Town of Greenville Council Minutes 10-25-21 www.greenvilleborough.com MINUTES OF A SPECIAL MEETING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, October 25, 2021 at 6:30 p.m. 1. Call to Order Paul Hamill, Council President 2. Invocation: Rev. Sean Hall, Hillside Presbyterian Church Flag Salute led by Councilor Sean Hall 3. Roll Call: Paul Hamill, Council President Sean Hall, Council Vice President Linda Zuschlag, Council President Pro Tempore Tracy Beil Jean Carr Dane Mincer Evian Zukas-Oguz – via phone Evan Hereford, Mayor Jasson W. Urey, Town Manager James E. Douglas, Solicitor – excused Also present: Dr. Mary Jane Hirt – via phone Frank Vanderslice Trevor Bromley Staff: Media: Rosalynn Reagle, Administrative Assistant Caleb Stright, Record-Argus Lyle Huffman, Assistant Town Manager David Hetrick, Financial Assistant 4. Public Comments (5 minutes time limit) Resident – None Non-Resident – None. 5. Presentation by Kirby Date on the Greenville Brownfields Redevelopment Project. Kirby Date, KM Date Community Planning, Mark Patrick, KU Recourses, Sean Garrigan and Natalie McCarthy, Stromberg Garrigan Associates, and Jill Gaito, Gaito and Associates were all present for the presentation. These are the members that make up the team that has been working on this project. Both Ms. Date and Mr. Garrigan spoke during the presentation providing Council and the attendees their findings from the research that has been conducted to date. The next presentation will include their recommended plan for redevelopment within the Town. 1 Town of Greenville Council Minutes 10-25-21 6. New Business Mr. Urey presented the proposed 2022 Budget. During his presentation, Mr. Urey discussed the projected changes to tax millage rates over the next 5 years along with the projected rates for the Earned Income Tax, Real Estate Transfer Tax, Mechanical Devices Fee, Fire Service Fee and Storm Water Utility Fee. Mr. Urey then presented the 2022 proposed budget for each fund, General Fund, Fire Service Fund, Storm Water Fund, and Sewer Fund. 7. Public Comments There were no public comments. 8. Council Comments Council held discussions regarding all of hard work that went into creating this proposed budget and also how wonderful Ms. Date’s report was and how they are looking forward to moving the Town into a positive direction. 9. Mayor Comments Mayor Hereford did not have any additional comments past the discussions held during Council Comments. 10. Council President Comments Council President Hamill did not have any additional comments past the discussions held during Council Comments. 11. Town Manager Comments Mr. Urey had not additional comments. 12. Adjournment Motion by Councilor Hall, seconded by Councilor Mincer to adjourn this session of Council at 8:10 pm. Motion carried 7-0.
