Greenwood Council Meeting
Wednesday, April 20, 2022 at 6:00pm
Council Chambers
The meeting was called to order by Council President Nelson.
Oath of office was given to Ward 1 Alderperson, Tracy Nelson, Ward 2 Alderperson, Ryan Ashbeck, and Mayor, Dave
Hansen.
Roll call- Hansen, Ashbeck, Jordan, Nelson, all present. Also present, Attorney Bonnie Wachsmuth, Clerk/ Treasurer
Kayla Schar, Police Chief Bernie Bock, Public Works Director Eddie Herrick, Utility Director Trent Johnson, City
Engineer Larry Gotham.
Public Appearances:
1. Jeff Hoeper was present and expressed concerns over the cost of the River Crossing project and provided a
presentation on how they felt the city could save money on the project.

3. Barb Ashbeck questioned when her street was going to be resurfaced or patched from the water break that was
fixed previously. Herrick informed Barb they will be doing blacktop patching this summer around the city.
4. Brian Duell, County Highway Commissioner, questioned if the council would like to bore holes in the bridge for
future water/ sewer needs. Council will discuss at the May 4th Council meeting.
New Business:
1. Nelson motioned to approve the appointments as listed below:
Kayla Schar- City Clerk/ Treasurer Dave Hinker- Cemetery Sexton
Bernie Bock- Chief of Police County- Health Officer
Bonnie Wachsmuth- City Attorney Del Horn- Emergency Government Official
Ashbeck seconded the motion. All ayes. Motion carried.
2. Nelson nominated Jim Schecklman to be appointed as Ward 2 Alderperson. No other nominations were made.
Hansen closed nominations. Nelson motioned to approve the appointment of Jim Schecklman for Ward 2
Alderperson. Jordan seconded the motion. All ayes. Motion carried.
3. Jim Schecklman was not present at the time to be swore in. Agenda item 3 tabled for later in the meeting.
4. Nelson motioned to appoint Jim Schecklman as Council President. Ashbeck seconded the motion. All ayes.
Motion carried.
5. Nelson motioned to approve Council Present as supervisory authority over Deputy Clerk. Ashbeck seconded the
motion. All ayes. Motion carried.
6. Ashbeck motioned to approve the committees and boards as presented by Schar. Nelson seconded the motion. All
ayes. Motion carried.
7. Nelson motioned to approve Forward Bank, Citizens Bank, First State Bank and State Investment Pool as the
Official depositories for the city. Ashbeck seconded the motion. All ayes. Motion carried.
8. No quorum due to conflict of interest for items 8 and 9 on the agenda. Items were tabled to a later time in the
meeting.
9. Ashbeck motioned to approve the bills and vouchers as presented. Jordan seconded the motion. All ayes. Motion
carried.
10. Nelson motioned to approve the minutes as written. Ashbeck seconded the motion. All ayes. Motion carried.
11. Oath of office was given to appointed Ward 2 Alderperson, Jim Schecklman.
12. Nelson motioned to approved the revised Development Agreement for TID 3 with the changes as discussed
allowing them an additional 6 months for construction. Schecklman seconded the motion. 3 ayes, Ashbeck
abstained. Motion carried.
13. Discussion was made on the bid received for the transmission line project. First bid from Haas Sons, Inc. came in
at $1,048,050 and was rejected by Council. Rebid from Haas came in at $754,891. Gotham recommends the
Council to consider awarding the project to Haas Sons, Inc. Schecklman motioned to award the bid to Haas Sons,
Inc. for $754,891. Ashbeck seconded the motion. 3 ayes, Nelson abstained.
Brian Duell, County Highway Commissioner, appeared for a brief update and questioned if the council would like
to bore holes in the bridge for future water/ sewer needs. Council will discuss at the May 4th Council meeting.
14. Nelson motioned to adjourn. Ashbeck seconded the motion. All ayes. Motion carried.
