City of Green River, City Council Proceedings for June 18, 2019, 7:00 pm, Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Lisa Maes, Tom Murphy, Robert Berg, Michael Shutran, Jim Zimmerman and Gary Killpack. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Community Development Laura Leigh, Police Chief Tom Jarvie, Fire Chief Mike Nomis, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Zimmerman moved to approve the agenda. Council Member Maes seconded, motion carried. Proclamations: (A) Flaming Gorge Days. Presentations: (A) Wyoming Wilderness Association Update. Public Hearings: (A) Proposed Budget for FYE2020. The Mayor opened the hearing at 7:26 pm. There were no other comments or concerns presented. The Mayor closed the hearing at 7:26 pm. Resolutions: (R19-11) Consideration of a Resolution Adopting the Wages for all Elected and Appointed Officials for the Fiscal Year Ending June 30, 2020. Council Member Maes moved to approve the wages for all elected and appointed officials of the City of Green River for the fiscal year ending June 30, 2020. Council Member Killpack seconded, motion carried; (R19-12) Consideration of a Resolution Adopting the Schedule of Fees for Fiscal Year 2020. Council Member Shutran moved to approve the resolution adopting the Schedule of Fees charged for services, products, licenses, rentals, etc. for the City of Green River, Wyoming for the Fiscal Year beginning July 1, 2019 and ending June 30, 2020. Council Member Murphy seconded, motion carried; (R19-13) Consideration of Resolution Making Appropriations and Adopting the Budget for Fiscal Year 2020. Council Member Zimmerman moved to approve the resolution making appropriations and adopting the budget for the City of Green River, Wyoming for the Fiscal Year beginning July 1, 2019 and ending June 30, 2020. Council Member Maes seconded, motion carried. Council Actions: (A) Consideration to Approve the Maintenance Agreements with Long Mechanical Solutions for HVAC Services to City Facilities. Council Member Shutran moved to approve and authorize the Mayor to sign the agreements with Long Mechanical Solutions to provide HVAC maintenance and repair services to the City owned facilities. Council Member Murphy seconded, motion carried; (B) Consideration to Approve Amendment #11 to the Landfill Engineering Services Agreement with Inberg Miller Engineers. Council Member Zimmerman moved to approve Amendment #11 to the Landfill Engineering Services Contract with Inberg Miller Engineers for $10,000 and authorize the Mayor to sign the agreement. Council Member Berg seconded, motion carried; (C) Consideration to Approve the Memorandum of Agreement with the Jamestown Fire Control District. Council Member Berg moved to approve the Memorandum of Agreement with the Jamestown Fire Control District and authorize the Mayor to sign the agreement. Council Member Murphy seconded, motion carried. Consent Agenda: Council Member Killpack moved to approve the Consent Agenda: (A) Issuance of Open Container Permits to the Embassy LLC., dba Embassy Tavern and the Ponderosa Bar for Flaming Gorge Days on June 28th & June 29th, 2019, from 9 am until 2 am, within the barricaded area from the Embassy Tavern’s property line to the Ponderosa Bar’s property line; (B) Issuance of Malt Beverage Permits to the Green River Chamber of Commerce for the 18th Annual River Festival on August 16, 2019, from 3 pm until midnight and August 17, 2019, from 11 am until 5 pm, at the Island Pavilion; (C) Approval of the Minutes for: June 4, 2019 Council and June 7, 2019 Special Council; (D) Approval of the Payment of Bills; Prepaid Invoices $190,274.17, Outstanding Invoices $398,218.20, Payroll Expenditures $313,390.08, Preauthorization Payments $1,065,000.00, Council Member Shutran seconded, motion carried. Adjourn to Executive Session: Council Member Killpack moved to adjourn to executive session for legal matters with no motion following at 7:58 pm. Council Member Shutran seconded, motion carried. Reconvene: Council Member Shutran moved to reconvene at 8:00 pm. Council Member Berg seconded, motion carried. Adjournment: Council Member Killpack moved to adjourn at 8:31 pm.
