Council Chambers
The meeting was called to order by Mayor Hansen. Oath of office was given to newly elected officials Abby Bolf-
Ward 1 Alderperson and Dean Hinker Ward 2 Alderperson. Roll call- Bolf, Hinker, Ashbeck, and Nelson all present.
Also present Clerk/ Treasurer Kayla Schar, Attorney Bonnie Wachsmuth, Utility Director Trent Johnson, Public
Works Director Eddie Herrick, Chief of Police Bernie Bock, and representative from MSA Professional services.
New Business:
1. Nelson motioned to approve the appointments as listed below:
Kayla Schar- City Clerk/ Treasurer Dave Hinker- Cemetery Sexton
Bernie Bock- Chief of Police County- Health Officer
Bonnie Wachsmuth- City Attorney Del Horn- Emergency Government Official
Ashbeck seconded the motion. All ayes. Motion carried.
2. Nelson motioned to nominate Ryan Ashbeck as Council president. Bolf seconded the motion. All ayes.
motion carried.
3. Nelson motioned to approve Council President as supervisory authority over Deputy Clerk. Ashbeck seconded the
motion. All ayes. Motion carried.
4. Nelson motioned to approve the committees and boards with corrections as recommended by Hansen. Ashbeck
seconded the motion. All ayes. Motion carried.
5. Ashbeck motioned to approve Forward Bank, First State Bank and State Investment Pool as the Official
depositories for the city. Hinker seconded the motion. All ayes. Motion carried.
6. Ashbeck motioned to approve the public works recommendations to accept the sealed bids for the following
pieces of equipment:
a. Milwaukee Bench Grinder to Randy Hinker for $10.
b. Honda EZ2500 Generator to Bernie Bock for $51.
c. 20” Plate Compactor to Kole Hinker for $106.
d. Ford 3-pt Angle Blade to Kole Hinker for $51
e. John Deere Zero Turn Mower to Adam Krause for $500.
Bolf seconded the motions. All ayes, Hinker abstained. Motion carried.
7. Nelson motioned to award the lawn mowing bid contract for 2023-2026 to Curley Creek Lawn Care for the
following amounts:
f. Cemetery Mow and Trim per time- $340
g. Highway G Wells Mow and Trim per time- $155
h. Willard Rd Ponds Mow and Trim per time- $105
Ashbeck seconded the motion. All ayes. Motion carried.
8. Ashbeck motioned to award the asphalt bidding contract to American Asphalt of Wisconsin for $118.23/ ton
for Linda Blvd extension and $185.35/ton for misc patching. Bolf seconded the motion. All ayes. Motion
carried.
9. Ashbeck motioned to award the concrete curb and bidding contract to Harmon Concrete & Construction for
$20,544. Nelson seconded the motion. All ayes. Motion carried.
10. Ashbeck motioned to allow the Utility Department to place their blacktopping project out for bids. Hinker
seconded the motion. All ayes. Motion carried.
11. Nelson motioned to discontinue payment to Housing Authority Board members. Bolf seconded the motion.
All ayes. Motion carried.
12. Ashbeck motioned to approve the Softball Association class A beer license for 2023. Bolf seconded the
motion. All ayes. Motion carried.
13. Dan Borchardt with MSA Professional services provided a project update for the Cities West Miller Street –
CBDG project.
14. Bolf motioned to award the W. Miller Street and N. Stafford Street Reconstruction project to Haas Sons, Inc.
in the amount of $1,780,600.75. Ashbeck seconded the motion. All ayes. Motion carried.
15. Nelson motioned to approve the MSA Professional Services contract amendment for Construction Servicesin
the amount of $199,500, bringing the adjusted agreement amount to $370,200. Bolf seconded the motion. All
ayes. Motion carried.
16. Nelson motioned to approve the bills and vouchers as presented. Hinker seconded the motion. Roll call vote.
All ayes. Motion carried.
17. Ashbeck motioned to approve the minutes as written. Nelson seconded the motion. All ayes. Motion carried.
18. Ashbeck motioned to adjourn. Hinker seconded the motion. All ayes. Motion carried.
