City of Green River, City Council Proceedings for May 4, 2021, 7 pm, City Hall Council Chambers, Mayor Pete Rust called the meeting to order. The following Council Members were present: Gary Killpack, Sherry Bushman, George Jost, Mike Shutran, Robert Berg, and Jim Zimmerman. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core, Director of Public Works Mark Westenskow, Senior Building Inspector Ken Yager, Police Chief Tom Jarvie, Assistant Fire Chief Larry Erdmann, Director of Parks and Recreation Brad Raney and Acting City Attorney Tammy Harris. Approval of the Agenda: Council Member Shutran moved to approve the agenda. Council Member Bushman seconded, motion carried. Proclamations: (A) Arbor Day; (B) Building Safety Month; (C) Green River Clean Up Day; (D) National Police Week; (E) Older Americans Month. Presentations: General Legislation Update – Mark Baker. Board and Committee Appointments: Reappointment of Dan Chetterbock to the Parks & Recreation Advisory Board. Council Member Zimmerman moved to confirm the Mayor’s reappointment of Dan Chetterbock to the Parks & Recreation Advisory Board for a three (3) year term beginning May 1, 2021 and expiring April 30, 2024. Council Member Killpack seconded, motion carried. Resolutions: (R21- 04) Consideration of a Resolution Recognizing May 9th through the 15th as National Economic Development Week. Council Member Killpack moved to approve the resolution recognizing May 9th through the 15th, 2021 as National Economic Development Week. Council Member Bushman seconded, motion carried. (R21-05) Consideration of a Resolution to Approve a Special Use Permit Allowing an Eight (8) Foot Maximum Height Security Fence with Barbed Wire to be located at 2670 Hitching Post. Council Member Shutran moved to approve the resolution granting approval of the Special Use Permit filed by the City of Green River Environmental Systems Division, to allow for an eight (8) foot maximum height security fence with six (6) foot chain link barbed wire along the top, to be located at 2670 Hitching Post Drive, Green River, Wyoming. Council Member Bushman seconded, motion carried. Council Actions: (A) Consideration of the Dissolution of the Communities Protecting the Green Committee. Council Member Bushman moved to authorize the dissolution of the Communities Protecting the Green Committee. Council Member Killpack seconded, motion carried; (B) Consideration to Approve the Cooperative Agreement between Sweetwater County, The City of Rock Springs and the City of Green River to form the Sweetwater County Water Users Coalition. Council Member Killpack moved to authorize the Mayor to sign the Cooperative Agreement between Sweetwater County, the City of Rock Springs and the City of Green River to form the Sweetwater County Water Users Coalition. Council Member Shutran seconded, motion carried; (C) Consideration to Appoint the Board Members to the Newly Formed Sweetwater County Water Users Coalition. Council Member Jost moved to confirm the Appointments of Jason Palmer as the Green River member, Bryan Seppie and Richard Mathey as County at large members to the Sweetwater Water Users Coalition. Council Member Berg seconded, motion carried. Consent Agenda: Council Member Shutran moved to approve the following items: (A) Approval of the amended Trade Agreement between the Radio Network and Green River Recreation Center for the addition of a membership and a change of an adult membership to a senior membership; (B) Approval to release the retainage for the 2020 Green Waste Processing Project to Longhorn Construction, Inc., in the amount of $4,882.25; (C) Authorize the transfer of the Wild Horse Saloon, Inc., dba the Hitching Post Saloon liquor license to cater alcoholic beverages at the Duck’s Unlimited Banquet on May 15, 2021, from 3 pm until midnight, at the Sweetwater County Events Complex Main Hall, pending approval by the Rock Springs City Council; (D) Approval to Transfer the Wild Horse Saloon, Inc. dba The Hitching Post Saloon Liquor License to cater alcoholic beverages at the Tucker and Apperson Wedding on May 15, 2021, from 3 pm until midnight, at the Sweetwater County Events Complex Small Hall, pending approval by the Rock Springs City Council; (E) Approval of an agreement with Long Building Technologies for Exacq VMS Licensing and upgrade, in the amount of $4,022; (F) Approval of an agreement with Long Building Technologies for the S2 Licensing and maintenance, in the amount of $11,882; (G) Approval of the agreement with Long Building Technologies for the S2 Badge printing module and licensing, in the amount of $4,853; (H) Approval of Minutes for: April 13, 2021 Council Workshop; (I) Approval of Payment of Bills: Prepaid Invoices $160,781.24, Outstanding Invoices $133,281.51, Payroll Expenditures $623,062.71 and Preauthorized Payments $1,065,000.00. Council Member Bushman seconded, motion carried. Adjournment: Council Member Shutran moved to adjourn at 7:45 pm.
