Agenda: MOTION: To approve the agenda with the addition of dam discussion under H. of New Business. Moved by Walworth, seconded by Schluentz 5 yes, 0 no. Motion Carried. 4. Minutes: MOTION: To approve the minutes from the Regular Council Meeting of January 9, 2023, and the Special Council Meeting of January 19, 2023. Moved by Moore, seconded by Schluentz 5 yes, 0 no. Public Hearing: Preliminary assessment pertaining to the proposed street improvement project for Hawthorne Ridge Phase l and Phase II Subdivision. VILLAGE OF GOODRICH PUBLIC HEARING 2/13/2023 PRELIMINARY ASSESSMENT PERTAINING TO THE PROPOSED STREET IMPROVEMENT PROJECT FOR HAWTHORNE RIDGE PAHSE l AND PHASE ll SUBDIVISION Opened 6:17 p.m. 1. Donna Beers – See Attached letter 2. Barbara Hilborn – See Attached letter 3. Lynn Peterson – Is the road project a done deal 4. Unknown – Will underlayment be repaired 5. Unknown – Are we getting new curbs 6. Rich Lanfrey – What is the cost 7. Laura Vallaria – Is the published cost estimated 8. Don Persson – What is the 12% contingency 9. Linda Roughton – Roads have deteriorated and need repaving 10. Steve Topping – Use contingency to see roads are done correctly 11. Randy Nitzschke – Is for the paving project. Tax roll postponement: MOTION: To postpone setting the Hawthorne Ridge Special Assessment District Tax Roll until funding can be finalized. Moved by Walworth, seconded by Caverly 5 yes, 0 no. Concur with the recommendation of the planning commission to adopt Ordinance No. 36-556 MOTION: To adopt ordinance No. 36-556 an ordinance to amend Section 26-48 of chapter 36 of the code of ordinances “penalties for violation thereof” effective upon date of publication. Moved by Moore, seconded by Schluentz 5 yes, 0 no. Motion Carried. MOTION: To direct the Code Enforcement officer to issue a ticket if the trailer on the hill on Hegel Road is not removed. Moved by Walworth, seconded by Schluentz 5 yes, 0 no. Motion Carried. B. Concur with Planning Commission recommendation MOTION: To concur with the recommendation from the Planning Commission to approve the request for a conditional use: 8241 S. State Road; David Jones, petitioner, for a Pet Grooming/salon; case no. PLCU2022-12-19. Moved by Walworth, seconded by Schluentz 5 yes, 0 no. Motion Carried. C. Concur with Planning Commission recommendation MOTION: To concur with recommendation of the planning commission to adopt Village of Goodrich proposed redevelopment ready sites as a “stand-alone” policy document. Moved by McCafferty, seconded by Schluentz 4 yes, 1 no. Motion Carried. D. Consider quotes for Mill Pond treatment MOTION: To approve the bid from Clark Aquatic services for a total cost of $3565.00 for 2023 Aquatic Plant Management. Moved by McCafferty, seconded by Moore Walworth yes, Caverly yes, McCafferty yes, Moore yes, Schluentz yes. Motion carried. E. Wade Trim MOTION: To approve the preliminary engineering (design) and construction engineering services cost of $46,840 to Wade Trim for the resurfacing of West Hegel Rd. in the Village of Goodrich MDOT TIP program, job #208263 for grant funding of $181,204 with a local match of $25,000. Refuse Grant Funding MOTION: To refuse grant funding of $50,000 from MDOT TIP program job #209371 with local match of $12,500 for M-15 sidewalk construction to meet ADA requirements. Moved by McCafferty, seconded aby Schluentz Walworth yes, Caverly yes, McCafferty yes, Moore yes, Schluentz yes. Motion carried. F. Rescind board action MOTION: To rescind board action on January 9, 2023 to appoint James Moore to the Village Zoning Board of Appeals due to non-vacancy on the board. Moved by McCafferty, seconded by Schluentz Walworth yes, Caverly yes, McCafferty yes, Moore yes, Schluentz yes. Motion carried. G. Planning Commission Appointments MOTION: To appoint James Moore and Joyce Welch Baker to fill the two vacancies on the Village Planning Commission. These will be three-year terms expiring January 2026. Moved by McCafferty, seconded by Schluentz Walworth yes, Caverly no, McCafferty yes, Moore yes, Schluentz yes. Motion carried.  H. Grant funding for Dam / Wade Trim MOTION: To rescind the motion made at Special Meeting, January 19, 2023 6. Under Action items. To allow Wade Trim to provide the Village with tow alternatives and pricing for the Council to consider applying for grants.
