City of Green River, City Council Workshop Proceedings for September 28, 2021, 6:30 pm,
in Council Chambers, Mayor Pete Rust called the meeting to order. The following Council
Members were present: Gary Killpack, Robert Berg, Sherry Bushman, Mike Shutran, George Jost
and Jim Zimmerman. The following were present representing the City: City Administrator Reed
Clevenger, Director of Public Works Mark Westenskow, Police Chief Tom Jarvie and Public
Affairs & Grants Manager Ryan Rust. Presentations: (A) Management of Deer within City
Limits. Reed gave a brief presentation on the history and status of deer in the community along
with what directions each council has taken. Council members consensus is that there is not a
problem with deer in the city because the numbers are staying the same and there has not been any
reported safety incidents involving deer and people or other animals. They would like to see
education efforts take place so that the community can understand what is going on with the deer
population. Council members suggested staff should work with other agencies in an effort to get
everyone educated. The Public Works Department was able to put new signs up for deer crossings
on the common streets where most issues happen and it has helped. (B) Diversion Dam Repairs.
Mark said he attended a meeting with Rocky Mountain Power and they would like to do some
repairs to the breach on the side of the dam. Their goal is to keep as much water in the main channel
that they can. Council agreed that it was great if they want to fix that portion of the dam because
then any funding the City receives can be used for other things that need to be done. Mark also
said they will be replacing lightbulbs in street lights on E Teton next week and will need some
traffic control so be aware of slower traffic in the area. (C) Safety issues on E Teton street by
Edgewater Park. Gary mentioned street safety concerns on E Teton Street by Edgewater Park
where the drainage bump is. He said people speed up to go over the bump and it could lead to
someone getting hurt. Mark said he will do some research and gather data to see what can be done.
