MINUTES OF A REGULAR MEETING
OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, March 8, 2021 at 6:30 p.m.

4. Public Comments (5 minutes time limit)
Resident – None
Non-Resident – Mr. Michael Joanow announced he is running for Mercer County Judgeship. He
introduced himself and provided his background and credentials.
5. Approval of Minutes
Motion by Councilor Carr, seconded by Councilor Zuschlag that the February 8, 2021 regular
session meeting minutes be approved as written. Motion carried 6-0.
6. Approval of Budget Report and Bills for Approval
Payroll $138,535.36

Motion by Councilor Mincer, seconded by Councilor Hall to approve the monthly budget report
and the bills as presented. Motion carried 6-0.
7. Approval of Department and Staff Reports

Motion by Councilor Mincer, seconded by Councilor Beil to accept the monthly reports as
presented. Motion carried 6-0.

9. New Business
A. Motion by Councilor Zuschlag, seconded by Councilor Dane to adopt Resolution 2021-06,
Disposal of Common Records. Motion carried 6-0.
B. Motion by Councilor Beil, seconded by Councilor Carr to set a joint special meeting of the
Town Council and the Sanitary Authority for March 25th at 6:30pm. This meeting will be
to adopt and authorize the loan papers for the bridge loan funding for the Sewer Plant
Upgrade Project. Motion carried 6-0.
C. Motion by Councilor Zuschlag, seconded by Councilor Carr to advertise Ordinance 1604,
Amending its Existing ACT 47 Exit Plan by approving an eighteen-month extension to
Greenville’s ACT 47 Plan. The eighteen-month extension will extend the exit date from
April 9, 2022 to October 9, 2023. Motion carried 6-0.
D. Motion by Councilor Carr, seconded by Councilor Hall to recognize and appreciate Stacey
& Brentton Walberg and the Walberg Family Pharmacy staff. Motion carried 6-0.
10. Council Comments
Councilor Carr spoke regarding an event proposal that she will be making at the Chamber of
Commerce meeting on March 9th. Councilor Carr also reminded everyone of the upcoming Drive
Thru Easter event.

Councilor Hall reminded all that the election deadline is fast approaching and encouraged all
wishing to participate to get their paperwork filed.
Councilor Beil welcomed Mayor Hereford back to attending the meeting in person.
11. Mayor Comments
Mayor Hereford spoke regarding his appreciation for everyone that has shown him and his family
support and offered them help through his recovery and expressed how glad he was to be back.
12. Council President Comments
Council President Hamill welcomed back Mayor Hereford in person and announced that he had
filed his paperwork for the Mayor/Council President position.
13. Town Manager Comments
Mr. Urey had no comments.
14. Adjournment
Motion by Councilor Hall, seconded by Councilor Carr to adjourn this session of Council at 6:54
pm. Motion carried 6-0.
