Public Comments Resident – Bonnie Riggs, Highrise – She had a petition asking for a stop/blinker light at the intersection of Main Street and Penn Avenue due to the death of a woman at this intersection two (2) weeks ago. Council President Shipley said that the request will be given to the Street Committee to review, Council will then have to act upon the recommendation of the Street Committee. If Council decides to move forward with it, then PennDot will come out and do a traffic study. Brian Hobson, Highrise – Spoke on the crosswalk at the intersection of Main Street and Penn Avenue. Carol Johnson, Highrise – Spoke on the crosswalk at the intersection of Main Street and Penn Avenue. Terry Sarcinella, Highrise – Spoke on the crosswalk at the intersection of Main Street and Penn Avenue. Council President Shipley said that the police department will do what they can but that they only have 2-3 officers on a shift and they patrol the Borough as well as West Salem Township. Non-Resident – None. Mr. Randy Olon gave a presentation for the Greenville Memorial Pool Committee. 5. Approval of Minutes Motion by Councilor Peden, seconded by Councilor Zuschlag, that the March 11, 2014 minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Auchter, seconded by Councilor Peden, to approve the monthly budget report. Mr. Urey stated that our year to date deficit is $142,513.24. He said that it is common for this time of year. Mr. Urey said that next month will show a large surplus due to real-estate tax revenue starting to come in. Motion carried. 7. Bills for Approval Payroll $132,015.03 Administration 25,624.17 Police 25,337.16 2 Borough of Greenville Council Minutes 4-8-14 Fire 12,164.48 Code 1,547.54 Public Works 17,266.09 Airport 2,859.79 Parks 4,527.99 Sewer 131,453.33 Total $352,795.58 Motion by Councilor Hollowell, seconded by Councilor Auchter, to pay the bills as presented. Motion carried. 8. Approval of department and staff reports A. Financials – March B. Code – March C. Fire – March D. Police – March Department Head Comments Code/Street Departments: Lyle Huffman  Still working on 2013 rental inspections.  Street department is working on pot holes.  The Chamber of Commerce raised funds for electrical upgrades for Riverside Park in the triangle to better support the events. The work will be taking place this week. Police/Fire Departments: Jeff Crede  Nothing to present at this time. Motion by Councilor Peden, seconded by Councilor Hollowell, to accept the monthly reports as presented. Motion carried. 9. Mayor report Mayor Stephens said the library had their wine tasting fundraiser and that it was the most successful to date. He also said that Spring Into Action day is this Sunday at 10am at Riverside Park by the nature trail if anyone would like to volunteer. 10. Council Committee reports Councilor Hollowell said that the Railroad Park is moving ahead on their gift shop expansion and storage shed projects; she added that they are looking for volunteers. She said that Strayhaven hired an interim director and that they are still looking for a manager. Councilor Auchter said that the Sanitary meeting will be Thursday at 6pm in Council Chambers. She said that there was nothing note worthy from the Mercer County Regional Planning Commission. Councilor Zuschlag said that the Mercer County Council of Governments (MCCOG) is in need of part-time drivers for the Mercer County Transit. She said that the Greenville Police Department 3 Borough of Greenville Council Minutes 4-8-14 will be getting an updated live scan fingerprinting device. Councilor Zuschlag also said that they are looking into purchasing equipment that will check the reflectivity of street signs. Councilor Bailey said the Planning Commission will be working on two (2) issues: 1. Residential dwelling being on the first floor in the downtown business district. 2. Some spot zoning issues. He said that he will bringing things back to council when they are finished reviewing them. 11. Unfinished Business A. Motion by Councilor Hollowell, seconded by Councilor Auchter, for a first and final reading of Ordinance 1533 Sewer Lateral Inspections. Motion carried. Mr. Urey read the ordinance aloud. B. Motion by Councilor Peden, seconded by Councilor Hollowell, to enact Ordinance 1533 Sewer Lateral Inspections. Motion carried. 12. New Business A. Motion by Councilor Hollowell, seconded by Councilor Zuschlag, to accept the Tax Collector’s report of sixty (60) additions to the Per Capita roll and one hundred twenty three (123) permanent exonerations in the amount of $615.00 from the Greenville Tax office. Motion carried. B. Motion by Councilor Auchter, seconded by Councilor Peden, to advertise Ordinance 1534 Flood Plain. Motion carried. C. Motion by Councilor Auchter, seconded by Councilor Peden, to advertise Ordinance 1535 Adopting International Fire Code. Motion carried. D. Motion by Councilor Peden, seconded by Councilor Auchter, to advertise Ordinance 1536 Fire Code Inspection and Licensing. Motion carried. E. Motion by Councilor Zuschlag, seconded by Councilor Hollowell, to advertise Ordinance 1537 Mechanical Amusement Devices. Motion carried. F. Motion by Councilor Peden, seconded by Councilor Auchter, to eliminate the Police Chief and Fire Chief positions effective April 28, 2014. Councilor Hollowell said that just because we vote on an issue doesn’t mean we can’t bring it back in the future. Motion carried. G. Motion by Councilor Peden, seconded by Councilor Auchter, to consolidate duties and responsibilities of Police and Fire Chiefs and authorize the Public Safety Director to be responsible the same. Motion carried. H. Motion by Councilor Auchter, seconded by Councilor Peden, to return Fire Chief Steve Thompson to the rank of Lieutenant (which he held prior to being promoted to Chief) in the Greenville Fire Department effective April 28, 2014. Councilor Zuschlag thanked Steve for all of his hard work. Motion carried. 4 Borough of Greenville Council Minutes 4-8-14 I. Motion by Councilor Auchter, seconded by Councilor Peden, to designate the Public Safety Director, Jeffrey Crede, the Emergency Management Coordinator and Fire Marshall for the Borough of Greenville. Motion carried. J. Motion by Councilor Hollowell, seconded by Councilor Peden, to accept the recommendation from the Personnel Committee to proceed with the Civil Service process to fill two (2) Sergeant positions in the Police Department. Motion carried. K. Motion by Councilor Zuschlag, seconded by Councilor Peden, to accept the recommendation from Director of Public Services & Community Development to hire James Surano for part-time summer help at $7.25/hour effective April 8, 2014. Motion carried. L. Motion by Councilor Peden, seconded by Councilor Auchter, to accept the recommendation from Director of Public Services & Community Development to hire Harry Coxson for part-time summer help at $7.25/hour effective April 8, 2014. Motion carried. M. Motion by Councilor Peden, seconded by Councilor Bailey, to accept the recommendation from Director of Public Services & Community Development to retain Buchart Horn for engineering services for the Bracken Alley storm drain replacement project. Motion carried. N. Motion by Councilor Hollowell, seconded by Councilor Auchter, to terminate Alana Zajac’s employment with the Greenville-West Salem Police Department effective April 01, 2014. Motion carried. O. Motion by Councilor Peden, seconded by Councilor Auchter, to affirm that the Greenville Memorial Swimming Pool Steering Committee is in no way a part of or under the supervision of the Borough Government of Greenville and to rescind the authorization previously given to act on the Borough’s behalf for pool fundraising. Council President Shipley said that we are not stopping the project; we were advised since the funds are not coming to the Borough that they should be a separate entity. Motion carried. P. Motion by Councilor Zuschlag, seconded by Councilor Hollowell, to execute lease agreement with Fox’s Pizza for 137 Main Street for two (2) years. Q. Motion by Councilor Peden, seconded by Councilor Auchter, to accept the recommendation from Lawrence County Social Services Inc. to proceed with housing rehabilitation at 41 Columbia Avenue. Councilor Hollowell asked if it was CDBG funding. Council President Shipley said that it was. Councilor Zuschlag asked what all was included. Mr. Urey said that most of the money is for lead abatement. Councilor Bailey asked if there is an application process. Mr. Urey said that there is and that it is a first come first serve. He added that we still need 10 applicants. Council President Shipley said that funds can only be used for owner occupied properties who meet the income requirements. He added that we partnered with Lawrence County a few years ago because they secured a grant for lead abatement. Motion carried. 5 Borough of Greenville Council Minutes 4-8-14 13. Council Comments Councilor Hollowell thanked Steve Thompson for his time as Chief. She also reminded everyone about Spring Into Action Day. Councilor Auchter thanked Steve Thompson for his service. She also thanked everyone for caring about the issue at the intersection. Councilor Zuschlag said that it was nice seeing council chambers full. Councilor Peden thanked Steve Thompson. He added that we will help the Highrise as much as we can. Councilor Bailey thanked Steve Thompson. He added to have everyone come back next month. 14. Mayor’s Comments Mayor Stephens thanked Steve Thompson for his service and thanked him for also staying on in the Fire Department. He added that the signs at the crosswalk do work. 15. Council President Comments Council President Shipley said that Council had a considerable amount of stuff on the agenda tonight and that Council meets the preceding Thursday to discuss things and then meets on Tuesday to vote. He said that the accident at the intersection was a tragic situation and that we will take the request seriously, adding that we would get back in touch with them when we hear something. Council President Shipley said that the Street Department did an outstanding job this winter even with trucks down and employees off on medical leave. 16. Junior Councilors Comments Junior Councilor Amos said she hopes to see everyone on Sunday for Spring Into Action Day. 17. Borough Manager Comments Mr. Urey said that he received notice from Time Warner Cable about the access channel. He said that we are two (2) years into negotiations and still do not have a franchise agreement in place. Mr. Urey said the franchise agreement is down to the access channel and he has been unable to make any headway for quite some time, adding that TWC is reluctant to work with him. Councilor Zuschalg asked if it was the same system as before. Mr. Urey said that it is but that it is now digital. Council President Shipley said that once we get the renewal we will get the access channel operational. He added that until we hear back from them, we won’t have anything to bring back to Council. 18. Adjournment Having no other business before council, motion by Councilor Auchter, seconded by Councilor Hollowell, to adjourn the meeting at 7:30pm. Motion carried.
