Borough of Greenville Council Minutes 09-11-17 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, September 11, 2017 at 7:00 p.m. 1. Call to Order Brian W. Shipley, Council President 2. Invocation: Rev. Sean Hall, Hillside Presbyterian Church Flag Salute led by Councilor Amy Hollowell 3. Roll Call: Brian W. Shipley, Council President Amy Hollowell, Council Vice President Jonathan Bailey, Council President Pro Tempore Janet Earle Paul Hamill Samantha Iliff Linda Zuschlag Joshua Stephens, Mayor - Absent Gracy Mariacher, Junior Councilor - Excused Jasson W. Urey, Borough Manager Shawn Olson, Solicitor Also present: Frank Vanderslice Lisa Hamill Mike McLaughlin Rev. Public Comments Resident – None Non-Resident – None 5. Approval of Minutes Motion by Councilor Hollowell, seconded by Councilor Zuschlag that the August 14, 2017 regular session and September 7, 2017 public hearing minutes be approved as written. Motion carried 7-0. 1 Borough of Greenville Council Minutes 09-11-17 6. Approval of Budget Report Motion by Councilor Hollowell, seconded by Councilor Bailey to approve the monthly budget report. Motion carried -0. 7. Bills for Approval Payroll $197,095.77 Administration 26,249.01 Police 15,157.55 Fire 7,747.74 Code 1,951.49 Public Works 12,514.62 Airport 4,097.02 Parks 3,598.11 Storm Water 2,071.66 Sewer 43,445.09 Total $313,928.06 Motion by Councilor Zuschlag, seconded by Councilor Hollowell to pay the bills as presented. Motion carried 7-0. 8. Approval of Department and Staff Reports A. Financials – August 2017 B. Code – August 2017 C. Police – August 2017 Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the monthly reports as presented. Motion carried 7-0. 9. Council Committee Reports Councilor Hollowell presented that the Railroad Committee is meeting now. Councilor Hamill presented that COG still hadn’t met yet and that the Farmer’s Market seemed to be doing well. Councilor Zuschlag presented that Water Authority had installed protection for raw water intake. 10. Unfinished Business 11. New Business A. Motion by Councilor Hamill, seconded by Councilor Hollowell to accept the Tax Collector’s report of zero (0) addition to the Per Capita roll and eighty-nine (89) permanent exonerations in the amount of $445.00 from the Greenville Tax Office. Motion carried 7-0. B. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise for request for qualifications for the Brownfield Assessment grant. Motion carried 7-0. 2 Borough of Greenville Council Minutes 09-11-17 C. Motion by Councilor Hollowell, seconded by Councilor Hamill to adopt Resolution 2017- 10, selling 2010 Dodge Charger (Code car). Motion carried 7-0. D. Motion by Councilor Hollowell, seconded by Councilor Bailey to approve 2018 Minimum Municipal Obligations (MMO’s) for the pension plans. Motion carried 7-0. E. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise ordinance 1572, revising the municipal fire pension plan to include a onetime early retirement program. Motion carried 7-0. F. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise for a special council meeting on Monday, September 25th at 7pm. Motion carried 7-0. G. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize the Borough Manager to apply for TA grant funding for the Alan Avenue sidewalk project. Motion carried 7-0. H. Motion by Councilor Hallowell, seconded by Councilor Bailey to advertise to fill one (1) vacated seat on the Greenville Water Authority with the term due to expire on December 31, 2017. Motion carried 7-0. 12. Council Comments Councilor Hollowell invited everyone to attend the cookout this upcoming weekend at Riverside Park to benefit the Riverside Revitalization Foundation. Councilor Zuschlag commented that Mr. Miller will be missed. 13. Adjournment to Executive Session Motion by Councilor Hollowell, seconded by Councilor Bailey to adjourn to executive session to discuss possible litigation matters at 7:20pm. Motion carried 7-0. Motion by Councilor Hollowell, seconded by Councilor Bailey to adjourn from executive session at 7:38pm. Motion carried 7-0. 14.
