City of Green River, City Council Proceedings for December 15, 2020, 7 pm, held virtually through Zoom Meetings. Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Lisa Maes, Tom Murphy, Mike Shutran, Robert Berg, and Jim Zimmerman. Newly elected Council Members Sherry Bushman and George Jost were also in attendance. The following were attending representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Zimmerman moved to approve the agenda. Council Member Maes seconded, motion carried. Presentations: (A) Winner of the Plaid Friday/Small Business Saturday Promotion. Public Hearings: Public Hearing for the Transfer of the Fish Bowl LLC dba; The Fish Bowl Bowling Center Liquor License to Green River Bowling Center Inc., dba; Green River Bowling Center. The Mayor opened the hearing at 7:23 pm. There were no comments or concerns presented. The Mayor closed the hearing at 7:24 pm. Board and Committee Appointments: Reappointment of Bryce Castillon to the Green River Arts Council. Council Member Berg moved to approve the reappointment of Bryce Castillon to the Green River Arts Council for an additional 2 year term. Council Member Zimmerman seconded, motion carried. Resolutions: (R20-28) Consideration of a Resolution Modifying the Solid Waste Fund for the 2020 Green Waste Processing Project. Council Member Killpack moved to approve the budget resolution modifying the Solid Waste Fund for the 2020 Green Waste Processing Project, in the amount of $110,000. Council Member Berg seconded, motion carried. Council Actions: (A) Consideration to Approve the Transfer of the Fish Bowl LLC dba; The Fish Bowl Bowling Center Liquor License to Green River Bowling Center Inc., dba; Green River Bowling Center. Council Member Maes moved to approve the transfer of The Fish Bowl LLC dba; The Fish Bowl Bowling Center Liquor License to Green River Bowling Center Inc., dba; Green River Bowling Center for a term beginning December 16, 2020 and ending March 31, 2021, pending legal approval. Council Member Shutran seconded, motion carried. (B) Consideration to Award the 2020 Green Waste Processing Project. Council Member Zimmerman moved to award the 2020 Green Waste Processing Project to Longhorn Construction, Inc., in the amount of $109,625 and authorize the Mayor to sign the agreement. Council Member Killpack seconded, motion carried. (C) Consideration to Amend the Contract with the Wyoming Department of Health. Council Member Shutran moved to authorize the Mayor to sign the Amended Contract between the Wyoming Department of Health and the City of Green River Wastewater Treatment Plant for coronavirus 2 surveillance in wastewater. Council Member Murphy seconded, motion carried. (D) Consideration to Approve a Rate Increase for Solid Waste Services from Wyoming Waste Systems. Council Member Killpack moved to approve the Solid Waste Services rate increase from Wyoming Waste Systems effective January 1, 2021. Council Member Murphy seconded, motion carried. (E) Consideration of an Amendment to the Fiber Optics Joint Powers Agreement. Council Member Zimmerman moved to approve the third amended and restated Fiber Optics Telecommunication Cooperative Joint Powers Agreement. Council Member Maes seconded, motion carried. Consent Agenda: Council Member Maes moved to approve the following: (A) Approve the renewal of the Sewage Treatment Facilities Permit, in the amount of $1,000 and authorize the Mayor to Sign the permit renewal; (B) Approval of Minutes for: December 1, 2020 Council; (C) Approval of Payment of Bills: Prepaid Invoices $205,241.94; Outstanding Invoices $232,055.19; Payroll Expenditures $332,948.68; Preauthorization Payments $1,065,000.00. Council Member Zimmerman seconded, motion carried. Adjournment: Council Member Maes moved to adjourn at 8:17 pm.
