Borough of Greenville Council Minutes 6-09-15 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, June 09, 2015 at 6:30 p.m. 1. Call to Order Brian W. Shipley, Council President 2. Invocation: Pastor Sean Hall, Hillside Presbyterian Church Flag Salute led by Councilor Pamela Auchter 3. Roll Call: Brian W. Public Comments Resident – Melody Hoffman of 10 Rooney Street spoke in opposition of Ordinance 1546, amending the Parking Ordinance. Mark Higbee of 20 Rooney Street spoke in opposition of Ordinance 1546, amending the Parking Ordinance. 1 Borough of Greenville Council Minutes 6-09-15 Pat Vought of 9 Rooney Street spoke in opposition of Ordinance 1546, amending the Parking Ordinance. Wes Hoffman of 10 Rooney Street spoke in opposition of Ordinance 1546, amending the Parking Ordinance. Louise Baker of Plum Street discussed the continued clean-up of 7 N. Wood Street; asked why the ladies are no longer maintaining the flower beds and if the Pool Committee was ever told they would have to purchase the pool property. The Borough Manager and President Shipley responded to Ms. Baker’s inquiries. Todd Adams of 6 Rooney Street spoke in opposition of Ordinance 1546, amending the Parking Ordinance. Council held discussions with the residents regarding Ordinance 1546, amending the Parking Ordinance and also discussed Junk Alley. Non-Resident – None PRESENTATION OF CERTIFICATE OF DISTINCTION Mayor Stephens presented Jeremiah Christner with a Certificate of Distinction for 10 Years of Service in the Greenville/West Salem Police Department. 5. Approval of Minutes Motion by Councilor Shaw, seconded by Councilor Auchter, that the May 12, 2015 minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Auchter, seconded by Councilor Shaw, to approve the monthly budget report. Motion carried. 7. Bills for Approval Payroll $133,537.08 Administration 278,811.92 Police 23,691.38 Fire 15,218.18 Code 4,639.67 Public Works 20,144.73 Airport 5,013.70 Parks 55,113.56 Sewer 55,990.84 Total $592,161.06 Motion by Councilor Peden, seconded by Councilor Zuschlag, to pay the bills as presented. Motion carried. 2 Borough of Greenville Council Minutes 6-09-15 8. Approval of department and staff reports A. Financials – May B. Code – April & May C. Police – May D. Fire - May Motion by Councilor Auchter, seconded by Councilor Peden, to accept the monthly reports as presented. Motion carried. 9. Mayor report Mayor Stephens informed Council and residents of the Library’s Summer Reading Program and also that the Canal Museum is almost complete. Mayor Stephens stated they hope to be up and running by Heritage Days. 10. Council Committee reports Councilor Shaw said that the Water Authority is still working on the second river crossing project. Councilor Auchter said that the Mercer County Regional Planning Commission had cancelled their May meeting and do not meeting during the summer months. The next scheduled meeting will be September 22nd at 7:30pm. Councilor Zuschlag said that the Horizon Hospital System Authority Board held there meeting today. They had listened to Mr. Wright’s presentation from St. Paul’s because they did not have a quorum in attendance. Councilor Zuschlag also announced that they may be needing to appoint a new member because one member had stated they were going to resign. 11. Unfinished Business A. Motion by Councilor Peden, seconded by Councilor Shaw, to appoint Pamela Auchter to the Sanitary Authority Board for a Fine (5) Year Term beginning July 1, 2015. Motion carried. B. Motion by Councilor Shaw, seconded by Councilor Peden, to appoint Greg Landfried and Henry Mueller to the Horizon Hospital System Authority Board for a Five (5) Year term beginning July 1, 2015. Motion carried. C. Motion by Councilor Zuschlag, seconded by Councilor Peden, to appoint James Lowry to the Shenango Valley Enterprise Zone Board for a Four (4) Year Term beginning July 1, 2015. Motion carried. D. Motion by Councilor Shaw, seconded by Councilor Auchter, for the first and final reading for Ordinance 1547 the Debt Ordinance. Motion carried. Mr. Urey read the ordinance aloud. E. Motion by Councilor Zuschlag, seconded by Councilor Peden, to adopt Ordinance 1547 the PENNVEST Debt Ordinance. Motion carried. 3 Borough of Greenville Council Minutes 6-09-15 F. Motion by Councilor Peden, seconded by Councilor Zuschlag, for the first and final reading for Ordinance 1546 amending the Parking Ordinance. Motion carried. Mr. Urey read the ordinance aloud. G. Motion by Councilor Shaw, seconded by Councilor Peden, to adopt Ordinance 1546 amending the Parking Ordinance. Council members and Mayor Stephens held discussions. Motion by Zuschlag, seconded by Auchter to table this motion. Motion carried. 12. New Business A. Motion by Councilor Shaw, seconded by Councilor Auchter, to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and five (5) permanent exonerations in the amount of $25.00 from the Greenville tax office. Motion carried. B. Motion by Councilor Zuschlag, seconded by Councilor Auchter, to enter into an agreement allowing the Township of Pymatuning to access certain police reporting software (Visual Alert). Motion carried. C. Motion by Councilor Shaw, seconded by Councilor Auchter, to appoint Sharp Collections as the agency for the collection of delinquent Per Capita taxes from July 1, 2015 through June 30, 2016. Motion carried D. Motion by Councilor Zuschlag, seconded by Councilor Auchter, to adopt Resolution 2015-08, adopting a language access plan. Motion carried. E. Motion by Councilor Shaw, seconded by Councilor Zuschlag, to accept the recommendation from Airport Commission to re-appoint RBS Consultants as airport engineers through December 2021. Motion carried. F. Motion by Council Auchter, seconded by Councilor Shaw, to accept the recommendation from Director of Public Services & Community Development to hire James Gill for part-time summer help effective May 27, 2015. Motion Carried. G. Motion by Councilor Shaw, seconded by Councilor Auchter, to accept the recommendation from Director of Public Services & Community Development to hire David Jeffries for part-time summer help effective June 2, 2015. Motion carried. H. Motion by Councilor Auchter, seconded by Councilor Shaw, to authorize the Borough Manager to complete the process of sub-dividing the Pool property from the Riverside Park property and to advertise for bids on sale of the Pool property. Motion carried. I. Motion by Councilor Shaw, seconded by Councilor Peden, to advertise for bids for the Brackin Alley Storm Sewer Replacement project. Motion carried. J. Motion by Councilor Auchter, seconded by Councilor Shaw, to authorize the Borough Manager to apply for the DEP Growing Greener Grant for the parking lot at the Senior Center. No match required. Motion carried. 4 Borough of Greenville Council Minutes 6-09-15 K. Motion by Councilor Auchter, seconded by Councilor Zuschlag, to accept the resignation of Officer Eric Allen from the Greenville/West Salem Police Department effective June 9, 2015. Motion carried. L. Motion by Councilor Shaw, seconded by Councilor Peden, to authorize the Borough Manager to start discussions with the Greenville Water Authority to update the Hydrant Rental Agreement per the ACT 47 Plan. Motion Carried. M. Motion by Councilor Auchter, seconded by Councilor Shaw, to hire Brent Davensizer as a Part Time Civil Service qualified police officer from the Civil Service Commission eligibility list. Motion carried. N. Motion by Councilor Zuschlag, seconded by Councilor Auchter, to hire Anthony Libonati as a Part Time Civil Service qualified police officer from the Civil Service Commission eligibility list. Motion carried. O. Motion by Councilor Shaw, seconded by Councilor Auchter, to terminate Officer Samuel Varano’s employment with the Greenville/West Salem Police Department effective immediately. Mayor Stephens stated that he completely disagreed with the reasoning behind that decision. Motion carried. P. Motion by Councilor Shaw, seconded by Councilor Auchter, to adopt Resolution 2015-09 forming an advisory committee for the storm water utility program development. Motion carried. 13. Council Comments Councilor Auchter congratulated Officer Christner and appreciates all of the hard work that they do. She also thanked the people that stepped up to serve on the advisory committee. Councilor Zuschlag congratulated Officer Christner. Councilor Peden thanked the residents from Rooney Street for attending the meeting and expressing their views. 16. Council President Comments Council President Shipley thanked members of the Storm Water Utility Committee, congratulated Officer Christner on his years of service and also thanked the residents from Rooney Street for attending and expressing their views. Discussions were held between the residents and Council regarding how they find information out besides what is printed in the newspaper and that the earlier they express their views the better for Council when making their decisions. 17. Adjournment Having no other business before council, motion by Councilor Peden, seconded by Councilor Shaw, to adjourn the meeting at 7:15 pm.
