CITY COUNCIL MEETING NOVEMBER 22, 2021 The Greenville City Council convened in the Council Chamber of City Hall on Monday, November 22, 2021, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Joseph West, Jae’Ques Brown, and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on November 8, 2021. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember Thigpen moved to dispense with the reading of the minutes and approve the minutes for November 8, 2021, as drafted . Councilmember West seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. NEW BUSINESS: RESOLUTION 2021-64. A RESOLUTION APPROVING MERCHANT APPLICATION AND REAL PROPERTY OWNER APPLICATION FOR THE DOWNTOWN REVITALIZATION GRANT PROGRAM AS SUBMITTED BY CRAIG WALLER D/B/A GREENVILLE 24 HOUR FITNESS . Mayor McLendon called on Dee Blackmon to explain Resolution 2021-64. She explained that the downtown revitalization grant program was adopted on June 8, 2015, which allows merchant and real property owners to be eligible for a monetary grant from the City of Greenville in an amount of four percent (4%) of sales tax of all construction supplies and materials used in remodeling which were purchased within the city limits. Councilmember Sims moved to adopt Resolution 2021-64 approving merchant application and real property owner application for the downtown revitalization grant program as submitted by Craig Waller D/B/A Greenville 24 hour Fitness . Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2021-65. A RESOLUTION AUTHORIZING CITY OF GREENVILLE AND FIRE DEPARTMENT ’S APPLICATION FOR A GRANT THROUGH THE ALABAMA LAW ENFORCEMENT AGENCY HOMELAND SECURITY GRANT. Mayor McLendon called on Chief Warrick to explain Resolution 2021-65. Chief Warrick stated this Homeland Security Grant application is for a $16,800.00 emergency operation command trailer with no local match required. Councilmember West moved to adopt Resolution 2021-65 authorizing City of Greenville and Fire Department ’s application for a grant through the Alabama Law Enforcement Agency Homeland Security Grant. Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2021-66. A RESOLUTION AUTHORIZING THE POLICE DEPARTMENT TO MAKE APPLICATION FOR A 2022 EDWARD BYRNE MEMORIAL FUND JUSTICE ASSISTANCE GRANT. Mayor McLendon called on Chief Justin Lovvorn to explain Resolution 2021-66. This resolution authorizes the city to apply for 18 tasers and accessories though the Edward Byrne Memorial Fund Justice Assistance Grant. This grant is up to $24,000.00 with no local match required. Councilmember Brown moved to adopt Resolution 2021-66 authorizing the Police Department to make application for a 2022 Edward Byrne Memorial Fund Justice Assistance Grant. Councilmember West seconded the emotion. Mayor McLendon announced the motion passed with unanimous vote of the Council. RESOLUTION 2021-67. A RESOLUTION AUTHORIZING THE FIRE DEPARTMENT TO MAKE APPLICATION FOR A GRANT THROUGH THE MID-SOUTH RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL. Mayor McLendon called on Chief Tim Warrick to explain Resolution 2021-67. This resolution authorizes the city to apply for a fire extinguisher training system. The Greenville Fire Department is eligible for a one hundred percent grant through Mid-South Resource Conservation and Development Council in the amount of $26,800.00. Councilmember Reynolds moved to adopt Resolution 2021-67 authorizing the Fire Department to make application for a grant through the Mid-South Resource Conservation and Development Council . Councilmember Sims seconded the emotion. Mayor McLendon announced the motion passed with unanimous vote of the Council. APPROVAL OF EXPENDITURES: Councilmember Reynolds made a motion to approve the following expenditures: LEE ELECTRIC - $4,946.00 (BUDGETED ITEM) REPLACE AC AND HEATING SYSTEM IN RITZ THEATER Councilmember Brown seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. OTHER BUSINESS: BOARD APPOINTMENT Councilmember Sims moved to approve the following Board Appointments : GREENVILLE HOUSING AUTHORITY – RE-APPOINT JANA EALUM Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. WEED AND DEBRIS VIOLATIONS: ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next council meeting will be held Monday December 13, 2021. Due to the Christmas Holiday, the December 27th Council meeting will be held on December 20th.
