VILLAGE OF GREENWICH – STATE OF OHIO Administration Offices: 45 Main Street. Wilson Yes, Phillips Yes Absence: Clerk Betty Inmon Council met in regular session with additional members present: Mayor Wesley Sallee, Police Chief Steve Dorsey, Zoning Inspector Cles Inmon, Gayle Bovia from G.I.G. and Utility Billing Jennifer Meyer. Clerks Report: N/A Lloyd moved to accept council minutes of the November 6th, 2018 meeting, T. Wilson seconded. Vote as followed: Lloyd Yes, King Yes, Shoemaker Yes, R. Wilson Yes, Phillips Yes, T. Wilson Yes. Shoemaker moved to accept the invoices in amount of $232,318.81, T. Wilson seconded. Vote as followed: R. Wilson Yes, T. Wilson Yes, Lloyd Yes, King Yes, Shoemaker Yes, Phillips Yes Visitor’s Addressing Council: Gayle Bovia of G.I.G., reported that she was extremely happy with the turn out for the introduction of the Veterans Memorial Park. The pavers will be back in the spring to finish with the sand and place more pavers. Forms are still available at the Village office to purchase more pavers. Mrs. Bovia handed out a flyer for the Christmas festivities, stressing the importance of caroling and introducing two new businesses to the flyers (Oma’s and Back to Wellness). Committee Mtgs. Courtney & Associates is not completed with the rate study but a preliminary report was discussed earlier in the day in a meeting with John Courtney in Council chambers. Discussions about the PCA rolling over into the electric portion and the projection of the PCA decreasing the amount should be on track for the years of 2021 and 2022. A decrease in the amount from AMP should be coming off in May as Morgan Stanley has dropped off. Virgil also advised that the GIS training was cancelled due to no participation. Mayor Sallee asked that Council please check their emails as the GIS training is a cost to the Village. Jen Hess is working on entering in the Cemetery information and it should take about 80 hours to complete the data. Chief’s Report: Chief Dorsey stated that he has acquired the services of a computer tech to handle all of the changes with LEADS, Mr. Ferris will be providing his services for free. As to Norman Reed, Chief Dorsey will be leaving the decision up to the Solicitor and Virgil for future services. Christmas is coming and with the first bad weather day the roads weren’t too bad. The ceremony in the park for Veterans day was really touching and that he was even teary eyed during the event. Zoning with the house on S Kniffin St is ongoing, Chief was advised that the sidewalk was going to be torn out over the weekend but that the coldness might slow it down and a certified letter was sent to the trailer on Townsend St asking them to please come to the Council meeting to explain the situation, but no one has showed up. Zoning Inspector: Cles wanted to say thank you to Virgil for a good job that he does with handling the electric department and invoices. Zoning is going ok with a new business that is opening, he stated. Cles will be checking on the permits. Zoning with the trailer on Townsend street will be handled by the police department. Greenwich, Ohio 44837 (419) 752-2441 Mayor’s Report: Mayor Sallee wanted to say thank you to the Village employees and the Police department and GIG for doing such a great job with in the Village and he announced that it was national peanut butter fudge day, as he passed out fudge that his wife Debbie made! Council Discussion: Mayor Sallee confirmed with council and scheduled an Organizational meeting on January 2nd, 2019 at 6:45 PM and the first Council meeting of 2019 to be followed at 7:00 PM. Mr. Lloyd would like to set up some appropriation meetings in Jan and Feb to go over appropriations and discussing were finances needs to be appropriated. Scheduled January 15, 2019 @ 6:00 PM with the Police Department. Mayor Sallee says to bring wish lists. Attorney Palmer says that it would be a good idea to start these meetings again in July after these next meetings have been completed, it is good practice by municipalities to do so. (AN ORDINANCE POSTPONING THE 2019 ANNUAL APPROPRIATION MEASURE AND PROVIDING FOR TEMPORARY APPROPRIATIONS FOR MEETING ORDINARY EXPENSES AS PROVIDED BY SECTION 5705.38 OF THE OHIO REVISED CODE.) New Business: Lloyd moved to have first reading of Resolution No.: 2018-R-18 by title only. R. Wilson seconded. Vote as followed: Lloyd Yes, King Yes, Shoemaker Yes, R. Wilson Yes, Phillips Yes, T. Wilson Yes (A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO ENTER INTO A CONTRACT WITH OHM ADVISORS FOR ENGINEERING SERVICES.) R. (A FINAL RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO ENTER INTO CONTRACT WITH THE OHIO DEPARTMENT OF TRANSPORTATION (ODOT) FOR THE BRIDGE REHABILITATION PROJECT ON US 224 WEST OF ORCHARD STREET.)
