement under New Business. Moved by Schluentz, seconded by Moore 4 yes, 0 no. Motion carried. 5. Minutes: Regular Council Meeting August 8,2022 and September 27, 2022 MOTION: To approve the minutes of the Regular Council Meetings held on August 8, 2022 and September 27, 2022 as presented. Moved by Schluentz, seconded by Moore 4 yes, 0 no. Motion carried. 6. Public Comment: One member of the public chose to comment 7. Approval of Accounts a. Treasurer’s Report: MOTION: To accept the Treasurers Reports dated August 2022 and September 2022 as presented. Moved by Schluentz, seconded by Moore Schluentz yes, Walworth yes, yes, Simion yes, Moore yes. Motion carried. b. Bills and Transfers: MOTION: To accept the Bills and Transfers for July 2022 as presented. Moved by Schluentz, seconded by Moore 4 yes, 0 no. Motion carried. 8. Reports: a. Administrator’s Report – Noted b. DPW/Street Administrator Report– Noted c. Code Enforcement Report – No Report d. Building Department Activity Reports – Noted e. Fire Department Activity Reports – Noted f. Sheriff Department Activity Reports – Noted 9. Unfinished Business: 10. a. Adopt food truck village permit application MOTION: To approve the Vendor Permit Application with the addition of a “hold harmless” clause and a $50.00 fee per truck of which $25.00 may be returned. Moved by Walworth, seconded by Moore 4 yes, 0 no. Motion carried. This motion was amended to a flat $25.00 fee. See Council Comment 11. New Business: a. Accept resignation from code enforcement officer and authorize administrator to post for applications to fill vacant positions MOTION: To accept with regrets the resignation of Michael O’Leary. Moved by Schluentz seconded by Moore 4 yes, 0 no. Motion carried. b. Approve contractor’s application for payment MOTION: To postpone the Contractor’s Application for Payment until the village attorney can review and recommend how to amend a special assessment district to cover cost overages. Moved by Walworth, seconded by Moore 4 yes, 0 no. Motion carried. c. Consider increase in pay for future council members MOTION: To increase the pay for future council members from $35.00 per meeting to $75.00 per meeting and council President from $75.00 per meeting to $100.00 per meeting. Moved by Schluentz, seconded by Moore 4 yes, 0 no. Motion carried.  d. Status of building permit Discussion with Mr. Anger: The travel trailer located at 9525 Hegel Road is in violation of Village Ordinances 82 and 130 which state that no temporary building or structure shall be used as a dwelling unit MOTION: To allow Mr. Anger until December 1, 2022 to remove the travel trailer from the property located at 9525 Hegel Road. Moved by Walworth, Seconded by Moore 4 yes, 0 no. Motion carried. e. Tree Removal MOTION: To approve the tree removal recommended by DPW Supervisor Mayne. Moved by Schluentz, seconded by Moore 4 yes, 0 no. Motion carried. f. Bench Replacement MOTION: To postpone bench replacement to access the condition of all the benches and replace any that need it. Moved by Schluentz, seconded by Simion 4 yes, 0 no. Motion carried. 12. Council Members Comments: MOTION: To reconsider Item a. under new business, to amend the fee from $50.00 with a $25.00 returnable deposit to a flat fee of $25.00. Moved by Schluentz, seconded by Walworth 4 yes, 0 no. Motion carried. Four members of the council chose to comment 13. Adjournment MOTION: To adjourn.
