City Council Meetings

CITY OF GREEN RIVER CITY COUNCIL PROCEEDINGS December 16, 2014 The Governing Body of the City of Green River met in regular session at 7 pm in the City Hall Council Chambers. Mayor Castillon called the meeting to order. The following Council Members were present: Gary Killpack, Mark Peterson, Ted Barney, Tom McCullough, Brett Stokes, and Lisa Maes. The following were present representing the City: Acting City Administrator Chris Steffen, Director of Human Resource Cari Kragovich, Grant Specialist Misty Springer, Director of Public Works Mike Nelson, City Engineer/Utility Manager Mark Westenskow, Director of Finance Jeff Nieters, Director of Community Development Laura Profaizer, Fire Chief/Emergency Services Mike Kennedy, Acting Parks and Recreation Director Erek Roosa, and City Attorney Galen West. APPROVAL OF THE AGENDA Council Member McCullough moved to approve the agenda. Council Member Maes seconded. Motion carried. (7-0) PRESENTATIONS Recognition of Councilman McCullough and Mayor Castillon Mr. Steffen presented Councilman McCullough and Mayor Castillon with plaques and watches for their years of service. He also presented Mayor Castillon with his gavel that he has used for the last eight years. Citywide Website Video Project IT Specialist, Brandon Corthell and Misty Springer Grant Specialist gave a powerpoint presentation on the new videos for the City’s Website. Council Member McCullough stated that other communities are doing the same thing and the videos were very well done. Council Member Stokes stated it was fantastic and thanked them for doing it. Council Member Killpack stated it was well done and thinks it will draw people here to stay. Council Member Maes stated it was well done and asked if they could put it on YouTube. Mr. Corthell stated it would depend on the agreement with the company that made the videos and the sponsors that helped pay for it. Council Member Barney stated it was a wonderful set of videos. Mr. Steffen wanted to thank everyone that participated in the videos and thanked Brandon and Misty for their hard work and the time they put into it. CITIZEN REQUESTS AND OTHER COMMUNICATIONS RESOLUTIONS Countywide Consensus Block Grant Resolution SWBFY 15/16-5 Council Member Peterson moved to approve the Countywide Consensus Block Grant Resolution #SWBFY 15-16-5 in the amount of $333,678. Council Member Stokes seconded. Council Member McCullough asked if someone would come up and tell the citizens what this money will be used for. Mr. Steffen stated it was for the Shooting Range at the Police Department. City Council Proceedings December 16, 2014 Page 1 of 3 Motion carried. (7-0) Improvements Installed in the AC Addition R14-69: A resolution accepting and approving improvements installed in the AC Addition of the City of Green River, Sweetwater County, Wyoming and accepting control and maintenance of the same pursuant to the provisions of Green River Code of Ordinance, Appendix C, Section 9.c.(11) Council Member Maes moved to approve the resolution accepting the public improvements, release of a portion of the Letter of Credit, and accepting the Maintenance Bond for the improvements installed in the AC Addition as specified in the resolution. Council Member McCullough seconded. Council Member McCullough asked for someone to tell the public where the AC Addition is located and what a developer has to do when they open a subdivision like this. Mrs. Leigh stated the AC Addition is located on Hitching Post. She stated most of the improvements on the AC Addition are done. She stated it is a pretty lengthy process and listed the three steps that need to be completed. 1. Sketch Plat 2. Preliminary Plat 3. Final Plat that includes additional qualifications Motion carried. (7-0) COUNCIL ACTION ITEMS Modification to Migratable Radio Based Meter Reading System and Meters Agreement Council Member Stokes moved to approve the modification to Migratable Radio Based Meter Reading System and Meters Agreement previously awarded by Council. Council Member Killpack seconded. Council Member McCullough asked Legal Counsel if this was legal. Mr. West stated Public Works chose to bid this project requiring Performance and Payment Bonds which are only required per state statue for construction projects. This project is the installation of the software and therefor is not required to have a bond. Motion carried. (7-0) 2014 Health Reimbursement Arrangement (HRA) Adoption Agreement with Blue Cross Blue Shield of Wyoming FlexShare Council Member Barney moved to accept the 2014 Health Reimbursement Arrangement Adoption Agreement with Blue Cross Blue Shield of Wyoming FlexShare and authorize the Mayor to sign the Adoption Agreement and associated plan documents. Council Member Stokes seconded. Motion carried. (7-0) CONSENT AGENDA Council Member Killpack moved to approve the following consent agenda items. Council Member Maes seconded. Motion carried. (7-0) • Sale of Surplus – 2011 Jeep Rubicon • Write off Account Balances that have been Deemed Uncollectable • December 26, 2014 as a onetime City Holiday for our Employees • Grant Submission to Wyoming Arts Council for Crystal Classic • Approval of Minutes for November 18, 2014 Council City Council Proceedings December 16, 2014 Page 2 of 3  • Financial Reports and Payment of Bills: Prepaid Invoices = $129,616.17 Outstanding Invoices = $224,643.65 Payroll Expenditures = $386,198.29 Pre-authorization Payments = $1,067,500.00 CITY ADMINISTRATOR’S REPORT Mr. Steffen wanted to thank the Governing Body for allowing the employees to have Friday December 26th off as a holiday. CITY ATTORNEY’S REPORT Nothing to report. MAYOR AND COUNCIL REPORTS Council Member Stokes, Killpack, Maes, Barney and Peterson thanked Council Member McCullough and Mayor Castillon for their years of service and wished everyone a Merry Christmas. Council Member McCullough thanked the citizens who voted him into office three times and wished everyone a Merry Christmas. Mayor Castillon thanked the Council and the Governing Body for all their hard work and dedication the last eight years and highlighted some of the projects the governing Body accomplished. He thanked all the citizens of Green River for allowing him to serve over the last eight years. He thanked the staff and all the volunteers for all their hard work in making this Community what it is today. He also thanked his family for their support and wished everyone a Merry Christmas.
