The following Council Members were present: Jessica Maser, Mike Shutran, Sherry Bushman, and Ron Williams. The following were present representing the City: City Administrator Reed Clevenger, Director of Finance Chris Meats, Director of Public Works Mark Westenskow, Director of Human Resources Cari Kragovich, Communications Administrator Steve Core, Police Sergeant Lars Nandrup, Assistant Fire Chief Larry Erdmann, Assistant Fire Chief Bill Robinson, Director of Parks & Recreation Katie Duncombe and City Attorney Galen West. Workshop Agenda: Discussion on the Fiscal Year 2026 Budget. Approval of the Agenda: Council Member Maser moved to move the Preauthorization Payments from the Consent Agenda to Council Action Item D. Council Member Williams seconded, motion carried. Council Member Shutran moved to add an Executive Session for personnel and possible litigation. Council Member Bushman seconded, motion carried. Council Member Shutran moved to approve the agenda as amended. Council Member Bushman seconded, motion carried. Proclamations: (A) Arbor Day; (B) Building Safety Month; (C) Green River Clean-up Week; (D) National Public Works Week; (E) Nurses Week; (F) National Economic Development Week. Resolutions: (R25-06) Consideration of a Resolution Accepting a Donation from The American Legion Post 28. Council Member Shutran moved to approve the resolution accepting a restricted donation, in the amount of $3,000 from The American Legion Post 28 to be used exclusively for the refurbishment of the Military Tank at Veterans Park. Council Member Williams seconded, motion carried with Council Member Bushman abstaining. Council Action Items. (A) Consideration to Award the Bid for the 2025 Cape Seal Project. Council Member Bushman moved to award the bid for the 2025 Cape Seal Project to Morgan Industries, Inc., in the amount of $669,404.20, including the Schedules Base, A, and B, and authorize the Mayor to sign the agreement. Council Member Maser seconded, motion carried; (B) Consideration of an Agreement with the Wyoming Department of Criminal Investigation (DCI) to continue providing Fingerprint Background Checks for City Employees working in Youth Programs. Council Member Maser moved to approve the NCPA/VCA user agreement with the Wyoming Division of Criminal Investigation and authorize the Mayor to sign the documents. Council Member Shutran seconded, motion carried; (C) Consideration to Approve the Habitat Management Plan for Scott’s Bottom Nature Area at FMC Park. Council Member Shutran moved to approve the Habitat Management Plan for Scott’s Bottom Nature Area (FMC Park) as presented. Council Member Williams seconded, motion carried; (D) Consideration of the Preauthorization Payments, in the amount of $1,085,000.00. Council Member Bushman moved to approve the Preauthorization Payments List, in the amount of $1,085,000.00 as presented. Council Member Maser seconded, motion carried with Council Member Williams voting against. Consent Agenda: Council Member Shutran moved to approve the following items: (A) Approval of the renewal of the lease with PacifiCorp for an additional 5 years and authorize the Mayor to send a letter confirming the authorization; (B) Approval of the agreement between the City of Green River and Rodger DiTarando for the purchase of two otter sculptures and one birdbath, in the amount of $9,100; (C) Approval of the agreement with the Green River High School Speech & Debate Team for $1,000 for services to cleanup City property; (D) Approval of the quote and the terms and conditions from Midgley-Huber, Inc. for the purchase and installation of the LG mk V unit at the Police Department; (E) Approval to submit a PacifiCorp Foundation Environmental Respect Grant application requesting $5,000 to enhance habitat and preserve water on City property; (F) Horse corral lease agreement with Michael Trevena for corral #5; (G) Approval of the utility review committee’s recommendation crediting utility account 3215-001, in the amount of $655.50; (H) Docusign Envelope ID: 6571A509-5D2B-4F29-AE10-564FD0FE27AC Issuance of a catering permit to The Park Lounge to cater alcoholic beverages at the Adult Dance Party on May 17, 2025, from 7 pm until midnight, at the Island Pavilion; (I) Issuance of a catering permit to The Park Lounge to cater alcoholic beverages at the Ware Wedding on August 2, 2025, from 4 pm until midnight, at the Island Pavilion; (J) Issuance of an open container permit to The Tomahawk, LLC dba The Tomahawk Tavern for the Teacher Appreciation Day on May 9, 2025, from 3 pm until 8 pm located on 68 N 1st East Street sidewalk only; (K) Approval of Minutes from: April 15, 2025 Council; (L) Approval of Payment of Bills: Prepaid Invoices $61,157.54, Outstanding Invoices $760,102.32, Payroll Expenditures $669,118.73 and Preauthorized Payments $1,085,000.00. Council Member Williams seconded, motion carried. Adjourn to Executive Session: Council Member Shutran moved to adjourn to executive session for personnel and litigation at 7:50 pm. Council Member Williams seconded, motion carried. Reconvene: Council Member Shutran moved to reconvene the council meeting at 9:33 pm. Council Member Williams seconded, motion carried. We will bill you for any fees at that time, if any. To withdraw your consent with City of Green River To inform us that you no longer wish to receive future notices and disclosures in electronic format you may: i. decline to sign a document from within your signing session, and on the subsequent page, select the check-box indicating you wish to withdraw your consent, or you may; ii. send us an email to tsmith@cityofgreenriver.org and in the body of such request you must state your email, full name, mailing address, and telephone number. We do not need any other information from you to withdraw consent.. The consequences of your withdrawing consent for online documents will be that transactions may take a longer time to process.. Required hardware and software The minimum system requirements for using the DocuSign system may change over time. Acknowledging your access and consent to receive and sign documents electronically To confirm to us that you can access this information electronically, which will be similar to other electronic notices and disclosures that we will provide to you, please confirm that you have read this ERSD, and (i) that you are able to print on paper or electronically save this ERSD for your future reference and access; or (ii) that you are able to email this ERSD to an email address where you will be able to print on paper or save it for your future reference and access.
