Public Comments (5 minutes time limit) Resident –None. Non-Resident – Mr. Gary Mueller, 701 Vernon Rd., spoke in opposition to not having unlimited garbage service included in the bid specifications. 5. Approval of Minutes Motion by Councilor Butcher, seconded by Councilor Beil that the January 10, 2022, regular meeting minutes be approved as presented. Motion carried 7-0. 6. Approval of Budget Report and Bills for Approval Payroll $141,841.12 Administration $15,632.96 1 Town of Greenville Council Minutes 02-14-22 Police $22,313.08 Fire $14,079.85 Code $1,927.65 Public Works $20,560.65 Airport $1,046.96 Parks $3,546.28 Storm Water $3,149.95 Brownfield Grant $54,936.92 Liquid Fuels $0.00 Sewer $372,428.43 Total $651,465.85 Motion by Councilor Hereford, seconded by Councilor Zuschlag to approve the monthly budget report and the bills as presented. Motion carried 7-0. 7. Approval of Department and Staff Reports A. Financials – January 2022 B. Code – January 2022 C. Fire – January 2022 D. Police – January 2022 Motion by Councilor Beil, seconded by Councilor Carr to accept the monthly reports as presented. Motion carried 7-0. 8. Unfinished Business A. Motion by Councilor Butcher, seconded by Councilor Carr to adopt Ordinance 1619, to update the Greenville Town Police Pension Plan, to waive the member contribution requirement for 2022. Motion carried 7-0. B. Motion by Councilor Zuschlag, seconded by Councilor Hereford to award a five-year refuse collection contract to the low bidder, Tri-County Industries. Motion carried 7-0. 9. New Business A. Motion by Councilor Zuschlag, seconded by Councilor Beil to recognize and appreciate Norman Matteson as citizen of the month. Motion carried 7-0. B. Motion by Councilor Butcher, seconded by Councilor Beil to enter into an employment agreement with John Chlpka as the Town Clerical Assistant for a 1-year term. Motion carried 7-0. C. Motion by Councilor Hall, seconded by Councilor Butcher from the Strategic Management Committee to adopt the Memorandum of Understanding with AFSCME Local 2778 to put all employees on the pay tier for employees hired prior to January 1, 2012, to have all new hires on a 90% pay tier for two years, and pay all employees hired prior to January 1, 2012, a onetime $5,000 stipend. Mr. Urey explained the budgetary and employment implications of this, including the other two memorandums, for this year and moving forward. Motion by Councilor Zuschlag, seconded by Councilor Carr from the Strategic Management Committee to adopt the Memorandum of Understanding with Teamsters Local Union 261 to put all employees on the pay tier for employees hired prior to January 1, 2012, to have all new hires on 90% pay tier for two years, and pay all employees hired prior to January 1, 2012, a onetime $5,000 stipend. Motion carried 7-0. E. Motion by Councilor Hall, seconded by Councilor Butcher from the Strategic Management Committee to adopt the Memorandum of Understanding with IAFF Local 1976 to put all employees on the pay tier for employees hired prior to January 1, 2012, to have all new hires on a 90% pay tier for two years, and pay all employees hired prior to January 1, 2012, a onetime $5,000 stipend. Motion carried 7-0. F. Motion by Councilor Beil, seconded by Councilor Hereford to authorize the Town Manager to sign the Letter of Intent to ask DCED to help conduct a Regional Fire Study. Motion carried 7-0. G. Motion by Councilor Butcher, seconded by Councilor Hall to authorize the Town Manager to apply for a Federal Byrne Justice Assistance Grant (JAG) to help fund the Social Worker program within the Greenville Police Department. Motion carried 7-0. 10. Council Comments Councilor Hereford spoke regarding his support for hiring an assistant to help with the workload for the Administration staff and welcomed the new Clerical Assistant. Councilor Carr spoke regarding the current direction the municipality is headed and that it is in the right direction and announced of their efforts to keep things moving in the right direction. Councilor Hall spoke regarding the public’s frustration that everything isn’t perfect instantly and their need for immediate satisfaction. Councilor Hall assured all that there are things being done and every little accomplishment is for the betterment of the Town. Councilor Butcher spoke regarding the pay increases and how that will change our “revolving door” epidemic in the departments and create a better environment for retaining employees. Councilor Beil discussed regarding the public’s frustration and their view that nothing is being done. Councilor Beil explained there are multiple steps and foundation blocks that need to be completed before a visible change can be seen. Councilor Beil expressed that there is so much more to achieving the end result that anyone has any idea of. Councilor Beil also expressed that the Town is headed in the right direction. 11. Mayor Comments Mayor Hamill discussed the frustration that the public states they are not being kept aware of the activities and decisions of Council. Mayor Hamill spoke regarding the numerous articles consistently being published with the activities and decisions being made. Mayor Hamill suggested that maybe they get better at communicating, but the public also needs to put some effort into gathering information as well. 3 Town of Greenville Council Minutes 02-14-22 12. Town Manager Comments Mr. Urey had no comments. Mayor Hamill invited Mrs. Terri Cunkle, DCED, to introduce herself to the newest Councilors and to add any comments. 13.
