Public Comments Resident – None Non-Resident – Mr. Fred Kiser gave his thanks to all who help with Heritage Days and gave a brief history of the event and how it has grown from a one-day event to three days. 1 Borough of Greenville Council Minutes 09-12-16 Ms. Jean Carr spoke regarding Heritage Days and the upcoming fundraising events that the Committee has planned. Ms. Carr announced that the committee is always looking for volunteers, fundraising ideas and donations. Donations may be made through a committee member or online at www.greenvilleheritagedays.com. 5. Approval of Minutes Motion by Councilor Zuschlag, seconded by Councilor Hollowell that the August 8, 2016 regular session minutes and the September 8, 2016 public hearing minutes be approved as written. Motion carried 6-0. 6. Approval of Budget Report Motion by Councilor Hamill, seconded by Councilor Bailey to approve the monthly budget report. Motion to amend by Councilor Earle, seconded by Councilor Bailey by changing the wording from Proposed Capital Fund Usage to Delayed Capital Fund Expenditures. Amended motion carried 6-0. Original motion carried 6-0. 7. Bills for Approval Payroll $195,429.50 Administration 16,879.10 Police 17,414.09 Fire 11,190.49 Code 2,201.73 Public Works 15,327.37 Airport 37,671.13 Parks 4,598.92 Sewer 55,877.48 Total $356,589.81 Motion by Councilor Hollowell, seconded by Councilor Bailey to pay the bills as presented. Motion carried 6-0. 8. Approval of Department and Staff Reports A. Financials - August B. Code – August C. Police – August D. Fire – August Motion by Councilor Zuschlag, seconded by Councilor Hollowell to accept the monthly reports as presented. Motion carried 6-0. 9. Mayor Report – Mayor Stephens was excused and no report was given. 10. Council Committee Reports Councilor Hamill announced that he has one interested party to serve as Farmers Market Manager. He has set up a meeting with them. 2 Borough of Greenville Council Minutes 09-12-16 Councilor Zuschlag announced the Water Authority will be meeting on Wednesday. Councilor Bailey announced the Chamber is having a wine tasting fundraiser event on October 1st. Councilor Bailey also announced that the Downtown Business Task Force attendance has improved and they are partnering with the Chamber of Commerce and Landlords to help work on issues with vacant properties. 11. Unfinished Business A. Motion by Councilor Bailey, seconded by Councilor Zuschlag to accept the bid in the amount of $5,750.00 submitted by American Scholar LTD for Parking Lot E. Motion carried 6-0. B. President Shipley announced that Joshua Stephens had withdrawn his letter of interest in the position. Motion to appoint Walter C. Sankey to the open seat on the Greenville Water Authority board with a term expiring on December 31, 2020. Motion carried 6-0. C. Motion by Councilor Hollowell, seconded by Councilor Bailey to appoint Samantha Iliff to the open seat on the Greenville Sanitary Authority board with the term expiring on June 30, 2019. Council held discussions. Motion was carried by a roll call vote as follows: Councilor Hollowell – Yes; Councilor Earle – No; Councilor Hamill – No; Councilor Zuschlag – Yes; Councilor Bailey – Yes; President Shipley – Yes. 12. New Business A. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and twelve (12) permanent exonerations in the amount of $60.00 from the Greenville Tax Office. Motion carried 6-0. B. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to adopt Resolution 2016-08, creating a non-owner occupied property advisory committee. Motion carried 6- 0. C. Motion by Councilor Zuschlag, seconded by Councilor Hollowell to adopt Resolution 2016-09, Penn-Dot Agility Agreement. Motion carried 6-0. D. Motion by Councilor Hollowell, seconded by Councilor Bailey to modify the FY 2013 Borough of Greenville Community Development Block Grant by transferring $3,697 from the Code Enforcement, $6,743.15 from the Sidewalk, $3,805.61 from the Demolition/Clearance and $2,137 from the Administration line items to the Housing Rehabilitation line item. Motion carried 6-0. E. Motion by Councilor Hollowell, seconded by Councilor Earle to approve 2017 Minimum Municipal Obligations (MMO’s) for the pension plans. Motion carried 6-0. F. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the resignation of Thea Arai as a board member serving on the Zoning Hearing Board Effective October 1, 2016. Motion carried 6-0. 3 Borough of Greenville Council Minutes 09-12-16 G. Motion by Councilor Zuschlag, seconded by Councilor Bailey to advertise for the open Zoning Hearing Board seat with a term ending December 31, 2018. Motion carried 6-0. H. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the resignation of Lisa Holm as a board member serving on the Planning Commission and as a representative to the Mercer County Regional Planning Commission. Motion carried 6-0. I. Motion by Councilor Earle, seconded by Councilor Bailey advertise for the open Planning Commission seat and the open representative to the Mercer County Regional Planning Commission seat. Motion carried 6-0. J. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the resignation of Kris Derrick as Farm Market Manager with an effective date of August 27, 2016. Motion carried 6-0. K. Motion by Councilor Bailey, seconded by Councilor Hamill to advertise for the open Farm Market Manager position. Motion carried 6-0. L. Motion by Councilor Hollowell, seconded by Councilor Hamill to authorize the Borough Manger to apply for the FEMA 2016 Assistance to Firefighters Grant (AFG) for replacement of ladder truck, which has a 5% local match. Motion carried 6-0. M. Motion by Councilor Hamill, seconded by Councilor Earle to authorize the Borough Manager to apply for the DEP Recycling Technical Assistance Grant. No match required. Motion carried 6-0. N. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize the Borough Manager to apply for the Green Light-Go Grant for traffic control light upgrades. Motion carried 6-0. O. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise for 2017 CCTV scope of work for the storm sewers for the 2017 Paving Program. Motion carried 6-0. 13. Council Comments Councilor Zuschlag inquired about the FEMA training required for Council members. Councilor Hamill thanked Lisa Holm, Thea Arai and Kris Derrick for their service. Councilor Earle gave Jasson Urey credit for all of his work grant writing and all he does for the Community. Councilor Hollowell thanked Ms. Beatty and everyone else that volunteered to be part of the Non- Owner Occupied Property Advisory Committee. Councilor Hollowell also thanked Lisa Holm, Thea Arai and Kris Derrick for their service. Councilor Hollowell also expressed her concerns regarding the lack of communication between Ms. Fox and the members of Council and is concerned that Ms. Fox is not keeping current with what has been happening in her absence. 14. Mayor Comments 4 Borough of Greenville Council Minutes 09-12-16 Mayor Stephens was excused and no report was given. 15. Council President Comments President Shipley reminded property owners that this year’s Storm Water Utility invoice is prorated and that next year everyone should anticipate the full amount. President Shipley also handed out the revised Committee assignments adding a new Public Safety Committee. 16. Borough Manager Comments Mr. Urey announced that the Storm Water Utility invoices would be reaching the property owner’s mailboxes by the end of the week. Mr. Urey also reviewed the changes that were made to the invoices after the discussions during work session meeting. 17.
