Town of Greenville Work Session Minutes 2/07/24 www.greenvilleborough.com MINUTES OF A WORK SESSION MEETING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS WEDNESDAY, FEBRUARY 7, 2024, at 6:30 p.m. 1. Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. 2. Moment of Silence: Remembering Hugh “Fuzzy” Shield, retired Fire Chief for the Greenville Fire 3. Invocation: Deacon Linda Zuschlag Flag Salute led by Mayor Paul Hamill 4. Public Comments (5-minute time limit) Page 1 of 2 Town of Greenville Work Session Minutes 2/07/24 Residents: Ms. Becky Savchuck, 119 East Ave, inquired about the Storm Water Utility and Fire Service Fee rates. She also commented on street conditions and administrative salaries. Mr. Joel Rinella, 422 S. Main St, inquired about the 2024 4th Quarter Financial Presentation, the State of the Town Address, and administrative salaries. Non-Residents: Mrs. Jen Mangus, Meadville PA, presented concerns on a Sewer Lateral Inspection done at a rental property she owns in town. Mr. Gary Muller, 701 Vernon Rd, asked if Item E, Ordinance 1641, is related to the Redevelopment Authority and what the intent is for purchased properties. 6. Public Comments (Related to agenda items – 5 minutes time limit) None. 7. Council Comments Councilor Bromley thanked Mrs. Mangus for her information and the audience for attending the meeting. 8. Mayor’s Comments – None 9. Town Manager’s Comments – None 10. Adjournment to Executive Session – Adjourned this session to Executive Session at 7:01 p.m. to discuss litigation strategy and potential real estate transaction. 11. Adjournment from Executive Session – Adjourned the Executive Session and return to Work Session at 7:35 p.m. 12. Discuss the motion to accept the resignation of Frank Vanderslice from the Code Appeals Board. B. Discuss the motion to advertise for the vacant seat on the Code Appeals Board with a term expiring on 12-31-24. Page 2 of 3 C. Discuss the recommendation from the Street Committee to adopt Resolution 2024-03, participation in the 2024 Mercer County Joint Seal Coat Bid Program. D. Discuss the motion to enter into a Management Agreement with the Greenville Redevelopment Authority for the Authority's day-to-day operations. E. Discuss the motion to advertise Ordinance 1641, creating a Blighted Property Review Committee. F. Discuss the motion to advertise bids for copier equipment leasing and services. G. Discuss the recommendation from the Street Committee to award the low bid of $67,875.00 to Mar-Allen Concrete for the Lebanon Avenue Bridge Repair Project.
