Greenwood Council Meeting Wednesday, March 19, 2025 at 6:00pm 201 S Main St- Council Chambers The meeting was called to order by Mayor Hansen. Roll call- Nelson, Bolf, Hinker and Ashbeck all present. Also present Clerk/ Treasurer Kayla Schar, Street Supervisor Dave Hinker, Police Chief Andrew Kohnert, Utility Director Trent Johnson and Attorney Bonnie Wachsmuth. Public members present Brittany Mews- Clark County Health Department, Harold Dillenbeck- Black River Bowmens Club, Sue Ludwig, and Charles Hare. Public Comment: 1. Sue Ludwig would like to see an ordinance created that will restrict owners from allowing light from their property to shine onto someone else’s property. Chief Kohnert explained that an ordinance of that such would not be able to be created as it would be infringing upon the owners’ rights. No motions made. New Business: 1. Brittany Mews from the Clark County Health Department spoke to the council regarding Hemp-Derived Cannabinoids and explained an ordinance that would prohibit the sale, distribution, possession and use of hemp- derived cannabinoid products for persons under the age of 21. Chief Kohnert recommended to council to further restrict the sales from the proposed 750ft from schools, churches, hospitals and youth serving organizations to 1,000ft. Ashbeck motioned to create an ordinance reflecting the Clark County Ordinance with the change from 750ft to 1,000ft. Bolf seconded the motion. All ayes. Motion carried. 2. Nelson motioned to approve Dana Phillips, Jean Zimmer, and Diane Zagozen as 2025 election workers. Hinker seconded the motion. All ayes. Motion carried. 3. Discussion took place regarding a potential walking trail to be sponsored by the City of Greenwood. Bolf motioned to table the discussion to a future meeting to allow for more information to be obtained. Nelson seconded the motion. Hinker and Ashbeck abstained. Motion carried. 4. Harold Dillenbeck with the Black River Bowmen’s Club would like to have their agreement extended another year to March 31, 2026. They now have approximately 15 members. Hinker motioned to approve the 1-year extension. Ashbeck seconded the motion. All ayes. Motion carried. 5. Nelson motioned to approve the recommended reduced speed on HWY 73 from West Hunt Street to 0.4 miles north of West Hunt Street. Ashbeck seconded the motion. All ayes. Motion carried. 6. Ashbeck motioned to approve the bills and vouchers as presented. Bolf seconded the motion. Roll call vote. All ayes. Motion carried. 7. Nelson motioned to approve the minutes as written.
