VILLAGE OF GREENWICH – STATE OF OHIO Administration Offices: 45 Main Street. Greenwich, Ohio 44837 (419) 752-2441 April 7th, 2020 Pledge of Allegiance Roll Call: M. Lloyd, R. Wilson-Yes, King-Yes, T. Wilson Yes, Phillips-Yes. Council met in regular session but held session at the Tri Community Fire Department located at 49 Main St. Greenwich OH 44837. Lloyd moved to excuse the absence of Hunter, R. Wilson seconded. Vote as followed: Lloyd Yes, R. Wilson-Yes, King-Yes, T. Wilson Yes, Phillips-Yes. Lloyd made a motion adopting the open meetings policy established by Ohio Sub H.B. 197, Amendment No.: 133-0351-2 passed on March 25, 2020 for use only during the time period of emergency declared by Ohio Governor Executive Order 2020-01D and temporarily suspending any and all local rules inconsistent there wit… Phillips seconded. Wilson made a motion instructing the clerk to provide public access to meeting audio/video commensurate with the same method in which any such emergency meeting is conducted, Phillips seconded. Greenwich, Ohio 44837 (419) 752-2441 Mayor’s Report: Mayor advised that the Police department have been informed to crack down on the stay at home order. There will be no permits issued for public gatherings it is prohibited by section 3 of the stay at home order. With the warmer weather coming up the play grounds will still be closed. The mayor encouraged to please read the stay at home order for any further concerns. Council Discussion: N/A Unfinished Business: R. (A RESOLUTION IN SUPPORT OF MAYOR’S EXECUTIVE ORDER IN RESPONSE TO THE COVID-19 (CORONAVISUS) PUBLIC HEALTH CRISIS AND DIRECTING THE VILLAGE ADMINISTROR TO ADOPT AND IMPLEMENT TEMPORARY EMERGENCY MEASURES WAIVING PENALTY AND DELIQUENT CHARGES FOR UTILTIY BILLING AND DECLARING AN EMERGENCY) Lloyd moved to waive the second and third reading of Resolution No.: 2020-R-11, T. Greenwich, Ohio 44837 (419) 752-2441 (A RESOLUTION DECLARING THAT THE AMOUNT OF TAXES THAT MAY BE RAISED WITHIN THE TEN-MILL LIMITATION WILL BE INSUFFICIENT TO PROVIDE FOR THE NECESSARY REQUIREMENTS OF THE SUBDIVISIONS AND THAT IT IS NECESSARY TO LEVY A TAX RENEWAL IN EXCESS OF THAT LIMITATION CURRENT EXPENSES OF THE SUBDIVISION (PARKS): AT 1.60 MILLS AS ESTIMATED BY THE COUNTY AUDITOR AND THAT THE TAXING AUTHORITY WILL PROCEED WITH THE SUBMISSION OF THE QUESTION OF THE TAX TO THE ELECTORS.)
