Wilson move to excuse Jerry Shoemaker from Council meeting with Lloyd second. Vote

Council met in regular session with following members present: Phillips, King, Lloyd,
Wilson, Bovia, Chief Dorsey, Administrator Giles, Mayor Wes Sallee, Attorney Palmer,
Fiscal Officer Betty Inmon and Zoning Inspector Inmon.
Lloyd move to accept the minutes of October 4, 2016.Wilson seconded; Vote as follows:

Bovia moved to pay bills in the amount of $138,033.98. Lloyd seconded; Vote as
follows: King Yes, Phillips Yes, Wilson Yes, Lloyd Yes, Bovia Yes

Administrator Report:
Giles handed out his bi-weekly report touching base on serval topics:
He briefly went over the OPWC grant that had been updated. The amount of $93,000
was changed to $71,522 grant and $21,613 loan in efforts to receive Issue 1 Money.
Police Chief’s Report:
Chief Dorsey will have bi-weekly report for media today.
1,140 violations that are unpaid have been turned over to collection agency.
Operations are running smooth at this time.
Zoning Inspector:
Building Permit for $100 was turned into Fiscal Officer
Solicitor’s Report:
Attorney Palmer discussed the 1991 lease for farm land that will be bided out next year.
November first is the present date on lease for any changes that can occur.
Mayor’s Report: Since October 18th is National cupcake day, Mayor Sallee treated all of
council room with chocolate cupcakes. Mayor discussed trick or treat night that will be
held October 31 from 5-6:00 with Friends of Library holding parade after.

Council Discussion:
Mike Lloyd questioned the burning ordinance in town with Chief Dorsey responding that
all fires are illegal unless they are cooking food such as a campfire. Police department
responds to all such calls.
