Village of Goodrich Regular Council Meeting July 10, 2023 6:00 PM Minutes 1. Meeting called to order by Walworth at 6:00 p.m. 2. Pledge of Allegiance 3. Members Present/Absent: Present: Caverly, McCafferty, Moore, Schluentz, Walworth Absent: None 4. Staff Present: Administrator/Clerk Wilkerson, Council/Deputy Clerk Sasser & DPW Supervisor Matt Mayne 5. Agenda: Motion: To approve the agenda as presented. Moved by Moore, seconded by McCafferty 5 yes, 0 no. Motion carried. 6. Minutes: Regular Council Meeting June 12, 2023 & Special Council Meeting June 22, 2023 Motion: To approve the minutes of the Regular Council Meeting June 12, 2023 & Special Council Meeting June 22, 2023 as presented. Moved by McCafferty, seconded by Caverly 5 yes, 0 no. Motion carried. 7. Approval of Accounts a. Treasurer Report: Motion: To accept the Treasurers Reports and Payments and Transfers from June 2023 as presented. Moved by McCafferty, seconded by Moore McCafferty yes, Moore yes, Caverly yes, Schluentz yes, Walworth yes. Motion carried. 8. Public Comment: None 9. Reports: a. Administrator’s Report – Noted b. Sheriff Department Activity Reports – Noted 10. Unfinished Business: 11. New Business: a. Waste Collection Motion: To accept the five-year proposal from Republic Waste Services to conduct weekly carted solid waste, every other week carted recycling and seasonal weekly yard waste as presented. Moved by Schluentz, seconded by Moore McCafferty yes, Schluentz yes, Caverly yes, Moore yes, Walworth yes. Motion carried. b. Dingman Land Combination Motion: To concur with the recommendation from the Planning Commission to approve the request to combine two lots #02-22-677-026 and #02-22-677-025; Katelyn and Cody Dingman, petitioners. Moved by Schluentz, seconded by McCafferty Moore yes, Schluentz yes, McCafferty yes, Caverly yes, Walworth yes. Motion carried. c. ARPA Funds Motion: To confirm the utilization of the ARPA Funds amounting to $197,987.16 allocated to the Village of Goodrich to be utilized for sewer infrastructure improvements. Moved by Schluentz, seconded by McCafferty Schluentz yes, Moore yes, Caverly yes, McCafferty yes. Walworth yes. Motion carried. d. Break Repairs Motion: To confirm the approval previously given due to safety issues to the rear brakes repaired on the DPW 2005B Dump Truck at the cost of $2,544.12. Moved by McCafferty, seconded by Caverly McCafferty yes, Schluentz yes, Moore yes, Caverly yes, Walworth yes. Motion carried. e. EQ0132292 Saw Motion: To authorize the purchase of a EQ0132292 Saw for the DPW at the cost of $1,000. Moved by Schluentz, seconded by Caverly Moore yes, Caverly yes, Schluentz yes, McCafferty yes, Walworth yes. Motion carried. f. Motorgrader Operator Safety Training Motion: To authorize AIS to provide Motorgrader operator safety and operations 2-day training for Village of Goodrich DPW staff at the cost of $2,400. Moved by McCafferty, seconded by Caverly Moore yes, Caverly yes, McCafferty yes, Schluentz yes, Walworth yes. Motion carried. g. Sidewalk Repairs Motion: To postpone for clarification on sidewalk slabs on Park Drive, Oak Street and Rhodes Road for the concrete replacement and to also have West Hegel Road sidewalks looked at. Moved by McCaffery, seconded by Caverly Motion Amended: To postpone for clarification on sidewalk slabs on Park Drive, Oak Street and Rhodes Road for the concrete replacement, to also have W Hegel Road sidewalks looked at and when clarification is received, email Councilmembers with information to have Councils decision on concrete replacement on ADA slabs. Council continued discussion. Motion was then rescinded and the seconding party concurred. No objections. Motion: To consider the quote for sidewalk repairs and ADA replacement pads at a total cost of $17,375.00 with Mayne looking into W Hegel Road sidewalks in question. Moved by McCafferty, seconded by Caverly Schluentz yes, Caverly yes, McCafferty no, Moore yes, Walworth yes. Motion carried. h. Title VI Coordinator Motion: To appoint Village Administrator/Clerk Sheri Wilkerson the Title VI Coordinator and adopt Title VI_Non-Discrimination Plan. Moved by Schluentz, seconded by McCafferty 5 yes, 0 no. Motion carried. 12. Public Comments: Four members of the public chose to comment 13. Councilmembers Comments: One member of the council chose to comment 14. Adjournment Motion: To adjourn. Moved by Schluentz, seconded by Caverly 5 yes, 0 no. Motion carried.
