Village of Goodrich Special Meeting June 22, 2023 6:00 PM Minutes 1. Meeting called to order by Walworth at 5:58 p.m. 2. Members Present/Absent: Present: Caverly, McCafferty, Moore, Walworth Absent: Schluentz 3. Public Hearing: General Operating Millage Rate for 2023-2024 Hearing opened at 5:59 p.m. by Walworth No Comments Hearing closed at 5:59 p.m. by Walworth 4. Public Hearing: 2023-2024 Fiscal Year Operating Budget Hearing opened at 5:59 p.m. by Walworth No Comments Hearing closed at 5:59 p.m. by Walworth 5. Public Comments: No comments 6. Action Items: a. Adopt Resolution No. 2023-07; General Operating Millage Rate for 2023-2024 Motion: To adopt Resolution 2023-07; General Operating Millage Rate for 2023-2024 WHEREAS, the Village of Goodrich Council desires to establish the number of mills to be levied from within its authorized millage rate FOR 2023/2024; and WHEREAS, the Village of Goodrich has complete authority to establish the number of mills to be levied from within its authorized millage rate; and NOW, THEREFORE, BE IT RESOLVED, that the Council of the Village of Goodrich hereby established the 2023/2024 tax rate for the Village of Goodrich at 6.5492 as presented. Moved by Caverly, seconded by McCafferty McCafferty yes, Caverly yes, Moore yes, Walworth yes. Motion carried. b. Adopt Resolution No. 2023-08; 2023-2024 Fiscal Year Operating Budget Motion: To adopt Resolution 2023-08; 2023-2024 Fiscal Year Operating Budget WHEREAS, in accordance with the provisions of Public Act 621 of 1979, the Uniform Budgeting and Accounting Act for Local Government, it is the responsibility of the Village of Goodrich Council to establish and adopt the annual Village Budget; and WHEREAS, the Village Council established the tax millage rate FY 2023-2024 at 6.5492; and WHEREAS, the Village Council established after due deliberation, has formulated a recommended general fund budget balancing total appropriations with the available resources at $1,571,778 for FY 2023-2024; NOW, THEREFORE, BE IT RESOLVED THAT, the Village of Goodrich, Village Council does hereby adopt the FY 2023-2024 Budget; and BE IT FURTHER RESOLVED, that the Village Administrator/Clerk is hereby designated the Finance Officer of the Village of Goodrich, and further, that the Village Clerk and Deputy Clerk perform the duties of the Financial Officer as specified in Public Act 621 of 1978, the Uniform Budgeting and Accounting Act of Local Government as presented. Adopt Resolution No. 2023-09; Village Administrator Wage Adjustment Motion: To adopt Resolution 2023-09; Village Administrator Wage Adjustment; WHEREAS, the Village of Goodrich Council has determined a wage adjustment increase of 3% for Sheri Wilkerson, Village Administrator/Clerk, Zoning Administrative; Park Administrator; Village Financial Officer and WHEREAS, according to the Village Charter, the wage adjustment for administrative positions must be approved by resolution; THEREFORE, BE IT RESOLVED, that the hourly wage adjustment for Sheri Wilkerson, Village Administrator/Clerk; Zoning Administrator; Park Administrator; Village Financial Officer will increase by 3% ($2,038.40 total) beginning July 1, 2023. Moved by McCafferty, seconded by Caverly McCafferty yes, Moore no, Caverly yes, Walworth yes. Motion carried. d. Adopt Resolution No. 2023-10; Village Treasurer Wage Adjustment Motion: To adopt Resolution 2023-10; Village Treasurer Wage Adjustment; WHEREAS, the Village of Goodrich Council has determined a wage adjustment increase of 3% for Rachael Cushman, Village Treasurer, Financial Investment Officer and WHEREAS, according to the Village Charter, the wage adjustment for administrative positions must be approved by resolution; THEREFORE, BE IT RESOLVED, that the hourly wage adjustment for Rachael Cushman, Village Treasurer, Financial Investment Officer, will increase by 3% ($655.20 total) beginning July 1, 2023. Moved by McCafferty, seconded by Caverly Moore no, Caverly yes, McCafferty yes, Walworth yes. Motion carried. e. Adopt Resolution No. 2023-11; Village DPW Supervisor Wage Adjustment Motion: To adopt Resolution 2023-11; Village DPW Supervisor Wage Adjustment; WHEREAS, the Village of Goodrich Council has determined a wage adjustment increase of 16.5% for Matthew Mayne, Village DPW Supervisor and WHEREAS, according to the Village Charter, the wage adjustment for administrative positions must be approved by resolution; THEREFORE, BE IT RESOLVED, that the hourly wage adjustment for Matthew Mayne, Village DPW Supervisor, will increase by 16.5% ($8,819.20 total) beginning July 1, 2023. Moved by McCafferty, seconded by Caverly Caverly yes, McCafferty yes, Moore no, Walworth yes. Motion carried. Moore asked to include in the minutes that she feels that this raise was grossly unfair to those in the office. f. Adopt Resolution No. 2023-12; Delinquent Sewer Charge Collection Motion: To adopt Resolution 2023-12; Delinquent Sewer Change Collection; WHEREAS, the Village of Goodrich Sewer Ordinance provides that any delinquent annual Sewer Treatment charges in arrears more than three months will be placed on the tax roll as a special assessment; and WHEREAS, there are a certain number of property owners that are delinquent in their annual Sewer Treatment charges in the arrears of more than three months; NOW, THEREFORE, BE IT RESOLVED, that the Village of Goodrich Treasurer is hereby authorized to submit the attached Sewer Treatment charges in the arrears more than three months on the Tax Roll to be collected for taxes on July 1, 2023. Adopt Resolution No. 2023-13; Extension of Local Taxes Motion: To adopt Resolution 2023-13; Extension of Local Taxes; WHEREAS, the State of Michigan allows the Village of Goodrich to extend local collection of taxes and, WHEREAS, it is the desire of the Village of Goodrich to extend collection of its summer tax; NOW, THEREFORE BE IT RESOLVED, THAT, the Village of Goodrich does hereby determine that the Village Summer Operation Tax shall be returned to Genesee County Treasurer on the same date that the County Taxes are returned delinquent for collection on March 1, 2024.
