Greenville Sanitary Authority 1-24-19 GREENVILLE SANITARY AUTHORITY GREENVILLE, PENNSYLVANIA REGULAR MEETING MINUTES Thursday, January 24, 2019 ~ 6:00 p.m. CALL TO ORDER Mr. Bailey called the meeting to order at 6:00 pm ROLL CALL: Jonathan Bailey, Chairperson Pamela Auchter, Vice Chairperson Samantha Iliff, Secretary Amy Hollowell Joshua Stephens OTHERS PRESENT: Lyle Huffman, Director of Public Services James Douglas, Solicitor - Excused John Mowry, KLH Engineers Also present: Caleb Stright – Record Argus 1. PUBLIC COMMENTS None 2. ACCEPTANCE OF MINUTES A. Motion by Mrs. Hollowell, seconded by Mrs. Auchter to accept the minutes of the October 25, 2018 regular meeting. Motion carried 5-0. 3. FINANCIAL REPORTS A. Motion by Mrs. Auchter, seconded by Mrs. Hollowell to accept the December 2018 treasurer’s reports. Motion carried 5-0. 4. ENGINEER’S REPORT/KLH ENGINEERS, INC. A. Motion by Mrs. Hollowell, seconded by Mrs. Auchter to accept the January 2019 Engineer’s report. Discussion was held on the status of the 537 plan, and the proposed manhole replacement project to be in coordination with PennDOT along Columbia Avenue in 2020. Motion carried 5-0. 5. UNFINISHED BUSINESS A. Motion by Mrs. Auchter, seconded by Mrs. Hollowell to authorize Salzmann Hughes, P.C. to move forward and draft the “Lease Back Agreement” for the Stormwater Utility. Motion by Mrs. Auchter, seconded by Mrs. Hollowell to authorize the Borough Manager to advertise for a special meeting on Thursday, March 28, 2019 at six (6) pm to discuss the proposed Lease Back Agreement for the Stormwater Utility. Motion carried 5-0. 7. AUTHORITY MEMBERS COMMENTS The Board members had no comments. 8. DIRECTOR OF PUBLIC SERVICES COMMENTS Had no comments. 9.
