GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES APRIL 8, 2014 1. CALL TO ORDER Mayor Norm Childress called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Childress, Councilmembers Mike Bren, Diana Jennings, Gloria Mendoza, Bill Moore, Jesse Palacios and Joan Souders. Excused from the meeting were Councilmembers Mike Bren and Javier Rodriguez. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, City Treasurer Matt Cordray, Library Director Elizabeth Jahnke, Assistant Public Works Director Santos Trevino and City Clerk Anita Palacios. 2. PLEDGE OF ALLEGIANCE City Clerk Palacios led the pledge of allegiance. 3. PRESENTATIONS A. 2014 Arbor Day Proclamation Mayor Childress proclaimed April 9, 2014 as Arbor Day and urged all citizens to plant trees to gladden the heart and promote the well-being of this and future generations. The City would be holding an Arbor Day tree planting on April 9th, 10:00 a.m., at Dykstra Park. B. 2014 Grandview Library Proclamation Mayor Childress proclaimed the year 2014 as a celebration of 100 years of Grand Library Service. The Library will be holding a centennial celebration on April 15th, 1:00 to 3:00 p.m., at the Grandview Library. 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Palacios, second by Councilmember Souders, Council unanimously approved the Consent Agenda consisting of the following: A. Minutes of the March 25, 2014 regular meeting B. Payroll Electronic Fund Transfers (EFT) Nos. 5166-5171 in the amount of $72,432.94 C. Payroll Check Nos. 7341-7362 in the amount of $20.407.85 D. Payroll Direct Deposit 3/16/14 – 3/31/14 in the amount of $86,351.58 E. Claim Check Nos. 105582-105685 in the amount of $412,822.83 Regular Meeting Minutes April 8, 2014 Page 2 F. Resolution No. 2014-25 authorizing the Mayor to sign an amended Recreational Use Permit by and between the City of Grandview and Liga Nezahualcoyotl 6. ACTIVE AGENDA A. Public Hearing – 2014-2019 Six-Year Transportation Improvement Program Amendment Mayor Childress opened the public hearing to receive comments on the 2014-2019 Six-Year Transportation Improvement Program (TIP) Amendment by reading the public hearing procedure. City Administrator Arteaga explained that an amendment to the 2014-2019 Six-Year TIP was prepared to include the Forsell Road Sidewalk Extension from Wallace Way to Euclid Road. The project in the amount of $338,800 would be funded by a grant from the Transportation Alternatives Program in the amount of $275,000 and the Grandview Transportation Benefit District in the amount of $63,800. No comments were received during the public hearing or by mail and the hearing was closed. B. Resolution No. 2014-26 amending the 2014-2019 Six-Year Transportation Improvement Program to include Forsell Road Sidewalk Extension from Wallace Way to Euclid Road On motion by Councilmember Moore, second by Councilmember Mendoza, Council unanimously approved Resolution No. 2014-26 amending the 2014-2019 Six-Year Transportation Improvement Program to include Forsell Road Sidewalk Extension from Wallace Way to Euclid Road. C. Resolution No. 2014-27 authorizing the Mayor to sell excess soil accumulated as a result of the Bonnieview Road Project The City was currently under construction for the Bonnieview Road Improvements. As part of the process, the contractor removed approximately 4,000 yards of dirt. In the past, excess dirt from road projects was used for additional landfill cover at the Wastewater Treatment Plant or landscaping in City parks. Public Works was approached by a private contractor asking whether the City would consider selling any of the dirt. Surplusing the dirt would provide the City with the option to sell any part of the dirt. Staff recommended surplusing the dirt with the intention of selling the dirt at a fair market value. Any proceeds from the sale could be used in the street department for funding replacement trees in the sidewalks and/or minor road repairs. On motion by Councilmember Jennings, second by Councilmember Souders, Council unanimously approved Resolution No. 2014-27 authorizing the Mayor to sell excess soil accumulated as a result of the Bonnieview Road Project. Regular Meeting Minutes April 8, 2014 Page 3 D. Resolution No. 2014-28 amending Chapter 26 Employee Recognition of the City of Grandview Personnel Policy Manual Following the City’s FY 2013 State audit, the State Auditor recommended the City establish a policy to provide for an annual Employee Recognition Celebration. Resolution No. 2014-28 amended Chapter 26 Employee Recognition to the City of Grandview Personnel Manual providing for an annual Employee Recognition Celebration. On motion by Councilmember Mendoza, second by Councilmember Moore, Council unanimously approved Resolution No. 2014-28 amending Chapter 26 Employee Recognition of the City of Grandview Personnel Policy Manual. E. Resolution No. 2014-29 adding a new Chapter 27 Credit Card Use Policy to the City of Grandview Personnel Policy Manual Following the City’s FY 2013 State audit, the State Auditor recommended the City establish a policy on the use of credit cards to transact official City business. Resolution No. 2014-29 added a new Chapter 27 Credit Card Use Policy to the City of Grandview Personnel Manual. On motion by Councilmember Jennings, second by Councilmember Palacios, Council unanimously approved Resolution No. 2014-29 adding a new Chapter 27 Credit Card Use Policy to the City of Grandview Personnel Policy Manual. 7. UNFINISHED AND NEW BUSINESS – None 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS Complete Streets – The City’s Downtown Alive project was featured in the Management & Engineering (TM&E) Magazine in an article entitled Complete Streets. 9. MAYOR & COUNCILMEMBER MEETING REPORTS L & L Drive-in Fire – Councilmember Palacios asked when the debris from the L & L Drive-in building fire would be cleaned up. City Administrator Arteaga indicated the building owner was in the process. 10. EXECUTIVE SESSION – None 11.
