City of Green River, City Council Proceedings for August 4, 2020, 7 pm, Council Chambers,
Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary
Killpack, Lisa Maes, Tom Murphy, Mike Shutran, Robert Berg, and Jim Zimmerman. The
following were present representing the City: City Administrator Reed Clevenger, Director of
Finance Chris Meats, Communications Administrator Steve Core; Director of Public Works Mark
Westenskow, Senior Building Inspector Ken Yager, Police Chief Tom Jarvie, Assistant Fire Chief
Larry Erdmann, Assistant Fire Chief Bill Robinson, Director of Parks and Recreation Brad Raney,
and City Attorney Galen West. Approval of the Agenda: Council Member Killpack moved to
remove Board and Committee Appointments Item B: Reappointment of Karl Bozner to the
Planning & Zoning Commission and Item C: Reappointment of Michael Brown to the Planning &
Zoning Commission until next meeting and approve the agenda. Council Member Maes seconded,
motion carried. Public Hearings: Public Hearing for the Proposed Language Amendment to the
City of Green River Code of Ordinances Chapter 9. The Mayor opened the hearing at 7:02 pm.
Mr. Westenskow said this amendment will allow Family Child Care Centers in R-1 & R-2 Single
Family Residential Districts by a conditional use permit. After a lengthy discussion between
council members and staff there were no other comments or concerns presented. The Mayor closed
the hearing at 7:27 pm. Board and Committee Appointments: Appointment of Pete Rust to the
Tripartite Board. Council Member Shutran moved to confirm the appointment of Pete Rust to the
Tripartite Board for a (3) three-year term beginning October 1, 2020 and expiring September 30,
2023. Council Member Killpack seconded, motion carried. Ordinances: Consideration on First
reading an Ordinance for a Proposed Language Amendment to Chapter 9, Appendix B Zoning.
Council Member Killpack moved to approve on first reading the amendment to Chapter 9,
Appendix B Zoning, Use Regulations, adding Family Child Care Center, subject to the State of
Wyoming Requirements (1.311) as a Conditional Use Permit in the R-1 & R-2 Zoning Districts
(Single Family Residential Districts). Council Member Murphy seconded, motion carried.
Resolutions: (R20-17 ) Consideration of a Resolution for the Carryover Projects for Fiscal Year
2021. Council Member Zimmerman moved to approve the resolution increasing the City Funds
for the Fiscal Year Carryover, in the amount of $4,110,700. Council Member Murphy seconded,
motion carried. Council Actions: (A) Consideration to Approve the Alcohol and Tobacco
Compliance Check Grants. Council Member Berg moved to approve the alcohol and tobacco
compliance check contracts with the Wyoming Associations of Sheriffs and Chiefs of Police for
fiscal year 2020-2021 and authorize the Mayor sign the Contracts upon approval by the City
Attorney. Council Member Maes seconded, motion carried. Consent Agenda: Council Member
Shutran moved to approve the following: (A) Approval of the Community Service Agreements for
FYE21 for the Green River Food Bank; Golden Hour Senior Center; Youth Home, Inc.;
Sweetwater Family Resource Center; Treatment Court of Sweetwater County; STAR Transit;
YWCA Family Justice Center; United Way of Southwest Wyoming and Climb Wyoming for a
total of $104,212; (B) Issuance of Open Container Permits to the Ponderosa Bar and the Embassy
LLC., dba Embassy Tavern for the Rally in the Alley on August 8, 2020 from 9 am until midnight,
within the barricaded area called “Bar Row” on E Railroad Avenue; (C) Issuance of a Catering
Permit to the Wild Horse Saloon, Inc., dba The Hitching Post Restaurant & Saloon to cater
alcoholic beverages for a wedding reception on September 12, 2020 from 3 pm until midnight at
500 Upland Way; (D) Accept the Certificate of State Grant-in-Aid from WYDOT Aeronautics
Commission for the Spaceport Day 2020 and authorize the Mayor to sign said form; (E) Approval
of the alteration for the Pondo LLC., dba The Ponderosa Bar at 41 E Railroad to allow the addition
of a gazebo and fence on the property in accordance with the 2018 Internal Building Codes as
adopted by the City of Green River and in accordance with the building/construction permit issued
by the City for such purpose; (F) Approval of Minutes for: July 7, 2020 Council and July 14, 2020
Council Workshop; (G) Approval of Payment of Bills: Prepaid $25,541.64; Outstanding Invoices
$144,858.50; Payroll Expenditures $332,752.98; Preauthorization Payments $1,065,000.00.
Council Member Berg seconded, motion carried. Adjournment: Council Member Maes moved
to adjourn at 8:27 pm. Council Member Berg seconded, motion carried.
