Approval of Minutes Motion by Councilor Hollowell, seconded by Councilor Zuschlag that the July 10, 2017 regular session minutes be approved as written. Motion carried 5-0. 6. Approval of Budget Report Motion by Councilor Hollowell, seconded by Councilor Hamill to approve the monthly budget report. Motion carried 5-0. 7. Bills for Approval Payroll $134,923.67 Administration 19,445.33 Police 74,541.59 Fire 15,223.22 Code 11,077.92 Public Works 15,504.69 Airport 3,219.75 Parks 3,165.94 Storm Water 2,703.51 Sewer 40,946.57 Total $320,752.19 Motion by Councilor Zuschlag, seconded by Councilor Hollowell to pay the bills as presented. Motion carried 5-0. 8. Approval of Department and Staff Reports A. Financials – July 2017 B. Code – July 2017 C. Police – July 2017 D. Fire – July 2017 Motion by Councilor Hollowell, seconded by Councilor Hamill to accept the monthly reports as presented. Motion carried 5-0. 9. Mayor Report Mayor Stephens presented that Heritage Days Committee is meeting again in preparation for next year’s events. They are planning a murder mystery dinner this fall as a fundraising event. 10. Council Committee Reports Councilor Hollowell presented that the Library summer ready program has come to end. They had roughly 180 participants, read 2200 books over 2000 hours. Councilor Hollowell announced there is still an opening for one more Junior Councilor position and lastly, the Downtown Task Force is teaming up with Thiel seniors to create and distribute information newsletters which was a suggestion by the Business owners to stay informed. 2 Borough of Greenville Council Minutes 08-14-17 Councilor Hamill presented that COG will be holding a meeting in September, they do not meet over the summer months. Councilor Zuschlag presented that the Water Authority held their meeting last week and that she did not have anything new to report on. Councilor Iliff presented that the Sanitary Authority had met last month and discussed the Act537 Plan. 11. Unfinished Business A. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to award the Senior Center Roof Project to Groover Roofing & Siding in the amount of $174,895.00. Motion carried 5-0. 12. New Business A. Motion by Councilor Hollowell, seconded by Councilor Hamill to accept the Tax Collector’s report of zero (0) addition to the Per Capita roll and four (4) permanent exonerations in the amount of $20.00 from the Greenville Tax Office. Motion carried 5-0. B. Motion by Councilor Hollowell, seconded by Councilor Hamill to appoint Grace Mariacher to the Junior Councilor position. Motion carried 5-0. C. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to accept the recommendation from the Airport Commission to approve the engineering agreement with Rhea Engineers & Consultants, Inc. to Rehabilitate the T-Hanger Taxiways. Motion carried 5-0. Prior to making the following motions, President Shipley asked Dr. Mary Jane Hirt to speak to Council regarding the following recommendations from the Finance Committee and how they fit within the plan to exit Act 47. She explained how they were unfortunate but necessary and is still concerned moving forward that they may not be enough to complete the exit. D. Motion by Councilor Hollowell, seconded by Councilor Hamill to hire Ian Kelly as a Part- Time Police Officer with the Greenville/West Salem Police Department from the Civil Service eligibility list. Motion carried 5-0. E. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to accept the recommendation from the Finance Committee to layoff Public Safety Director, Brian Mazzanti, effective August 15, 2017. Motion carried 5-0. F. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to accept the recommendation from the Personnel Committee to designate the Borough Manager, Jasson Urey, as the Emergency Management Coordinator for the Borough of Greenville. Motion carried 5-0. 3 Borough of Greenville Council Minutes 08-14-17 Prior to making the following two motions, President Shipley stated that the day-to-day operations of the Police and Fire Departments will be handled by interim supervisors but all the administrative duties of the PSD will be handled by the Borough Manager. G. Motion by Councilor Hollowell, seconded by Councilor Hamill to accept the recommendation from the Personnel Committee to designate Lieutenant Mike Cadman as Interim Supervisor and Fire Marshall of the Greenville Fire Department. Motion carried 5-0. H. Motion by Councilor Zuschlag, seconded by Councilor Hollowell to accept the recommendation from the Personnel Committee to designate Sergeant Paul Molton as Interim Supervisor of the Greenville/West Salem Police Department. Motion carried 5-0. I. Motion by Councilor Hollowell, seconded by Councilor Hamill to accept the recommendation from the Personnel Committee to update the Police and Fire Civil Service Rules & Regulations. Motion carried 5-0. J. Motion by Councilor Hamill, seconded by Councilor Hollowell to authorize the Personnel Committee to negotiate side agreements with the Fire and Police Unions. Motion carried 5-0. K. Motion by Councilor Hamill, seconded by Councilor Hollowell to accept the recommendation from the Finance Committee to layoff Code Officer, Ed Reedy, effective August 15, 2017. Motion carried 5-0. L. Motion by Councilor Hollowell, seconded by Councilor Hamill to accept the recommendation from the Finance and Personnel Committees to layoff Administrative Assistant to the Borough Manager and Department Directors, Megan Johnson, effective August 15, 2017. Motion carried 5-0. M. Motion by Councilor Hollowell, seconded by Councilor Hamill to adopt Resolution 2017- 09 authorizing the Council President to execute the Green Light-Go Grant Agreement. Motion carried 5-0. 13. Council Comments Councilor Hollowell thanked Mr. Mazzanti, Mrs. Johnson and Mr. Reedy for their service and also thanked Sgt. Molton and Lt. Cadman for stepping into the interim supervisory roles. Councilor Hamill also thanked all three for their service and the two stepping into the interim supervisory roles. Mayor Comments 4 Borough of Greenville Council Minutes 08-14-17 Mayor Stephens thanked everyone that voted for these extremely difficult decisions and reminded everyone that the votes were done unanimously and that the decisions were not politically motivated. Council voted as a united body and it should be remain that way, a united decision. 15. Council President Comments President Shipley also thanked the three employees for their service along with the Finance Committee and the Personnel Committee who had been working on these tough decisions for quite some time. President Shipley also thanked Mr. Urey, Mr. Huffman, Mr. Hetrick and Mrs. Reagle for stepping up and taking on this extra workload. President Shipley reminded everyone that when the Borough first entered into Act 47 there were 14 people in the Administrative staff and we have over the last few years lowered that number to the current staff of four. President Shipley also applauded the employees that are stepping into their new roles, especially Mr. Urey, for assuming all of the administrative duties that were previously done by the Public Safety Director. 16. Borough Manager Comments Mr. Urey announced he would be attending the MPO meeting tomorrow to gather more information on a grant opportunity. This would be to complete a study for creating a bike- pedestrian trail master plan. Areas that would seem to benefit most would be along Alan Avenue, along Thiel and along the High School. There is a 5% to 10% match required. 17. Adjournment Motion by Councilor Hollowell, seconded by Councilor Hamill to adjourn this session of Council at 7:32pm. Motion carried 5-0.
