Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Carr that the October 11, 2021, regular session and the October 25, 2021 special session minutes be approved as presented. Motion carried 6-0. 6. Police – October 2021 Motion by Councilor Mincer, seconded by Councilor Beil to accept the monthly reports as presented. Motion carried 6-0. 8. Unfinished Business 9. New Business A. Motion by Councilor Beil, seconded by Councilor Carr to advertise for a vacant seat on the Horizon Hospital System Authority Board with a term expiring June 20, 2026 (vacant seat). This is a five-year term. Motion carried 6-0. B. Motion by Councilor Mincer, Seconded by Councilor Beil advertise for two vacant seats on the Code Appeals Board. One seat expiring December 31, 2021 (vacant seat) and one seat expiring December 31, 2023 (vacant seat). This is a five-year term. Motion carried 6-0. C. Motion by Councilor Zuschlag, seconded by Councilor Mincer to advertise for a seat on the Mercer County Regional Planning Commission Board with a term expiring December 31, 2021. This is a three-year term. Motion carried 6-0 D. Motion by Councilor Beil, seconded by Councilor Zukas-Oguz to advertise for a seat on the Greenville Planning Commission expiring on December 31, 2021. This is a four-year term. Motion carried 6-0. E. Motion by Councilor Carr, seconded by Councilor Beil to advertise for a seat on the Vacancy Board with a term expiring December 31, 2021. This is a one-year term. Motion by Councilor Mincer, seconded by Councilor Carr to advertise for a seat on the Greenville Water Authority Board with a term expiring on December 31, 2021. This is a five-year term. Motion carried 6-0. G. Motion by Councilor Zuschlag, seconded by Councilor Mincer to advertise for three seats on the Zoning Hearing Board with terms expiring on December 31, 2021 (1 seat) and December 31, 2023 (2 seats). This is a three-year term. Motion carried 6-0. H. Motion by Councilor Beil, seconded by Councilor Carr to promote Isaiah Vernon to the Department of Public Works Plant Foreman position. Motion carried 6-0. I. Motion by Councilor Mincer, seconded by Councilor Beil to advertise the 2022 proposed Airport, General, Sewer, Fire Service Fee and Storm Water Utility Budgets. Motion carried 6-0. J. Motion by Councilor Beil, seconded by Councilor Carr to adopt Ordinance 1608, vacating a portion of Cherry Way. Motion carried 6-0. K. Motion by Councilor Mincer, seconded by Councilor Zuschlag to advertise Ordinance 1609, establishing a Fire Service Fee. Motion carried 6-0. L. Motion by Councilor Carr, seconded by Councilor Beil to advertise Ordinance 1610, establishing the 2022 General Purposes Tax Rate (from 24.5 mills to 14.5 mills. A reduction of 10 mills). Motion carried 6-0. M. Motion by Councilor Mincer, seconded by Councilor Carr to advertise Ordinance 1611, establishing the 2022 Special Purposes Fire Protection Services Tax Rate (3 mills). Motion carried 6-0. N. Motion by Councilor Zuschlag, seconded by Councilor Mincer to advertise Ordinance 1612, establishing the 2022 General Tax Rate for Indebtedness (10.58 mills). Motion carried 6-0. O. Motion by Councilor Mincer, seconded by Councilor Zuschlag to advertise Ordinance 1613, establishing the 2022 Earned Income Tax Rate (1/5% for residents and 1% for non- residents). Motion carried 6-0. P. Motion by Councilor Carr, seconded by Councilor Beil to advertise Ordinance 1614, amending the Amusement Device Ordinance (eliminating the Amusement Device License). Motion carried 6-0. Q. Motion by Councilor Mincer, seconded by Councilor Beil to adopt the 2022 Capital Improvement Plan. Motion carried 6-0. R. Motion by Councilor Zuschlag, seconded by Councilor Mincer to adopt the 2020 audit report from McGill, Power, Bell and Associates. Motion carried 6-0. S. Motion by Councilor Mincer, seconded by Councilor Beil to adopt Resolution 2021-14, to make application for an ACT47 Grant to support elements of Greenville’s exit plan by assisting with the development and implementation of strategies related to community 3 Town of Greenville Council Minutes 11-08-21 housing and economic development and the continued provision of fire services in the short and long term. Specifically, the grant will be used to create the legal and organizational structure for a local Redevelopment Authority and fund a study to assess the organizational and financial feasibility of crating a multijurisdictional fire district staffed by paid and volunteer fire fighters. Motion carried 6-0. T. Motion by Councilor Mincer, seconded by Councilor Zuschlag to accept the recommendation from the Greenville Volunteer Fire Company and Relief Association to appoint Jessa Bestwick to the Greenville Volunteer Fire Company. Motion carried 6-0. 10. Council Comments Councilor Carr had asked about the street lighting in Central Park and informed Council that the electric should be completed soon. Councilor Mincer announced how pleased he was with the accomplishments regarding the Fire Company. Councilor Beil asked about the next steps for the Junior Councilors. She has received word that three students are interested in applying for the position. 11. Mayor Comments Mayor Hereford had no comments. 12. Council President Comments Councilor Hall spoke in Council President Hamills absence. Councilor Hall discussed the progress being made, although slow. 13. Town Manager Comments Mr. Urey discussed with Council the increasing level of disrespect that the Administration staff has been enduring. There has always been a minimal amount, but through all of these proposed changes it has increased tremendously. Mr. Urey gave his apologies to the staff for having to endure that kind of treatment from the constituency. 14.
