Public Comments Resident – Mr. Evan Hereford requested that no action be taken from the current sitting members of Council in creating the Storm Water Authority. Mr. Hereford stated that he did not think that creating this Authority would be good for the residents, business owners and Landlords and that he was afraid in doing so the rates would increase. President Shipley responded by informing all in attendance that the current sitting Council cannot, by law, bind the new incoming Council to following through with this or any other action. The motion on the agenda was to simply have the 1 Borough of Greenville Council Minutes 11-13-17 Solicitor advertise for a public hearing to see if there was any public interest in creating a Storm Water Utility Authority, and was only the first step in the process of creating the Authority. It would be up to the new members if they should choose to proceed with the creation. Mr. Hereford then requested that current Council should postpone any decisions regarding changing to a Home Rule community until the new Council has time to review other options. Mr. Hereford stated he feels there are a lot of other options before doing that. President Shipley responded by explaining the process that must be taken and that the agenda items was only to authorize the Solicitor to draft an Ordinance to place a Referendum on the ballot and because this has time restraints, that the current Council was simply setting the new Council to keep moving forward if they so choose to do so. Non-Resident – Mr. Jerome Little spoke to Council regarding property that the Borough of Greenville owns in Greene Township. Mr. Little asked if they were aware that someone was creating a parking area on that property and that the land was deeded from the Railroad to the Borough of Greenville for the purpose of a trail system. Mr. Little requested that he would be interested in purchasing that property if the Borough of Greenville would be interested in selling it. Council President Shipley informed him that he would defer that to the new incoming Council and that if they should choose to sell that property, it would have to be appraised and then put out for public bid. Council then discussed the current lease agreement with the Trails Association for that property and if it could transfer ownership. Mr. Urey informed Council that the lease had been entered into in 2005 and was for 29 years. It was then discussed who is responsible for the maintenance and upkeep of the area. 5. Approval of Minutes Motion by Councilor Hollowell, seconded by Councilor Bailey that the October 9, 2017 regular session minutes with one name correction (Gracy Mariacher to Grace Mariacher) and the October 30, 2017 special session minutes be approved as written. Motion carried 6-0. 6. Approval of Budget Report Motion by Councilor Hamill, seconded by Councilor Bailey to approve the monthly budget report. Motion carried 6-0. 7. Bills for Approval Payroll $120,805.15 Administration 41,038.24 Police 93,547.23 Fire 48,660.34 Code 1,225.24 Public Works 12,605.13 Airport 5,519.35 Parks 3,195.08 Storm Water 2,479.11 Sewer 57,608.57 Total $386,683.44 Motion by Councilor Hollowell, seconded by Councilor Bailey to pay the bills as presented. Motion carried 6-0. 2 Borough of Greenville Council Minutes 11-13-17 8. Approval of Department and Staff Reports A. Financials – October 2017 B. Code – October 2017 C. Police – October 2017 D. Fire – August 2017, September 2017, October 2017 Motion by Councilor Hollowell, seconded by Councilor Zuschlag to accept the monthly reports as presented. Motion carried 6-0. 9. Council Committee Reports Councilor Hamill presented that COG will meet Wednesday and the Farmer’s Market has closed for the year. Councilor Zuschlag presented that the Greenville Water Authority met last week and they are still working on their PennVEST funding and also the CFA grant which will lower the amount they will need to borrow from PennVEST for their project. Councilor Iliff presented there will be a Greenville Sanitary Authority meeting this month, but has not been able to be scheduled just yet. Councilor Bailey presented that the Landlord Committee met today and the Downtown Task Force met last week. The Chamber is working on the Shop Small event on Saturday, November 25th and they will be awarding the first Chamber Challenge $5,000 grant to the winner tomorrow. 10. Unfinished Business A. The motion to authorize the solicitor to advertise for a public hearing date for the creation of a Storm Water Utility Authority was not made, but had been deferred to the incoming Council to discuss and set. B. Motion by Councilor Hollowell, seconded by Councilor Bailey to award the Storm Water Video Inspection Project to Pipe Services Corporation with a bid of $85,797.51. Motion carried 6-0. Councilor Hamill requested that his name be removed from consideration for item D. C. Motion by Council Zuschlag, seconded by Councilor Bailey to appoint Amy Hollowell to the open seat on the Greenville Sanitary Authority with the term expiring on June 30, 2018. Motion carried 6-0. D. Motion by Councilor Zuschlag, seconded by Councilor Bailey to appoint Joshua Stephens to the open seat on the Greenville Sanitary Authority with a term expiring on June 30, 2022. Councilor Bailey stated he hoped that Mr. Stephens would better be able to attend those meetings. Motion carried 6-0. 3 Borough of Greenville Council Minutes 11-13-17 11. New Business A. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise for the following open board seats which will expire December 31, 2017:  Civil Service Commission (Pete Longiotti) – 6 year term  Code Appeals Board (William Butler, Jr.) – 5 year term  Greenville/Hempfield Consistency Review Committee (Jasson Urey) – 3 year term  Greenville Planning Commission (John Hauser) – 4 year term  Vacancy Board (Frank Vanderslice) – 1 year term  Greenville Water Authority (J. Henry Barton) – 5 year term  Zoning Hearing Board (Dewayne Gillingham) – 3 year term  Zoning Hearing Board Alternate (vacant) – 3 year term Motion carried 6-0. B. Motion by Councilor Hollowell, seconded by Councilor Bailey to adopt the Cooperation Agreement between Mercer County and the Borough of Greenville for the FY2017 CDBG Program Administration. Motion carried 6-0. C. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the recommendation from the Greenville Volunteer Fire Company and Relief Association to appoint Robert McCauley to the Greenville Volunteer Fire Company. Motion carried 6-0. D. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the resignation of Officer Michael Murphy a part-time police officer with the Greenville-West Salem Police Department as of October 27, 2017. Motion carried 6-0. E. Motion by Councilor Zuschlag, seconded by Councilor Hollowell to advertise the 2018 proposed Airport, General, Sewer and Storm Water Utility budgets. Mr. Urey presented two corrections in the expenses in the General Fund Budget. The training line item has been increased from $100 to $700 to accommodate the newly elected officials attending the PSAB Bootcamp class in Meadville. Mr. Urey also increased the Bond line item from $245, which was only the Council President, to $735, which includes bonds for the three members of the Finance Committee. This change was made when researching what members of Council should be bonded. Motion carried 6-0. F. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to advertise Ordinance 1574 establishing the 2018 General Purposes Tax Rate (24.5 mills). Councilor Hamill reminded all that this was not an increase nor a decrease in tax rates. Motion carried 6-0. G. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise Ordinance 1575 establishing the 2018 Special Purposes Fire Protection Services Tax Rate (3 mills). Motion carried 6-0. H. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise Ordinance 1576 establishing the 2018 General Tax Rate for Indebtedness (8.58 mills). Motion carried 6-0. 4 Borough of Greenville Council Minutes 11-13-17 I. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise Ordinance 1577 establishing the 2018 Earned Income Tax Rate (1% for residents and 1% for non- residents). Motion carried 6-0. J. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize the solicitor to draft an ordinance to place a Home Rule Referendum on the ballot. Dr. Hirt discussed the Home Rule option with all in attendance and informed all that she will be submitting her report to DCED in June of 2018 as to whether the she recommends Receivership or three additional years to complete the exit of Act47. Dr. Hirt then answered questions regarding receivership and what direction would look like for the future of the Borough of Greenville. Motion carried 6-0. Council President Shipley reminded everyone that the incoming Council members have the option to re-open the Budget and also change any of the tax ordinances that will be advertised for adoption during the November 27, 2017 special session, but the changes must be adopted by February 15th. Dr. Hirt also commented that the current council are still responsible for adopting a balanced budget by December 31st. 12. Council Comments Councilor Hollowell reminded everyone that Shop Small will be Saturday, November 25th and encouraged everyone to attending the West Salem Township meeting tomorrow. 13. Council President Comments Council President Shipley congratulated all the newly elected council members and sincerely wished them well. He also announced that he would be more than happy to answer any questions they may have, but he is done at the end of the year. Council President Shipley stated that he only cares about this town and the future of it. He reminded the new members that the Commonwealth will be looking for a plan, not a hope and a wish. Council President Shipley announced that contrary to what he has heard, he does not want to be an issue and he does not have any ulterior motives. He stated message sent, message received and he is done with Greenville government. 14. Borough Manager Comments Mr. Urey presented the Authority attendance rules from the Municipal Authorities Act. A board member may be removed if they are absent three or more meetings in a row. 15.
