CITY COUNCIL MEETING
September 11, 2023
The Greenville City Council convened in the Council Chamber of City Hall on Monday, September
11, 2023, at 5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting
to order. City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members
present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Joseph West, Jae’Ques
Brown, and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to
the American Flag. Councilmember Jae’Ques Brown delivered the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the proposed
minutes for the Regular Council Meeting held on August 28, 2023. He asked if there were any
additions, deletions or amendments to the minutes as presented.
Councilmember West moved to dispense with the reading of the minutes and approve the
minutes for August 28, 2023, as drafted . Councilmember Reynolds seconded the motion. Mayor
McLendon announced the motion carried with a unanimous vote of the Council.
PROCLAMATIONS and PRESENTATIONS :
NEW BUSINESS:
RESOLUTION 2023-29. A RESOLUTION APPROVING ABC SPECIAL EVENTS LICENSE
FOR THE GREENVILLE AREA CHAMBER OF COMMERCE D/B/A FALL SUPPER SOCIAL.
Mayor McLendon explained this resolution is to approve an Alabama Beverage Control special
event license for the Greenville Area Chamber of Commerce. This event is for their Fall Supper
Social on October 19, 2023. Mayor McLendon asked if anyone has questions or comments.
Hearing none, Councilmember Sims moved to adopt Resolution 2023-2 9 approving ABC special events
license for the Greenville Area Chamber of Commerce D/B/A Fall Supper Social. Councilmember Brown
seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the
council
RESOLUTION 2023-30. A RESOLUTION APPROVING CHANGE ORDER #2 TO RAY
ENVIRONMENTAL FOR THE BROWNFIELD CLEANUP GRANT.
Mayor McLendon asked Dee Blackmon to explain. This resolution is to execute change order
number 2, which is to increase the original contract with Ray Environmental Contracting, LLC by
$103,529.50 resulting in a revised contract amount of $213,888.32. This increase is for hauling
the building debris off. Mayor McLendon asked if anyone has questions or comments.
Hearing none, Councilmember Reynolds moved to adopt Resolution 2023-30 to approve change order
#2 to Ray Environmental for the Brownfield Cleanup Grant. Councilmember Brown seconded the motion.
Mayor McLendon announced the motion carried with a unanimous vote of the council
RESOLUTION 2023-31. A RESOLUTION APPROVING THE SLOPE STABILIZATION AND
DRAINAGE IMPROVEMENTS CHANGE ORDER AND FINAL CLOSEOUT.
Mayor McLendon asked Dee Blackmon to explain Resolution 2023-31. She explained this is for
change order number 2, which is the final summary change order for the drainage improvement
project, final payment of retainage ($49,363.05) and project close out. Mayor McLendon stated
this is the location between Greenville Storage, Fire Station 2, and Knollwood Subdivision. Mayor
McLendon asked if anyone has questions or comments.
Hearing none, Councilmember West moved to adopt Resolution 2023-31 to approve the Slope
Stabilization and Drainage Project final summary change order, payment of retainage and final project
closeout. Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried
with a unanimous vote of the council
APPROVAL OF EXPENDITURES:
Mayor McLendon explained the following expenditures and asked if anyone had questions or
comments. Hearing none, Councilmember Reynolds made a motion to approve the following
expenditures:
GRANICUS - $4,514.74 (BUDGETED ITEM)
PERMITTING SYSTEM FOR BUILDING DEPARTMENT
BILL JACKSON CHEVROLET GMC INC. - $46,365.00
2023 CHEVROLET 1500 SILVERADO FOR PARKS & RECREATION
Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion passed
with unanimous vote of the Council.

Mayor McLendon announced the next council meeting would be held Monday, September 25,
2023. With no further business or announcements, Mayor McLendon adjourned the meeting at
5:36 p.m.
