GRANDVIEW CITY COUNCIL `REGULAR MEETING MINUTES MARCH 25, 2014 1. CALL TO ORDER Mayor Norm Childress called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Childress, Councilmembers Mike Bren, Gloria Mendoza, Bill Moore, Jesse Palacios, Javier Rodriguez and Joan Souders. Excused from the meeting was Councilmember Diana Jennings. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Tony Menke, Assistant Public Works Director Santos Trevino and City Clerk Anita Palacios. City Attorney Quinn Plant was excused from the meeting. 2. PLEDGE OF ALLEGIANCE Mayor Childress led the pledge of allegiance. 3. PRESENTATIONS A. Yakima Valley Tourism 2013 Annual Report – John Cooper, President & CEO John Cooper, President & CEO of the Yakima Valley Tourism presented the 2013 Annual Report. 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Palacios, second by Councilmember Bren, Council unanimously approved the Consent Agenda consisting of the following: A. Minutes of the March 11, 2014 regular meeting B. Payroll Electronic Fund Transfers (EFT) Nos. 5159-5163 in the amount of $60,699.95 C. Payroll Check Nos. 7317-7340 in the amount of $86,961.06 D. Payroll Direct Deposit 3/1/14 – 3/15/14 in the amount of $82,651.02 E. Claim Check Nos. 105493-105581 in the amount of $396,352.97 F. 2014 Fuel Bid Award – Bleyhl Farm Service G. Resolution No. 2014-22 authorizing the Mayor to sign a Recreational Use Permit by and between the City of Grandview and Liga Nezahualcoyotl H. Ordinance No. 2014-9 vacating undeveloped right-of-way known as Warehouse Street Regular Meeting Minutes March 25, 2014 Page 2 6. ACTIVE AGENDA A. Resolution No. 2014-23 approving a Parade Float Support Agreement between the City of Grandview and Grandview Chamber of Commerce On motion by Councilmember Moore, second by Councilmember Souders, Council unanimously approved Resolution No. 2014-23 approving a Parade Float Support Agreement between the City of Grandview and Grandview Chamber of Commerce. Mayor Childress presented the Miss Grandview Court and Chamber President Lonnie Hendrickson with a check in the amount of $5,000. 7. UNFINISHED AND NEW BUSINESS A. Resolution No. 2014-24 approving the Police Department Dispatch & Corrections Agreement between the City of Grandview and Teamsters Local No. 760 for the period of January 1, 2013 through December 31, 2016 On motion by Councilmember Palacios, second by Councilmember Moore, Council unanimously approved Resolution No. 2014-24 approving the Police Department Dispatch & Corrections Agreement between the City of Grandview and Teamsters Local No. 760 for the period of January 1, 2013 through December 31, 2016. 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS YCDA New Vision Annual Meeting – The Yakima County Development Association New Vision Annual Meeting was scheduled for May 6, 2014 from 12:00 – 1:30 p.m., at the Yakima Convention Center. Council Retreat – City Administrator Arteaga recommended Council schedule a retreat for the afternoon of Tuesday, July 22nd to review department requests in preparation of the 2015 proposed budget. 9. MAYOR & COUNCILMEMBER MEETING REPORTS YVCOG General Membership Meeting – Councilmembers Jennings, Mendoza, Moore and Palacios, along with City Administrator Arteaga, Assistant Public Works Director Trevino and City Clerk Palacios attended the YVCOG General Membership meeting on March 19th in Toppenish. Councilmember Mendoza Meeting with City Departments – Newly elected Councilmember Mendoza reported that she had been visiting the various City departments starting with Public Works and Fire. 10. EXECUTIVE SESSION – Union Negotiations Mayor Childress adjourned the meeting to an executive session at 7:25 p.m., for approximately 20 minutes to discuss union negotiations per RCW 42.30.140(4) with the aforementioned Mayor, Councilmembers, City Attorney and City Administrator present. Councilmember Palacios and City Clerk Palacios recused themselves from the executive session. The Regular Meeting Minutes March 25, 2014 Page 3 executive session was extended an additional 30 minutes. The meeting resumed at 8:15 p.m., with the aforementioned Mayor, Council and staff present. 11.
