Administration Committee Meeting Minutes
The Village Administration Committee met on Monday July 14th at 3:00 p.m.
in the Village Board room, 316 Brad St S, Grantsburg, WI 54840.

President Lindberg called the Administration Committee Meeting to order at 3:00 p.m. The Pledge
of Allegiance was recited.
Pool – 2026 Pool painting project
Pool Manager Fiedler presented the quote for $33,250 to sandblast, crack-seal, paint, and paint
swim lanes before the 2026 season. Fielder contacted other pools that have used this company,
and they were all satisfied with the work. She also clarified the company is aware of how the pool
is winterized and they confirmed that our method is just like other midwestern pools, and it will
not shorten the life of their finished product. With an expected life of 5-7 years, the pool’s cost will
remain in line with the annual costs of painting.
Motion by Trustee Peer second by Trustee Java to recommend the Village Board accept the
bid from American Sandblasting, Inc, for $33,250.00. Motion carried.
Stout Construction – liquidated damages?
Clerk/Treasurer Meyer notified the committee that Stout Construction will not meet the
contracted deadline of July 15th for completion of the campground expansion project. The
contractor informed the engineer and the Village that the contract states the Village can choose
to institute liquidated damages up to $2,000 for each day the project completion is delayed. The
committee discussed the degree to which the project is incomplete. DPW Erickson indicated
several items remain incomplete including restoration, electric, bathrooms, picnic tables,
infiltration basin, sewer risers, concrete, and other miscellaneous items. DPW Erickson did
indicate that the contractor has been really good to work with, and he hopes to continue a good
working relationship with them to which the committee agreed. The committee also discussed
the income loss due to the delay in opening the campground.
Motion by Trustee Java second by Trustee Peer to recommend the Village Board institute
liquidated damages in the contract with Stout Construction in the amount of $2,000.00 per
day. Motion carried.
Sewer Utility rate increase due to WWTP project
Clerk/Treasurer Meyer updated the committee with a budget overview of the sewer fund. A
requirement of WWTP project funding requires the Village to have 125% of the loan payments in
the sewer fund which requires the Village to do a significant sewer rate increase. Meyer proposed
an increase which was detailed in the meeting packet. The increase would equate to a 66.85%
increase on the sewer charges for an average residential user and a 98.25% increase on the sewer
charges for an average commercial/industrial/public authority user. The committee discussed
putting an explanation in the newsletter along with area comparisons to help the community both
understand the need for the increase and show our new rates are in line for area communities.
Motion by Trustee Peer second by President Lindberg to recommend the Village Board
increase sewer rates as detailed; Residential Fixed Quarterly $75.00, Residential Usage per
1,000 gallons $9.50, Commercial, Industrial, Public Authority Fixed Quarterly $75.00,
Commercial, Industrial, Public Authority Usage per 1,000 gallons $9.50. Motion carried.
Change to monthly billing for Utility Bills
Clerk/Treasurer Meyer requested the committee allow utility bills to be sent monthly. Deputy
Clerk/Treasurer Longhenry reviewed a memo included detailing the increase in cost to move to a
monthly billing schedule. Both Meyer and Longhenry feel it will be easier for residents to pay $100
monthly rather than getting a larger bill each quarter.
Motion by Trustee Java second by President Lindberg to recommend the Village Board switch
to monthly utility billing beginning October 1st pending approval from the Wisconsin Public
Service Commission. Motion carried.
Mower to sell
DPW Erickson informed that committee that the Rod & Gun Club approached the golf course to
purchase a mower that they planned to sell. Erickson explained that usually items are placed on
Wisconsin Surplus, but the Village does not have plans for other items to go to auction for the rest
of 2025. He contacted a local mower vendor to get pricing on the mower which totaled $2,500.00.
He felt that it would be a good community partnership and would be an easier process than going
to auction. The committee agreed with DPW Erickson that the mower could be sold to the Rod &
Gun Club.
