CITY COUNCIL MEETING August 28, 2023 The Greenville City Council convened in the Council Chamber of City Hall on Monday, August 28, 2023, at 5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Ed Sims, Joseph West, and Boris Thigpen. Councilmembers Bryan Reynolds and Jae’Ques Brown were absent. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Eddie Cook delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on August 14, 2023. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for August 14, 2023, as drafted . Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. PROCLAMATIONS and PRESENTATIONS : NEW BUSINESS: APPROVAL OF EXPENDITURES: Mayor McLendon explained the following expenditures and asked if anyone had questions or comments. Hearing none, Councilmember Sims made a motion to approve the following expenditures: BIG PINE BUILDERS - $5,838.36 INSURANCE REIMBURSEMENT TO REPLACE LOCKERS FOR FIRE DEPARTMENT DONOHOO TAHOE - $139,064.04 BUDGETED ITEM FOUR (4) 2023 TAHOES FOR THE POLICE DEPARTMENT CAVANAUGH MCDONALD CONSULTING - $7,903.00 BUDGETED ITEM GASB NO. 75 REPORT OF THE HEALTH CARE PLAN HUDSON FUNERAL HOME - $3,655.00 REPAIR GRAVES DUE TO STORM DAMAGE AT MAGNOLIA CEMETERY LEE ELECTRIC - $10,751.00 TO BE PAID FROM 2020 A BOND FUND PURCHASE AND INSTALLATION OF FIVE-TON CARRIER HEAT PUMP AT THE POLICE DEPT. REVEAL - $4,220.00 BUDGETED ITEM CAMERA SOFTWARE LICENSE SUPPORT AND MAINTENANCE FOR POLICE DEPT. Councilmember West seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. WEED AND DEBRIS VIOLATIONS: A. CARNELL MARY ANITA & ANDRA 310 SOUTH PARK ST 10 08 06 23 1 007 028.000 B. KAJA HOLDINGS 2 LLC 214 SECOND ST 10 08 06 13 4 000 015.000 C. MARTIN HORACE 311 DUNKLIN ST 10 08 06 23 1 004 030.000 Councilmember West moved to proceed to the next step of compliance for weed and debris violations pursuant to the City’s Code of Ordinances, and thereby authorize properties to be cleared at the owners ’ expense and the City Clerk to bill property owner for services . Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. BOARD APPOINTMENTS: OTHER BUSINESS: ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next council meeting would be held Monday, September 11, 2023.
