Public Comments (5 minutes time limit) Resident – None. Non-Resident – None. 5. 2020 Audit Presentation by McGill, Power, Bell and Associates Mr. Bruce Lawrence, McGill, Power, Bell and Associates presented the 2020 audit by reviewing an audit summary that he provided to Council. Mr. Lawrence explained to Council that he would be presenting a draft of the 2020 audit because PMRS (Pennsylvania Municipal Retirement System) has not provided the required information to be included in the final draft of the audit. Mr. Lawrence presented two options to the Council for finalizing the audit. Either to finalize it as a modified opinion or to wait to give an unmodified opinion until the Pension information has been provided and included. Mr. Lawrence then presented the summary of the draft 2020 audit to Council. 1 Town of Greenville Council Minutes 07-12-21 6. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Carr that the June 14, 2021 regular session meeting minutes be approved as written. Motion carried 7-0. 7. Approval of Budget Report and Bills for Approval Payroll $184,340.09 Administration $218,926.42 Police $10,929.57 Fire $29,405.09 Code $1,406.09 Public Works $10,850.22 Capital Fund $6,966.10 Airport $238.48 Parks $4,164.16 Storm Water $5,045.26 Brownfield Grant $15,014.32 Sewer $192,588.48 Total $679,874.28 Motion by Councilor Zuschlag, seconded by Councilor Hall to approve the monthly budget report and the bills as presented. Motion carried 7-0. 8. Approval of Department and Staff Reports A. Financials – June 2021 B. Code – June 2021 C. Fire – June 2021 D. Police – June 2021 Motion by Councilor Mincer, seconded by Councilor Beil to accept the monthly reports as presented. Motion carried 7-0. 9. Unfinished Business A. Motion by Councilor Hall, seconded by Councilor Mincer to adopt Ordinance 1607, placing a referendum on the November municipal election ballot in accordance with P.A.C.S. Title 35 P.S. §7708 “Shall the Town disband the paid fire force in favor of having fire protection services performed by volunteers?”. Motion carried 7-0. 10. New Business A. Motion by Councilor Hall, seconded by Councilor Carr to adopt Resolution 2021-09, updating the Town of Greenville’s Emergency Operations Plan. Motion carried 7-0. B. Motion by Councilor Zuschlag, Seconded by Councilor Beil to hire Christopher Byers as a Department of Public Works Employee. Motion carried 7-0. 2 Town of Greenville Council Minutes 07-12-21 C. Motion by Councilor Mincer, seconded by Councilor Beil to hire Isaiah Vernon as a Department of Public Works Operator. Motion carried 7-0 D. Motion by Councilor Hall, seconded by Councilor Carr to accept the recommendation from the Strategic Management Committee to designate Isaiah Vernon as Interim Department of Public Works Plant Foreman of the Greenville Wastewater Treatment Plant. Motion carried 7-0. E. Motion by Councilor Zuschlag, seconded by Councilor Mincer to hire Christopher Larsen as Part-Time Police Officer to the Greenville Police Department from the Civil Service Commission certified list. Motion carried 7-0. F. Motion by Councilor Hall, seconded by Councilor Zukas-Oguz to enter into a Memorandum of Agreement with the Greenville Area School District for the 2021/2022 school year to provide a School Resource Officer (SRO). Motion carried 7-0. G. Motion by Councilor Mincer, seconded by Councilor Carr to authorize a change order to the Alan Avenue project to include road paving and sanitary manhole replacements at an estimated cost of $200,000. Motion carried 7-0. H. Motion by Councilor Hall, seconded by Councilor Mincer to recognize and appreciate 143 S. Mercer Street, Timothy Badger, as yard of the month. Motion carried 7-0. I. Motion by Councilor Zuschlag, seconded by Councilor Beil to accept the 2020 draft audit report from McGill, Power, Bell & Associates. The 2020 audit report does not have the current Pennsylvania Municipal Retirement System (PMRS) information in it and will be updated once this information is received from PMRS. This pension information is a requirement of the BASB 47 auditing standards for a municipal audit. Motion carried 7-0. 11. Council Comments Councilor Zuschlag announced that the Annual Relay for Life event will be on Saturday, July 17th in Riverside Park from 10am until 4pm. Councilor Hall discussed the fire referendum question that was passed during the meeting. Councilor Hall mentioned that this is the way to get the necessary feedback from the voters as to whether they are willing to pay to retain the paid fire department. Councilor Beil discussed that the fire department is not just a fire department in the traditional sense and that they provide so many more services that our community depends on. 12. Mayor Comments Mayor Hereford welcomed the new employees and provided his support in retaining the paid fire department. Mayor Hereford also announced that he will be running a write-in campaign for a Town Council position in the fall election. 3 Town of Greenville Council Minutes 07-12-21 12.
