Village of Goodrich Regular Council Meeting March 11, 2024 6:00 PM Minutes 1. Meeting called to order by Walworth at 6:00 p.m. Pledge of Allegiance 2. Members Present/Absent: Present: Caverly, McCafferty, Moore, Schluentz, Walworth 3. Agenda: MOTION: To approve the agenda as presented. Moved by Caverly, seconded by Schluentz 5 yes, 0 no. Motion carried. 4. Minutes: Regular Council Meeting February 12, 2024 MOTION: To approve the minutes of the Regular Council Meeting February 12, 2024 as presented. Moved by Schluentz, seconded by McCafferty 5 yes, 0 no. Motion carried. 5. Public Comment: One person chose to speak 6. Approval of Accounts a. Treasurer Report: MOTION: To accept the Treasurers Reports for February 29, 2024 as presented. Moved by McCafferty, seconded by Moore Caverly yes, McCafferty yes, Moore yes, Schluentz yes, Walworth yes. Motion carried. b. Bills and Transfers: MOTION: To accept the Bills and Transfers for February 29, 2024 as presented. Moved by Schluentz, seconded by Caverly Caverly yes, McCafferty yes, Moore yes, Schluentz yes, Walworth yes. Motion carried. 7. Reports: a. Administrator’s Report – Noted b. DPW/Street Administrator Report – Noted c. Code Enforcement Report – None d. Building Department Activity Reports – None e. Fire Department Activity Reports – Noted f. Sheriff Department Activity Reports – Noted 8. Unfinished Business: a. Approve the proposed amendment to the Village of Goodrich Charter, Section 4.2. – Compensation of president and council and authorizing the Village of Goodrich Administrator/Clerk to forward the proposed amendment to the Genesee County Clerk to be placed on the August 6, 2024 Primary Ballot Record: Moore stated that she felt council should not give themselves raises without a vote of the people. MOTION to approve the proposed amendment to the Village of Goodrich Charter, Section 4.2. – “Each council person including the president shall have their compensation fixed by the council by resolution and shall take effect after the next regularly scheduled Village Council election, not to exceed $7500 in any fiscal year. Such salaries shall be paid yearly and shall constitute the only compensation they may be paid for the discharge of any official duty for or on behalf of the village during their tenure of office, except in case of (a) a council person who may be elected clerk and (b) council persons who are members of the fire department. The president and council persons may, however, upon order of the council, be paid such necessary bona fide expenses incurred in service on behalf of the village as are authorized and itemized. In no event shall these amounts paid to the president and council people be changed until after the next regularly scheduled Village Council election.” and authorizing the Village of Goodrich Administrator/Clerk to forward the proposed amendment to the Genesee County Clerk to be placed on the August 6, 2024 Primary Ballot. For the record: Moore stated that she was opposed to the removing the council raised from the Charter and making it a council resolution. Council raised should go to a vote of the people. Moved by McCafferty, seconded by Walworth Caverly yes, McCafferty yes, Moore no, Schluentz no, Walworth yes. Motion carried. 9. New Business: a. Accept the resignation of Garrett Kring, DPW laborer effective Monday, March 4, 2024 MOTION: To accept the resignation of Garrett Kring, DPW laborer effective Monday, March 4, 2024. Moved by Walworth, seconded by McCafferty 5 yes, 0 no. Motion Carried b. Authorize change in current part-time DPW Laborer position from 24 hours to 40 hours per week effective March 4, 2024 MOTION: To authorize change in current part-time DPW Laborer, Tony Cicalo, from 24 hours to 40 hours per week effective March 4, 2024 Moved by Schluentz, seconded by Caverly 5 yes, 0 no. Motion carried. c. Authorize Administrator/Clerk to post for a full-time (40 hr. week) DPW laborer position MOTION: To authorize Administrator/Clerk to post for a full-time (40- hour week) DPW laborer position. Moved by Moore, seconded by Schluentz 5 yes, 0 no. Motion carried. d. Authorize repair to the 2005 8500 dump truck by Jam Best One, Flint, MI for $792.88 MOTION: To authorize repair to the 2005 8500 dump truck by Jam Best One, Flint, MI for $792.88. Renewal of membership with Genesee County Small Cities and Villages Association for $125.00 MOTION: Renewal of membership with Genesee County Small Cities and Villages Association for $125.00 Moved by Walworth, seconded by Moore Caverly yes, McCafferty yes, Moore yes, Schluentz yes, Walworth yes. Motion carried. f. Consider quotes for Mill Pond treatment 2024 season and/or 2024-2026 seasons from Aquatic Nuisance Plant Control, In and from Solitude Lake Mgt., LLC. MOTION: Motion to accept the proposal from Aquatic Nuisance Plant Control for up to two treatment if needed. The first treatment at a cost of $4,325.00 and the second if needed at a cost of $3,575.00 for the 2024-2026 seasons. Moved by Moore, seconded by Schluentz Caverly yes, McCafferty yes, Moore yes, Schluentz yes, Walworth yes. Motion Carried. 10. Public Comments: One member of the public chose to comment. 11.
