City of Groveland Planning & Zoning Board Meeting Minutes Thursday, April 6, 2023 The City of Groveland Planning and Zoning Board held a meeting on Thursday, April 6, 2023. Board Member Vice-Chair Keith Keogh called the meeting to order at 3:03 p.m. The following Board Members were present: Keith Keogh, Robert Proper, Zach Decker, Donald Tillman, Robin Hoover, Kerry Lambert, and Marty Proctor. City Officials present were City Attorney Anita Geraci-Carver; Timothy Maslow, Community & Economic Development Department Director; DeWayne Jones, Planning and Zoning Division Manager; Hannah Forbes, Planner l; and Maria Ramirez, Recording Secretary. Absent: Board Member Dominic Cicio and Bill Mathias. CONSENT AGENDA Approval of minutes from the March 2,2023, Planning and Zoning Meeting Motion: Board Member Proctor motioned to recommend approval of the March 2,2023, minutes; Seconded by Board Member Tillman. All Board Members present voted aye NEW BUSINESS a. Planning & Zoning Board Voting of Chairman & Vice Chairman Motion: Board Member Proper motioned Keith Keogh as new Chair; Seconded by Board Member Proctor. All Board Members present voted aye PUBLIC COMMENTS: Victor Diaz had concerns with property value and traffic. Mr. Maslow stated project is not low income; it has high end architectural design that will boost property value. Mr. Jones noted applicant is not interested in building at this time. He will inform Mr. Diaz of any updates concerning the property. Board Member Proper asked the purpose of the lot split. Mr. Jones stated it is not a lot split, only giving two zoning designations. Mr. Maslow stated this will allow larger lots and not get too overly developed. Board Member Lambert recommended 3-level garden style apartments in this project. The city currently doesn't have affordable apartments. Mr. Maslow stated it does allow 3 tower apartments; less than 10 units will be on this property. Board Member Decker asked for the living acreage space on the village core. Mr. Jones advised he does not have acreage amount yet. Board Member Proctor asked if the city is working with residents near project.
