CITY COUNCIL MEETING OCTOBER 25, 2021 The Greenville City Council convened in the Council Chamber of City Hall on Monday, October 25, 2021, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Ed Sims, Joseph West, and Jae’Ques Brown. Councilmember Bryan Reynolds and Boris Thigpen was absent. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on October 11, 2021. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for October 11, 2021, as drafted . Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. NEW BUSINESS: RESOLUTION 2021-59. TO APPROVE QUARTERLY REPORTS FOR QUARTER ENDING SEPTEMBER 30, 2021. Councilmember Brown moved to adopt Resolution 2021-59 approving the quarterly reports for quarter ended September 2021. Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2021-60. TO AUTHORIZE PURCHASE OF PROPERTY ON SHERLING LAKE ROAD. Councilmember West moved to adopt Resolution 2021-60 authorizing the purchase of real estate parcels located on Sherling Lake Road (Bartram Trail Estates) for $22,500.00 plus closing costs. These parcels will be used to install sewer lines from Sherling Lake Road to Sherling Lake Campground without boring under Highway 263. Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. APPROVAL OF EXPENDITURES: Councilmember Brown made a motion to approve the following expenditures: GREENVILLE EQUIPMENT CENTER - $10,384.22 (BUDGETED ITEM) LAZER X SERIES ZERO TURN MOWER FOR RECREATION Councilmember Sims seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. OTHER BUSINESS: BOARD APPOINTMENT WEED AND DEBRIS VIOLATIONS:  A. LILLIAN MCPHERSON C/O EDWINA WOMACK 374 EAST WORLD ST 10 08 06 23 4 006 004.000 B. ADOR LOT BESIDE 161 W PARMER 10 08 06 23 4 004 004.001 Councilmember West moved to proceed to the next step of compliance for weed and debris violations on item B and to approve a 10 day extension for item A pursuant to the City’s Code of Ordinances, and thereby authorize properties to be cleared at the owners ’ expense and the City Clerk to bill property owner for services. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next council meeting will be held Monday November 8, 2021.
