Greenwood Council Meeting Wednesday, April 16, 2025 at 6:00pm Council Chambers The meeting was called to order by Mayor Hansen. Oath of office was given to newly elected officials Mitch Behrens Ward 1 Alderperson and Dean Hinker- Ward 2 Alderperson. Roll call- Behrens, Hinker, Ashbeck, and Nelson all present. Also present Clerk/ Treasurer Kayla Schar, Attorney Bonnie Wachsmuth, Utility Director Trent Johnson, Street Supervisor Dave Hinker, Chief of Police Andrew Kohnert, and representative Trevor Wuethrich from Grassland Dairy. New Business: 1. Nelson motioned to approve the appointments as listed below: City Clerk/ Treasurer- Kayla Schar Cemetery Sexton- Dave Hinker Chief of Police- Andrew Kohnert Health Officer- Clark County City Attorney- Bonnie Wachsmuth Emergency Government Official- Del Horn Hinker seconded the motion. All ayes. Motion carried. 2. Ashbeck motioned to nominate Dean Hinker as Council president. Nelson seconded the motion. All ayes motion carried. 3. Nelson motioned to approve the committees and boards as recommended by Mayor Hansen. Ashbeck seconded the motion. All ayes. Motion carried. 4. Hinker motioned to approve Forward Bank and State Investment Pool as the Official depositories for the city. Ashbeck seconded the motion. All ayes. Motion carried. 5. Trevor came in and spoke with council regarding establishing a walking trail using the old ski trail with long term plans potentially taking the trail out to Grassland Dairy and eventually the possibility of going out to Loyal. Attorney Wachsmuth stated an agreement would need to be made with a specific entity such as a corporation who would do the plans, grant writing, obtain easements ect. The City of Greenwood and Grassland Dairy will look for a committee of people who would be interested in creating a corporation to assist with the creation of a walking trail. No motions made. 6. Hinker motioned to approve a 3-year contract extension for the hunting land lease for $2,550/ year. Behrens seconded the motion. All ayes. Motion carried. 7. Ashbeck motioned to approve creating Ordinance Sec. 11-5-13 Regulation of Hemp- Derived Cannabinoid and Synthetic Cannabinoid products as stated below: AN ORDINANCE CREATING SEC. 11-5-13 REGULATION OF HEMP-DERIVED CANNABINOID AND SYNTHETIC CANNABINOID PRODUCTS The City Council of the City of Greenwood does hereby ordain as follows: Section 11-5-13 is created to read as follows: Sec. 11-5-13 Regulation of Hemp-Derived Cannabinoid and Synthetic Cannabinoid Products (a) In this subsection, hemp-derived cannabinoid products is defined as one of the many intoxicating cannabinoids found in the Cannabis sativa L. plant or a synthetic version thereof. (1) Hemp-derived cannabinoid products include, but are not limited to: a. any hemp-derived product containing delta-9 tetrahydrocannabinol (THC) in a concentration of 0.3 percent or less; or, b. any cannabinoid other than delta-9 tetrahydrocannabinol (THC), synthetic cannabinoids or an isomer derived from such cannabinoid (including but not limited to: delta-8 THC, delta-10 THC, hexahydrocannabinol (HHC), HHC-O, THCA, THC-O, THCP, THCV). (2) Hemp-derived cannabinoids does not include non-intoxicating cannabinoids, including cannabidiol (CBD), which is an active ingredient in cannabis, but does not possess  psychoactive properties that produce an intoxicating effect as defined in Wis. Stat. 961.01(3r), and does not contain other isomers as listed above. (b) No person under the age of twenty-one (21) shall use or possess any amount of any hemp- derived cannabinoid, including delta-8 THC, delta-10 THC, HHC, HHC-O, THCA, THC-O, THCP or THCV, except as specifically allowed by Wisconsin law. ( c) No person shall sell, distribute, deliver, or provide any hemp-derived cannabinoid product containing delta-8 THC, delta-IO THC, HHC, HHC-O, THCA, THC-O, THCP, or THCV to a person under the age of twenty-one (21) years, except as specifically allowed by Wisconsin law. (d) No person shall sell, distribute, deliver, or provide any hemp-derived cannabinoid product containing delta-8 THC, delta-10 THC, HHC, HHC-O, THCA, THC-O, THCP, or THCV to a person without having first verified their age by having the person present a valid photo identification. ( e) Hemp-derived cannabinoids shall not be sold within 1,000 feet of a hospital, church, or youth- serving organization such as, but not limited to: child care centers, pre-schools, public or parochial schools, tribal schools, playgrounds, city or county parks, sporting arenas, or any organization primarily intended to serve children. The distance shall be measured by the shortest route along a designated roadway or walking path from the main entrance of the youth- serving organization to the premises selling hemp-derived cannabinoid products. The prohibition in this section does not apply to businesses selling hemp-derived cannabinoids from a location used for said sales on or before March 31, 2025. (f) The penalty for violation of this section shall be as set forth in the general penalties provisions at § 1-1-7 City of Greenwood Ordinances. Nelson seconded the motion. All ayes. Motion carried. 8. Ashbeck motioned to approve Class “B” Beer license for the Greenwood Softball Association. Behrens seconded the motion. All ayes. Motion carried. 9. Nelson motioned to approve the bills and vouchers as presented. Behrens seconded the motion. Roll call vote. All ayes. Motion carried. 10. Ashbeck motioned to approve the minutes as written.
