VILLAGE OF GREENWICH – STATE OF OHIO Administration Offices: 45 Main Street. Greenwich, Ohio 44837 (419) 752-2441 October 4, 2016 Moment of silence Pledge Roll Call Council met in regular session with following members present: Phillips, King, Lloyd, Wilson, Shoemaker, Bovia, Chief Dorsey, Administrator Giles, Mayor Wes Sallee, Attorney Palmer, Clerk Betty Inmon, and Zoning Inspector Inmon. Lloyd move to accept the minutes of September 6, 2016.Shoemaker seconded; Vote as follows: Phillips Yes, Lloyd Yes, King Yes, Wilson Yes, and Shoemaker Yes, Bovia Abstain Shoemaker moved to pay bills in the amount of $60,214.40. Wilson Seconded; Vote as follows: King Yes, Phillips Yes, Wilson Yes, Shoemaker Yes, and Lloyd Yes, Bovia Yes Clerk: N/A Visitors: N/A Committee Mtgs. Records Committee 11/01 @ 6:30 PM Fire Board 11/7 @ 7:00 PM Ambulance Board 10/10 @ 7:00 PM Committee Reports: N/A Administrator Report: Giles handed out his bi-weekly report touching base on serval topics: Fire Hydrants will be flushed on October 6, 2016. Drop in Power cost adjustment. Roof has been repaired. Police Chief’s Report: Chief Dorsey will have bi-weekly report for media today. Tenore has been full time employee since Oct.1, 2016. Accident involving school bus Zoning Inspector: A total of $500 was collected in permits since last council meeting. Problems on East Main St. with two neighbors concerning driveway that is being shared. Solicitor’s Report: Attorney Palmer was very concerning with the jobs of our police department. Our village Police are the key to protection in our village and their jobs are not without serious complications erupting in the late hours of night. They are cursed at, spit upon, and made fun of, but they need to be complimented on the jobs that they are doing to protect us. Greenwich, Ohio 44837 (419) 752-2441 Council Discussion: Discussion was on the farm land that is leased by village. Land is presently leased by Milky Way Farms. The consensus was to open to others who may be interested. Mr. Palmer will start working on this. . Unfinished Business Wilson moved to have Third reading of Resolution No.: 2016-R-17 by Title only; Lloyd seconded. Votes as Follows: Shoemaker Yes, Lloyd Yes, Wilson Yes, King Yes, Phillips Yes, Bovia Yes. (A RESOLUTION CONFIRMING THE MAYOR’S APPOINTMENT OF JULES SCIORTINO AS A POLICE OFFICER WITHIN THE GREENWICH POLICE DEPARTMENT) Lloyd moved to adopt Resolution 2016-R-17 by Title Only, Wilson Second. Vote as follows: King Yes, Phillips Yes, Wilson Yes, Shoemaker Yes, and Lloyd Yes, Bovia Yes Lloyd moved to have the second reading of Resolution No.: 2016-R-19 by Title only; Wilson Seconded. (A RESOLUTION FOR PRELIMINARY LEGISLATION CONSENTING TO THE DIRECTOR OF TRANSPORTATION BRIDGE INSPECTION PROGRAM SCOPE OF SERVICES AND AUTHORIZING THE VILLAGE ADMINISTRATOR TO ENTER INTO CONTRACT) Vote as follows: King Yes, Phillips Yes, Wilson Yes, Shoemaker Yes, and Lloyd Yes, Bovia Yes Wilson moved to have Second reading of Resolution No.: 2016-R-20 by Title only; Lloyd Seconded. (A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR FOR THE PLACEMENT OF A RESERVED VETERAN PICK UP ONLY SIGN LOCATED ON SOUTH RAILROAD STREET) Vote as follows: Phillips Yes, Lloyd Yes, King Yes, Wilson Yes, and Shoemaker Yes, Bovia Yes Bovia move to have First reading of Resolution 2016-R-21 by title only, Wilson Second. A RESOLUTION AUTHORIZING THE VILLAGE ADINISTRATOR TO ENTER INTO A CONTRACT FOR THE PURCHASE OF USED EQUIPMENT WITH BIDDING. Vote as follows: Shoemaker Yes, Wilson Yes, King Yes, Phillips Yes, and Lloyd Yes, Bovia Yes Lloyd move to have First reading of Ordinance 2016-08 by title only, Wilson second.
