Village of Grantsburg 316 Brad Street South Grantsburg, WI 54840 Administration Committee Meeting Minutes The Village Administration Committee met on Monday August 11th at 2:15 p.m. in the Village Board room, 316 Brad St S, Grantsburg, WI 54840. Present: Chairman/President Rick Lindberg Trustee Greg Peer Others: Clerk/Treasurer Sheila Meyer Director of Public Works John Erickson Police Chief Jared Woody Kathy Linville, Republic Services Brian Riley, Ehlers Absent: Trustee Hank Java President Lindberg called the Administration Committee Meeting to order at 2:15 p.m. The Pledge of Allegiance was recited. Burnett Co. Agricultural Society Fair – Street closure and no parking request The Burnett County Ag Fair requested a temporary street closure for their annual parade and no parking along their section of Pine Street South as done in past years. Motion by Trustee Peer, second by President Lindberg to approve the Burnett Co. Agricultural Society Fair’s temporary street closure of Madison Avenue from Olson Drive to Pine Street South to the fairgrounds for the annual parade on Saturday, August 23rd from 3:30 p.m. to 4:30 p.m. and the no parking request for the east side of Pine Street South for the entire length of the fairgrounds from August 21st – August 24th. Motion carried unanimously. Financial overview of debt service – Brian Riley, Ehlers, Inc. Committee moved to later in the meeting. Refuse & recycling proposals Clerk/Treasurer Meyer reviewed the three proposals received for trash and recycling service from Republic Services, Waste Management, and Talon Sanitation. Kathy Linville with Republic Services was present and shared they currently service 87 municipalities in Wisconsin, more locally Rice Lake and Spooner. She indicated service time and date may be negotiable and highlighted Republic’s commitment to local involvement and support. The committee discussed the proposals briefly and chose to table the discussion to September’s meeting to allow more time to review all contracts. No motions made. Brian joined the meeting at 2:21 p.m. Kathy left the meeting at 2:34 p.m. Chief Woody joined the meeting at 3:03 p.m. Financial overview of debt service – Brian Riley, Ehlers, Inc. Clerk/Treasurer Meyer gave brief financial overview. Brian provided a slideshow in which he reviewed options for refinancing and consolidation options for multiple project loans the Village currently has. In his presentation Brian explained different financing options and how each could benefit the Village. Brian then reviewed the process and timeline in which the Village would solicit proposals for lending, select a lender, and close by the end of September. Motion by Trustee Peer, second by President Lindberg to recommend the Village Board allow Brian Riley with Ehlers to solicit for lending proposals on behalf of the Village. Motion carried unanimously. Brian left the meeting at 3:24 p.m. THE ADMINISTRATION COMMITTEE WILL CONVENE INTO CLOSED SESSION to discuss procedures for filling vacancy in the Police Department pursuant to Wis. Stats. 19.85 (1) (c) “Considering employment, promotion, compensation or performance evaluation data of any public employee over which the government body has jurisdiction or exercises responsibility.” Motion by Trustee Peer, second by President Lindberg to convene into closed session. Motion carried unanimously. THE ADMINISTRATION COMMITTEE WILL RECONVENE INTO OPEN SESSION pursuant to Wis. Stats. 19.85 (2). Motion by Trustee Peer, second by President Lindberg to reconvene into open session. Motion carried unanimously. Motion by Trustee Peer, second by President Lindberg to recommend the Village Board offer Jerome Hoyt a promotion from part-time officer to the position of full-time police officer at the rate of $33 per hour, maintaining that rate through 2026.
