Approval of Minutes Motion by Councilor Carr, seconded by Councilor Butcher, to approve the minutes from the November 14, 2022, regular session meeting and November 28, 2022, special budget meeting. Police – November 2022 Motion by Councilor Hereford, seconded by Councilor Beil, to accept monthly reports as presented. Motion carried 7-0. 8. Unfinished Business A. Motion by Mayor Hamill, seconded by Councilor Hall, to adopt Ordinance 1626, amending the Non-Owner-Occupied Ordinance. Councilor Hall understands that landlords are upset with the changes, but changes need to be made to correct the problems. Motion carried 7-0. B. Motion by Councilor Hall, seconded by Mayor Hamill, to adopt Ordinance 1627, amending the Fire Code Inspection Ordinance. Motion carried 7-0. Motion by Councilor Hereford, seconded by Councilor Butcher, to re-appoint Frank Vanderslice to the expiring seat on the Vacancy Board expiring on December 31, 2023. Motion carried 7-0. D. Motion by Councilor Butcher, seconded by Councilor Carr, to re-appoint Rick Zilla to the expiring seat on the Zoning Hearing Board with a term expiring December 31, 2025. Motion carried 7-0. E. Motion by Councilor Beil, seconded by Councilor Butcher, to re-appoint Paul Hamill to the expiring seat on the Mercer County Regional Planning Commission with a term expiring December 31, 2025. Motion carried 7-0. F. Motion by Councilor Hereford, seconded by Councilor Hall, to re-appoint Stephanie Williams to expiring seat on the Greenville Water Authority, expiring on December 31, 2027. Motion carried 7-0. G. H. Motion by Councilor Butcher, seconded by Councilor Hall, to re-appoint Paul Hamill to the expiring seat on the Greenville Planning Commission with a term expiring December 31, 2026. Motion carried 7-0. 9. New Business A. Motion by Councilor Butcher, seconded by Councilor Carr, to advertise ordinance 1628 to update the Greenville Town Police Pension Plan to waive the member contribution requirement for 2023. Motion carried 7-0. B. Motion by Councilor Butcher, seconded by Councilor Hereford, to promote Michael White from Part-Time Firefighter to Full-Time Fire Fighter from the Civil Service Commission Certified List of three, effective January 1, 2023. Motion carried 7-0. C. Motion by Councilor Carr, seconded by Councilor Butcher, to promote Cody Mowris from Part-Time Firefighter to Full-Time Fire Fighter from the Civil Service Commission Certified List of three, effective January 1, 2023. Motion by Councilor Hereford, seconded by Councilor Butcher, to promote Drew Snyder from Part-Time Firefighter to Full-Time Fire Fighter from the Civil Service Commission Certified List of three, effective January 1, 2023. Motion carried 7-0. E. Motion by Councilor Beil, seconded by Councilor Hall, to use the optional provision of the Civil Service Rules and Regulations to appoint Michael Moore to the position of Part-Time Police Officer conditional on passing the physical and psychological exams. Motion carried 7-0. F. Motion by Councilor Hereford, seconded by Councilor Butcher, to adopt the Greenville Area Brownfields Redevelopment Plan. Motion 7-0. G. Motion by Councilor Butcher, seconded by Councilor Beil, to set the following members for the Greenville Redevelopment Authority effective January 1, 2023: • Edward Taczanowsky - 5-year term • Roberta Leonard – 4-year term • Janet Earle – 3-year term • Martin Johnson- 2-year term • Brandon Mirizio – 1-year term Motion carried 7-0 H. Motion by Councilor Hereford, seconded by Councilor Carr, to appoint EmergyCare Ambulance to replace Life Force of Western PA Inc for providing Emergency Services for the municipality effective 1/1/23. Motion carried 7-0. I. Motion by Councilor Butcher, seconded by Councilor Hall, to create a tuition reimbursement program for the Greenville Police Department. Motion carried 7-0. J. Motion by Councilor Hall, seconded by Councilor Butcher, to adopt the 2023 Capital Improvements Plan and Capital Fund Budget. Motion carried 7-0. K. Motion by Councilor Beil, seconded by Councilor Carr, to enter into a Memorandum of Understanding with the Teamsters Local 261 for the addition of a Pay Step Program. Motion carried 7-0. L. Motion by Councilor Beil, seconded by Councilor Butcher, to hire Michael Williams as a Department of Public Works Employee. Motion carried 7-0. M. Motion by Councilor Butcher, seconded by Councilor Carr, to hire Austin Kilgore as a Department of Public Works Employee. Motion carried 7-0. N. Motion by Councilor Beil, seconded by Councilor Butcher, to authorize the Town Manager to apply for the 2023 Green Light-GO grant program to modernize the traffic control signals at Main Street and Columbia Avenue intersection. Motion carried 7-0. Page 4 of 5 Town of Greenville Council Minutes 12/12/22 10. Council Comments Councilor Hall commented about turning blighting areas into something good. He feels we have a plan to fix things before something happens. He is happy that steps are being made to have police protection for the town. Councilor Butcher thanked Jasson and the administrative staff for all they do. She is excited that the Redevelopment Board is filled. Councilor Beil commented on another year of progression. Tough decisions were made, but council is tasked with looking down the road to get out of Act 47. Councilor Carr commented about working on the issues with the police department and discussed vandalism happening in the town. Councilor Hereford commented about keeping up with the times and noted that the items voted on tonight regarding the police department will help retain and recruit officers. 11. Junior Councilor Comments Jr, Councilor Martin feels it was a good year. He feels the changes to property inspection will ensure that everyone is safe. 12. Mayor Comments Mayor Hamill had no comments. 13. Town Manager Comments Mr. Urey thanked everyone for all the hard work. He stated that we are not done, but good things are happening. Dr. Hirt stated that everyone's comments were what she was thinking. The town is taking significant steps to address issues, and she is looking forward to the town's success. 14.
