Borough of Greenville Council Minutes 11-12-13 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, November 12, 2013 at 6:30 p.m. 1. Call to Order Brian W. Shipley, Council President 2. Invocation: Jasson Urey, Borough Manager Flag Salute led by Council President Pro Tempore, Theodore Jones 3. Roll Call: Brian W. Peden, Councilor Donald B. Shaw, Councilor Joshua Stephens, Mayor – absent Jasson W. Urey, Borough Manager James E. Douglas, J. Public Comments Jason Barger, Greenville, spoke on the Non-Owner Occupied Property Inspection and Licensing ordinance. Approval of Minutes Motion by Councilor Shaw, seconded by Councilor Auchter, that the October 01, 2013, October 08, 2013, and October 28, 2013 minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Jones, seconded by Councilor Peden, to approve the monthly budget report. Mr. Urey stated that we are on track for this time of year and that we should end on a positive note. He added that we are watching spending like we always do at this time of year. Motion carried. 7. Bills for Approval Payroll $198,277.62 Administration 18,557.06 Police 79,008.99 Fire 63,497.52 Code 3,367.79 Public Works 30,719.38 Airport 2,066.02 Parks 2,525.71 Sewer 119,229.55 Total $517,249.64 Motion by Councilor Peden, seconded by Councilor Auchter, to pay the bills as presented. Motion carried. 8. Approval of department and staff reports A. Financials – October B. Code – October C. Police – September D. Police – October E. Fire – October Motion by Councilor Shaw, seconded by Councilor Auchter, to accept the monthly reports as presented. President Shipley told Chief Thompson that he likes the revised fire report. Motion carried. 9. Mayor report None. 10. Council Committee reports Councilor Jones reported that the Farmer’s Market is now closed and that they had a good year. Strayhaven is at full capacity. Councilor Jones said that he will be taking back over the Junior 2 Borough of Greenville Council Minutes 11-12-13 Councilor Program until his term ends at the end of December. He added that he would like the see the Junior Councilor’s picture, e-mail, and phone number on the website along with their names on role call for the agenda. Councilor Shaw reported that the East Side Water project is almost completed. He added that they are going to install a second river crossing which should be completed by the first of the year. Councilor Auchter reported that the Sanitary meeting will be held on Thursday, November 14th at 6pm in Council Chambers. 11. Unfinished Business A. Motion by Councilor Shaw, seconded by Councilor Peden, for a first and final reading of Ordinance 1524 on Amending Open Burning. Motion carried. Mr. Urey read the ordinance aloud. B. Motion by Councilor Peden, seconded by Councilor Shaw, to enact Ordinance 1524 on Amending Open Burning. Motion carried. 12. New Business A. Motion by Councilor Auchter, seconded by Councilor Peden, to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and nineteen (19) permanent exonerations in the amount of $95.00 from the Greenville tax office. Motion carried. B. Motion by Councilor Shaw, seconded by Councilor Auchter, to advertise the 2014 proposed budget. Motion carried. C. Motion by Councilor Auchter, seconded by Councilor Shaw, to advertise Ordinance 1525 establishing the 2014 General Purposes Tax Rate (21.5 mills). Motion carried. D. Motion by Councilor Peden, seconded by Councilor Auchter, to advertise Ordinance 1526 establishing the 2014 General Tax Rate for Indebtedness (8.58 mills). Motion carried. E. Motion by Councilor Shaw, seconded by Councilor Peden, to advertise Ordinance 1527 establishing the 2014 Earned Income Tax Rate (lowering rate 1.28% for residents, 1.185% for non-residents. Current rates are 1.56% for resident and 1.37% for non-residents). Motion carried. F. Motion by Councilor Auchter, seconded by Councilor Peden, to accept the recommendation from Code Committee to advertise Ordinance 1528 Non-Owner Occupied Property Inspection and Licensing. Motion carried. G. Motion by Councilor Auchter, seconded by Councilor Shaw, to advertise Ordinance 1529 ACT 47 Revised Recovery Plan Amendment. Motion carried. H. Motion by Councilor Shaw, seconded by Councilor Peden, to advertise Ordinance 1530 Amending Penn Avenue Parking. Motion carried. 3 Borough of Greenville Council Minutes 11-12-13 I. Motion by Councilor Auchter, seconded by Councilor Peden, to advertise Ordinance 1531 Occupancy Registration. Motion carried. J. Motion by Councilor Shaw, seconded by Councilor Peden, to accept the resignation of Amy Hollowell from the Zoning Hearing Board. Motion carried. K. Motion by Councilor Shaw, seconded by Councilor Auchter, to advertise the following open board seats which will expire December 31, 2013: Airport Commission (All Members) – 1 year term Civil Service Commission (one seat) – 6 year term Code Appeals Board (one seat) – 5 year term Consistency Review Committee (two seats) – 3 year term Planning Commission (one seat) – 4 year term Water Authority Board (one seat) – 5 year term Zoning Hearing Board (three seats) – 3 year term Motion carried. L. Motion by Councilor Auchter, seconded by Councilor Peden, to accept the recommendation from Lawrence County Social Services Inc. to proceed with housing rehabilitation at 35 N. Third Street. Motion carried. M. Motion by Councilor Shaw, seconded by Councilor Auchter, to accept the recommendation from Lawrence County Social Services Inc. to proceed with housing rehabilitation at 116 S. Second Street. Motion carried. N. Motion by Councilor Jones, seconded by Councilor Shaw, to accept the recommendation from the Street Committee to accept the Road Priority Program. Motion carried. O. Motion by Councilor Auchter, seconded by Councilor Jones, to accept the recommendation from the Borough Manager to hire additional part-time fire fighters. Motion carried. P. Motion by Councilor Peden, seconded by Councilor Shaw, to accept the recommendation from the Borough Manager to renew the lease agreement on 185 Hamburg Road for 1 year. Motion carried. Q. Motion by Councilor Peden, seconded by Councilor Auchter, to enact Resolution 2013-16 for authorized signature for airport grant agreements. Motion carried. President Shipley said that the Resource Officer for the school has been taken off the agenda. Greenville school might be looking in a different direction. He also added that in case anyone is new, the reason council did not have any discussion about the motions, is because they did all of their discussions at Thursday’s work session and tonight’s meeting is just voting. 4 Borough of Greenville Council Minutes 11-12-13 Mr. Urey said that Resolution 2013-15 was removed from the agenda and will be on next month’s agenda so that it can be voted on at the same time as Ordinance 1528. 13. Council Comments Councilor Jones said that he wants the Junior Councilors to speak during the meeting. He also said about how they should organize special events for young people. Councilor Auchter congratulated the Greenville football team. She also mentioned the terrible car accident last weekend with the Sharon football players and that our thoughts and prayers go out to them. 14. Mayor’s Comments None. 15. Junior Councilors Comments None. 16. Council President Comments President Shipley welcomed Paige Fay. He thanked Council for making the effort and being at the special council meeting. President Shipley also thanked Caleb Stright for the article in the paper on the special meeting. He added that there is a special meeting on November 26th at 6:00pm in Council Chambers to adopt the 2014 budget. 17. Borough Manager Comments Mr. Urey said that the Christmas light up parade will be on Saturday, December 7th at 5:30pm and will follow the same route as previous years. 18. Adjournment to Executive Session Having no other business before council, motion by Councilor Jones, seconded by Councilor Shaw, to adjourn the meeting to executive session to discuss a legal matter at 7:08pm. Motion carried. 19. Adjournment from Executive Session Motion by Councilor Jones, seconded by Councilor Shaw, to adjourn from executive session at 7:38pm. Motion carried. 20. Adjournment Having no other business before council, motion by Councilor Shaw, seconded by Councilor Peden, to adjourn the meeting at 7:40pm. Motion carried.
