City of Green River, City Council Proceedings for January 5, 2021, 6:30 pm, held virtually through Zoom Meeting. Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, George Jost, Sherry Bushman, Mike Shutran, Robert Berg, and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Communications Administrator Steve Core, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad Raney and City Attorney Galen West. Approval of the Agenda: Council Member Killpack moved to approve the agenda. Council Member Berg seconded, motion carried. Oath of Office: Newley Elected Members Sherry Bushman, George Jost and Robert Berg. Recess until Meeting: Council Member Shutran moved to recess until the regularly scheduled meeting at 6:33 pm. Council member Killpack seconded, motion carried. Reconvene: Council Member Killpack moved to reconvene the council meeting at 7:02 pm. Council Member Zimmerman seconded, motion carried. Proclamations: (A) Cervical Health Awareness Month; (B) Human Trafficking Prevention Month. Presentations: Service Recognition of Council Members Lisa Maes and Tom Murphy. The Mayor said this will be postponed for another date. Board and Committee Appointments: Appointment of Two Council Members to the Finance Committee. Council Member Zimmerman moved to confirm the Mayor’s appointment of Council Member Killpack and Council Member Shutran to the Finance Committee beginning January 1, 2021 and ending December 31, 2021. Council Member Bushman seconded, motion carried. Resolutions: (R21-01) Consideration of a Resolution Establishing and Officially Designating Bank Depositories for the City of Green River. Council Member Berg moved to approve the resolution officially establishing and designating bank depositories for the purpose of earning a secured rate of return for the City of Green River. Council Member Killpack seconded, motion carried with Council Member Shutran abstaining. Council Actions: (A) Consideration to Award the Bid to Long Building Technologies, Inc. for the Recreation Center Condenser Replacement Project. Council Member Killpack moved to award the bid to Long Building Technologies, Inc., in the amount of $55,642 and authorize the Mayor to sign said agreement, pending legal review. (B) Consideration of the Ratification of an Agreement with AquaVitas, LLC. Council Member Zimmerman moved to ratify the agreement signed by the Mayor with AquaVitas, LLC. to provide testing of the City’s wastewater for SARS-CoV-2 and novel coronavirus. Council Member Bushman seconded, motion carried. (C) Consideration of the Election of Council President and Vice-President. Council Member Zimmerman moved to elect Council Member Killpack as Council President and Council Member Shutran seconded, motion carried. Council Member Killpack moved to elect Council Member Shutran as Council Vice-President. Council Member Jost seconded, motion carried. Consent Agenda: Council Member Shutran moved to approve the following: (A) Horse corral lease agreement with Adam Myers for corrals #6 & #7; (B) Horse corral lease agreement with Terald Pollock for corral #80; (C) Issuance of a Catering Permit to the Embassy LLC. dba; Embassy Tavern to cater alcoholic beverages at the Music for Vets event on Saturday, January 9, 2021, from 5 pm until midnight at the Island Pavilion; (D) Approval of Payment of Bills: Prepaid Invoices $175,953.66; Outstanding Invoices $156,978.67; Payroll Expenditures $331,458.80; Preauthorization Payments $1,065,000.00. Council Member Berg seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:32 pm.
