MINUTES OF A REGULAR MEETING
OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, January 9, 2023, at 6:30 p.m.
1. Call to Order Paul Hamill, Mayor

Residents: Deacon Luciani thanked council for all their hard work and commented about Town Manager
being on the news.

Council Consideration
5. Approval of Minutes
Motion by Councilor Butcher, seconded by Councilor Carr, to approve the minutes from the December
12, 2022, regular session meeting. Motion carried 7-0.
6. Approval of Budget Report & Bills

Motion by Councilor Hall, seconded by Councilor Hereford, to accept the monthly budget report as
presented. Motion carried 7-0.
7. Approval of Department and Staff Reports

Motion by Councilor Hereford, seconded by Councilor Beil, to accept monthly reports as
presented. Motion carried 7-0.
8. Unfinished Business
A. Motion by Councilor Butcher, seconded by Councilor Carr, to adopt ordinance 1628 to
update the Greenville Town Police Pension Plan to waive the member contribution
requirement for 2023. Motion carried 7-0.

9. New Business
A. Motion by Councilor Butcher, seconded by Councilor Hall, to appoint the following
effective January 1, 2023:
• Town Manager – Jasson W. Urey
• Secretary/Treasurer – Jasson W. Urey
• Emergency Management Coordinator (EMC) – Jasson W. Urey
• Open Records Officer – Jasson W. Urey
• Assistant Open Records Officer – Rosalynn Reagle
• Code Enforcement/Zoning Officer – Nick Mascio
• Building Code Official (BCO) – Nick Mascio
• Solicitor – Douglas & Joseph
• Engineer – KLH Engineers, Inc.
• Receiver of Wage Taxes – Berkheimer Associates
• Auditor – McGill, Power, Bell & Associates, LLP
Motion carried 7-0.
B. Motion by Councilor Beil, seconded by Councilor Carr, to approve the 2023 meeting
schedule. Motion carried 7-0.
C. Motion by Councilor Hall, seconded by Councilor Beil, to authorize the Town Manager to
sign the agreement with HHSDR for engineering services for the Pickleball and Basketball
Court project. The DCNR grant will cover all costs for the project. Motion carried 7-0.
D. Motion by Councilor Hereford, seconded by Councilor Butcher, to accept the resignation of
Janet Earle from the Greenville Planning Commission Board. Motion carried 7-0.
E. Motion by Councilor Butcher, seconded by Councilor Carr, to appoint Keith Shilling to the
Greenville Planning Commission with a term expiring December 31, 2024. Motion carried
7-0.
F. Motion by Councilor Hereford, seconded by Councilor Hall, to authorize the Town Manager to
apply for a USDA Rural Development Grant/Loan to replace the Police Cruisers and a dump
truck for the street department. Motion carried 7-0.
G. Motion by Councilor Butcher, seconded by Councilor Carr, to adopt the Memorandum of
Understanding with Teamsters Local 261 authorizing amending the lateral transfer memorandum
dated September 13, 2021. Motion carried 7-0.
H. Motion by Councilor Hereford, seconded by Councilor Beil, to adopt Resolution 2023-01
authorizing the Mayor to sign the PennDOT Sidewalk Maintenance Agreement for the SR18-24
improvement project. Motion carried 7-0.
10. Council Comments
Councilor Hall wished everyone Happy New Year. He expressed a lot of projects are in motion, and
progress has been made toward getting out of Act 47.

Councilor Butcher wished everyone Happy New Year. She feels 2023 is going to be a good and exciting
year for the town.
Councilor Hereford is excited to see that Nick Mascio is in the Code Office.
Councilor Carr wished everyone Happy New Year. She stated exciting things are happening, a chance for
everyone to work together and make the town a better place.
Councilor Beil wished everyone Happy New Year and is excited for the town in 2023.
11. Junior Councilor Comments- None in his absence
12. Mayor Comments- wished everyone Happy New Year and is excited like the rest of the council for the
town in 2023.
13. Town Manager Comments- stated he is excited about the new year, but a lot of work still needs to be
done. Also discussed was the Redevelopment Authority and getting rid of the blighted properties in the
town.
14. Adjournment
Motion by Councilor Hall, seconded by Councilor Butcher, to adjourn this session for Council at 6:54 pm.
