City of Groveland Planning & Zoning Board Meeting Minutes Thursday, March 2,2023 The City of Groveland Planning and Zoning Board held a meeting on Thursday, March 2,2023. Board Member Robert Proper called the meeting to order at 3.02 p. m. The following Board Members were present: Robert Proper, Dominic Cicio, Robin Hoover, Kerry Lambert and Marty Proctor. Kelley Randall, Lake County School System. City Officials present were City Attorney Anita Geraci- Carver; Timothy Maslow, Community & Economic Development Department Director; DeWayne Jones, Planning and Zoning Division Manager; Hannah Forbes, Planner l; and Maria Ramirez, Recording Secretary. Absent. Board Members Keith Keogh, Zach Decker, Donald Tillman, and Bill Mathias. CONSENT AGENDA Approval of minutes from the January 5, 2Q23, Planning and Zoning Meeting Motion: Board Member Proctor motioned to recommend approval of the January 5,2023, minutes; Seconded by Board Member Cicio. All Board Members present voted aye PRESENTATIONS City Attorney Anita Geraci- Carver presented the Sunshine Law Requirements, Public Records & Decision- making processes. DeWayne Jones and Hannah Forbes presented the Regulatory Overview: Comprehensive Plan Amendment and Community Development Code. NEW BUSINESS a. Planning & Zoning Board Voting of Chairman & Vice Chairman Motion: Board Member Proctor motioned to table to next meeting; Seconded by Board Member Cicio. All Board Members present voted aye 1  b. Recommendation of approval on Resolution 2023- 17: Rainwood Preliminarv Plat Recording Secretary Maria Ramirez read the headnote into the record as follows: RESOLUTION 2023- 17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GROVELAND, FLORIDA, GRANTING PRELIMINARY PLAT APPROVAL FOR RAINWOOD GENERALLY LOCATED SOUTH OF U. S. HIGFTWAY 27, NORTH OF LIBBY NO. 3 ROAD, WEST OF SOUTH O'BRTEN ROAD AND EAST OF WILSON RKWAY, GROVELAND, FLORIDA; AltD PROVIDING FOR AN EFFECTM DATE. Staff recommends approval Motion: Board Member Proctor motioned to approve Resolution 2023- 17with the condition that all road improvements for Libby # 3 Road be completed prior to building permit submittal of new homes; Seconded by Board Member Cicio. All Board Members present voted aye PUBLIG COMMENTS: No public comments. c. Recommendation of approval on Ordinance 2023- 9: Comprehensive Plan Amendment Wellfield Protection Zones Recording Secretary Maria Ramirez read the headnote into the record as follows: ORDINANCE2023- 09 AN ORDINANCB OF THE CITY OF GROVELAND, FLORIDA, AMENDING THB CITY OF GROVELAIID' S COMPREHENSIVE PLAN TO INCLUDE WITHIN THB CITY' S FUTURE LAND USE ELEMENT, PUBLIC FACILITIES ELEMBNT, AND CONSERVATION ELEMENT, ADDITIONAL PROTECTIONS TO THE CURRENT AND FUTURE WATER SUPPLY BY FURTHER PROHIBITING USES WITHIN VARIOUS DISTAI\ CES FROM A POTABLE WATER WELL, ALSO REFERRED TO AS A WBLLFIELD PROTBCTION ZONB WHICH ELEMENTS APPLY CITY WIDE, INCLTJDING IN THE GREEN SWAMP, AN AREA OF CRITICAL STATE CONCERN DESIGNATED PURSUANT TO S. 380. 05, FLORIDA STATUTES; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR INCLUSION IN THB CITY OF GROVELAND COMPREHENSIVE PLAN; AND PROVIDING FOR APPROVAL AND AN EFFECTIVE DATE. 2 Staff recommends approval Motion: Board Member Proctor motioned to approve Ordinance 2023- 09: Seconded by Board Member Cicio.
